A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF
ZEPHYRHILLS, FLORIDA, URGING LOCAL RETAILERS SELLING
TOBACCO WHERE YOUTH HAVE ACCESS, TO CEASE THE SALE
AND MARKETING OF ALL FRUIT AND CANDY FLAVORED
TOBACCO PRODUCTS.
WHEREAS, addition to tobacco projects such as cigarillos, snus, chewing tobacco and
cigarettes are harmful. Smoking is the leading cause of preventable death in our country.
Almost 90% of all tobacco users begin smoking before the age of 18; and
WHEREAS, new tobacco products have been introduced that target young people such
as candy-flavored cigars, cigarillos, bidis,hookah tobacco, snus, and snuff; and only candy-
flavored cigarettes have been banned by the FDA; and
WHEREAS,new candy-flavored tobacco products are easily accessible to our youth,
with one convenience store for 2,100 people, and 87%of all teens visit a convenience store at
least two to three times per month; and
WHEREAS,candy-flavored tobacco products and candy are often displayed together,
and 17 year olds are three times more likely to use candy-flavored products; and
WHEREAS, Pasco County Ordinance to remove tobacco products from the counter is
not enforced; and
WHEREAS, according to the 2012 Florida Youth Tobacco Survey(FYTS), 5.9 percent
of students attending Pasco County high schools have used smokeless tobacco in the past 30
days, 13.4 percent have used cigars in the past 30 days, and 19.8 percent have tried any form of
tobacco in the past 30 days; and
WHEREAS, Pasco's youth tobacco smoking rates are the highest in the Tampa Bay
area, especially in the use of cigars and smokeless tobacco,which are predominately candy-
flavored.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of
Zephyrhills, Pasco County, Florida that:
said City Council in regular session duly assembled, does hereby urge local retailers
selling tobacco where youth have access,to cease the sale and marketing of all fruit- and candy-
flavored tobçço products.
