Garcia, Dpty Clerk AN ORDINANCE CREATING A MAYOR'S YOUTH COUNCIL; SELECTION OF OFFICERS; VACANCIES; MEETINGS; RECORDS; ABSENCES; DUTIES AND RESPONSIBILITIES; PROVIDING FOR REPEAL OF ORDINANCE 773-01, ORDINANCE 817-02, AND ORDINANCE 852-03; PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, City government is the government closest to the people, most affecting their daily lives; and WHEREAS, City government is commonly excluded from traditional education programs in the school leaving young adults in confusion or lost on how local government operates; and WHEREAS, the need to focus on issues affecting our Nation's youth has increased over the past twenty-five years spreading from the large cities to the small communities, these issues include gangs, youth crime, racism, alcohol/drug abuse, teenage pregnancy, recreation,jobs and education; and WHEREAS, the youth of our City are a valuable resource which should be heard fro and included in government; and WHEREAS, Zephyrhills' Mayor, City Council and City Manager are committed to work with the youth of our City to address their concerns and needs, and to further educate them on the operations of their local government; and WHEREAS, it is the desire of the City Council to re-establish and reorganize a Youth . Council under the guidance of the Mayor to serve as the forum to address these needs and involve the youth of our City in the creation of a better City, County, State and Nation in which to live and raise families. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA THAT THE FOLLOWING BE ADOPTED 11O READ AS FOLLOWS: 'PRULR S.0NEIL,Ph.D.PRSCO CLERK & COMPTROLLER 10/03/13 SECTION 1. CREATED OR BK 8940 1PG°3972 There is hereby created a Board to be known as the Mayor's Youth Council, which shall consist of seven(7) members. The members will be Zephyrhills area residents who are actively enrolled in a public, private high school, or home schooled in grades nine through twelve. The members shall be appointed by the City Council and each member appointed shall serve a term of two years, except that of the seven members first appointed, three shall serve for a term of seven months, four shall serve for a term of one year and seven months. The terms of members of the Mayor's Youth Council will remain staggered and will expire and be appointed in June. The Mayor will attend meetings and along with City staff, coordinate activities. SECTION 2. SELECTION OF OFFICERS The Mayor's Youth Council shall elect a Chair to conduct meetings and a Vice Chair to conduct meetings in the absence of the Chair. Elections shall be held at the first regular meeting after annual appointments are made by the City Council. SECTION 3. VACANCIES Irregular vacancies on the Mayor's Youth Council shall be filled as they occur and regu ar vacancies shall be filled by appointment in June of each year. SECTION 4. MEETINGS; RECORDS The Mayor's Youth Council shall hold at least one regular meeting quarterly. All meetings shall be public under State Sunshine Law regulations. SECTION 5. ABSENCES FROM MEETINGS Absence from three consecutive regular meetings of the Mayor's Youth Council shall operate to vacate a seat of a member, unless such absence is excused by the Board by majority vote, with such excuse duly entered upon its minutes. SECTION 6. DUTIES AND RESPONSIBILITIES The Mayor's Youth Council shall have the duty and responsibility to: (A) Evaluate and review problems facing youth in the City. (B) Facilitate neighborhood meetings with youth to discuss problems, needs, and suggested improvements for our Community. (C) Meet regularly with the Mayor to share ideas and discuss issues, concerns, and needed improvements. (D) Attend City Council Meetings. (E) Present recommended improvements to the Mayor, City Council and City Manager of public projects and programs. (F) Assist in planning youth/recreation activities. (G) Evaluate and advise the Mayor, City Council and/or City Manager on issues forwarded to the Mayor's Youth Council for advice. SECTION 7. REPEALER. Ordinances adopted related to the "City Youth Council", specifically Ordinance 773-01, Ordinance 817-02, and Ordinance 852-03, are hereby repealed. SECTION 8. SEVERABILITY If any section, subsection , sentence, clause, or provision of this Ordinance is held invalid or unconstitutional by a court of competent jurisdiction, then the said holding shall in no way affect the validation of the remaining portions of this Ordinance having contained such section, subsection, sentence, clause, or provision, and shall not be affected by such holding. SECTION 9. EFFECTIVE DATE. This Ordinance shall become effective October 1, 2013. The foregoing;Ordinance No: 1218-13 was read and passed on the first reading in an open and regular meetre of.`the'!
