AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF-
ZEPHYRHILLS, FLORIDA: ENCOURAGINGNEIGHBORING
UNINCORPORATED PROPERTY i OWNERS TO ANNEX THEIR
DEVELOPED OR UNDEVELOPED PROPERTY INTO THE CITY
LIMITS;! PROVIDING INCENTIVES FOR ANNEXATION INTO THE..
CITY LIMITS BY WAIVING THE COLLECTION OF GARBAGE TURN
ON FEES FOR ;ANNEXED PROPERTIES; PROVIDING FOR THE
EXPIRATION OF THIS WAIVER; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Council passed Resolution#649-12 to encourage annexation into ourCit
to encourage economic development, redevelopment of blighted areas and to eliminate enclave s
and pockets within our current city limit boundaries; and :...
WHEREAS, annexation of properties adjacent I to our boundaries will allow for opportunities
within the City for the addition of new business, industry and housing; and,•.
WHEREAS, the; annexation of older blighted residential and business districts will all for th
planned redevelopment of these areas; and
WHEREAS, annexation of enclaves and pockets will address service delivery proble
identified.by the, Florida Legislature regarding local government services including, but ni t
limited to law enforcement, emergency services, sanitation and utilities; and
WHEREAS,the City passed Ordinance#1016-08 establishing a"turn-on" fee when services fl r
sanitation begins;'and
WHEREAS, it is' the desire of the City Council to encourage annexation by waiving the turn
fee for garbage service for newly annexed properties.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Zephyrhill ,
Florida in regular session duly assembled that:
SECTION 1. Annexation is being encouraged for the purpose of economic developmen ,
redevelopment, and the elimination of enclaves and pockets.
SECTION 2. Fees charged for the turn on for garbage is hereby waived for initial service for
newly annexed properties.
SECTION 3. The term of this waiver shall expire August 28;2013.
SECTION 4 This Ordinance shall become effective upon passage on the second reading an
signing by the Mayor.
