A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ZEPHYRHILLS, FLORIDA, OPPOSING A PROPOSED RATE
INCREASE BY PROGRESS ENERGY; AND PROVIDING FOR
SEVERABLITY AND AN EFFECTIVE!DATE.
WHEREAS, Progress Energy is one of the:largest privately held investor-owned electric
utilities in the State of Florida; and
WHEREAS, Progress Energy is before the Public Service Commission requesting
substantial rate increase; and
WHEREAS, Progress Energy currently serves the majority of citizens in the City o
Zephyrhills,Florida; and
WHEREAS, the current fiscal status of all Florida cities, including the City o
Zephyrhills, is truly challenged due to the nation's economic condition and actions of the Stat�
• Legislature which combined have caused revenue shortfalls; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY O
ZEPHYRHILLS, FLORIDA, AS FOLLOWS:
SECTION 1. The City Council of the; City of Zephyrhills hereby objects to th
proposed rate increase and hereby encourages Progress Energy to withdraw the proposed
increase at this time.
SECTION 2. If Progress Energy fails to withdraw this rate increase, the City Counci
of the City of Zephyrhills hereby requests that the Florida Public Service Commission to den y
their request to increase rates until the economic conditions improve and Progress Energy can
show a service delivery need for their request.
Section 2. This Resolution shall become effective immediately upon its adoption.
Section 3. This Resolution was adopted at a regular meeting of the City Council on the 14t
day Of September 2009..
