A RESOLUTION OF THE CITY OF ZEPHYRHILLS, FLORIDA,
SUPPORTING THE EFFORTS OF STATE REPRESENTATIVE DANNY
BURGESS AND STATE SENATOR JOHN LEGG TO FUND
CONSTRUCTION OF 4-LANES OF SR 56 FROM MEADOW POINTE TO
U.S. HIGHWAY 301 TO PROVIDE FOR IMPROVED TRAFFIC FLOW,
ENHANCED POTENTIAL FOR ECONOMIC DEVELOPMENT AND
ACCESS ALLOWING FOR THE GROWTH OF THE SOUTHERN TIER OF
PASCO COUNTY AND IMPROVEMENTS TO THE TAMPA BAY REGION.
WHEREAS, the City Council of the City of Zephyrhills supports the efforts of State
Representative Danny Burgess and State Senator John Legg in their approach to funding the
construction of 4-lanes of State Road 56 from Meadow Point to U.S. 301 through potential
alternative funding methods; and
WHEREAS, the Zephyrhills area legislators met with Florida Department of Transportation
Secretary Jim Boxold to explore all possible funding sources for construction of four lanes of State
Road 56; and
WHEREAS, their efforts to address transportation issues in the Tampa Bay region provide
alternative solutions to the funding and construction of SR 56, including the option of utilizing the
State Infrastructure Bank (SIB), a mechanism designed to provide loans and other assistance to
public or private entities proposing to carry out projects eligible under federal and state law; and
WHEREAS, this idea will enable Pasco County to obtain a low-interest loan that will
address the immediate needs of additional lands for traffic relief and economic development; and
WHEREAS, utilization of this program will allow for public-private involvement as the
region develops to reimburse local government expenditures while solving the constant dilemma of
infrastructure needs versus available funding.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Zephyrhills,
sitting in special session this 17th day of April, 2015 does endorse the efforts and support of
Representative- Danny Burgess and Senator John Legg and wholeheartedly and appreciate their
recognition of the importance of this roadway and its potentia for local and regional impacts.
