RESOLUTION NO 630-10
A RESOLUTION. OF, THE CITY COUNCIL OF THE CITY OF
ZEPHYRHILLS FLORIDA, OPPOSING AN AMENDMENT TO .THE
FLORIDA CONSTITUTION THAT WOULD FORCE VOTERS TO
DECIDE .ALL . AMENDMENTS TO MUNICIPAL AND COUNTY
COMPREHENSIVE LAND USE PLANS AND URGING CITIZENS TO
VOTE NOON AMENDMENT 4; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the State. of Florida is experiencing an unprecedented recession and th
unemployment rate continues to rise and is among the highest in the nation; and
WHEREAS, attracting new jobs and business to the State of Florida is essential to the futur
recovery and prosperity of the state and its residents; and
WHEREAS, responsible growth requires careful planning and direction combined with a cle
and effective means of engaging the citizens; and
WHEREAS, Amendment 4 seeks to place a constitutional amendment before Florida's voters t
amend Article II, Section 7, of.the Florida Constitution to require a referendum vote on an
change to a municipal or county comprehensive land use plan; and
WHEREAS, Amendment 4 will undermine well-coordinated planning and impede progress o
responsible growth; and
WHEREAS, Amendment 4 will further disenfranchise millions of Florida's already fatigue
electorate, paralyze local governments and potentially cripple vital public services includin
crime prevention,transportation improvement and public education; and
WHEREAS, Amendment 4 will result in added costs to all local governments, weakened publi
services and heavier burdens on Florida's taxpayers; and
WHEREAS, Amendment 4 will damage,Florida's economy and the stability, and viability of it
communities.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY O
ZEPHYRHILLS,FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and are incorporated herein.
Section 2. The City Council hereby recommends defeat of the "Florida Hometo
Democracy" initiative and its proposed amendment to the Florida Constitution. The Ci
Council does not agree that the one size fits all' approach of Amendment 4 and believes i
opening-a broad-based dialogue that addresses the; unique growth management concerns of o
community.
Section 3. The City Council hereby urges citizens to vote "NO" on Amendment 4 when i
appears on the ballot this year.
Section 4.. This Resolution shall become effective immediately upon adoption.
