HomeMy WebLinkAbout634-10 Permit Fee Increase RESOLUTION NO. 634-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA, PROVIDING FOR A SCHEDULE OF FEES FOR RESIDENTIAL AND MISCELLANEOUS UTILITY CONNECTION FEES, PURSUANT TO THE LAND DEVELOPMENT CODE, RELATING TO MATTERS OF ZONING, DEVELOPMENT REGULATIONS, AND PERMITTING, AND REPEALING RESOLUTION NO. 518-02 AND 565- 06. WHEREAS,the City Council of the City of Zephyrhills, Florida has previously enacted a Schedule of Fees for expenses pursuant to the Zephyrhills Land Development Code,relating to matters of zoning, development regulations, and permitting; and WHEREAS,the City Council fmds it necessary to enact a new Schedule of Fees for certain administrative functions of the cit to more equitably assess the costs of these services to the parties directly benefiting from them. WHEREAS,the Schedule of Fees are reasonably related to the actual costs of performin the related administrative functions. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Zephyrhills, Florida, as follows: 1. Building Permits: Minimum Permit Fee: $40.00 a. $1,000 and less: No fee,unless inspection is required, in which case a$40.00 fee for each inspection shall be charged. b. $1,001 to $50,000: $40.00 for the first$1000,plus $5.0 for each additional $1,000 or fractio thereof,up to and including$50,000 c. $50,001 to $100,000: $325.00 for the first$50,000,plus $4.00 for each additional thousand o fraction thereof, up to and including $100,000. d. $100,001 to $500,000: $525.00 for the first$100,000,plus $3.00 for each additional thousand o fraction thereof, up to and including $500,000. e. $500,001 and up: $1,725 for the first$500,000,plus $2.00 for each additional thousand o fraction thereof. 2. Application Fee: $0.03 per square foot,with a$15.00 minimum fee (Credited at th time of permitting). 3. Plan Review Fee: One half of the total Permit Fee. 4. Residential Connection Fees: i. Sewer: ii. Water: iii. 3 Water Meter: iv. Duplex Connection Fee: v. Commercial Connection Fee: 5. Additional Fees: Transportation Impact Fee, Driveway Fee - $30.00,Address Fee - $30.00, and a Radon Fee. Valuations listed below are calculations to be used where a contract price was not submitted on the permit application; or where the contract value is less than that when calculated using the valuations listed below: a. Single and Multifamily Residential: Area under roof-per square foot: Also includes habitable additions: Per Current ICC National Average b. Single and Multifamily non-habitable Additions: Area under roof-per square foot: Per Current ICC National Average c. Swimming Pool Fee Schedule: i. Residential, In ground—Minimum Fee $50.00 ii. Residential,Aboveground—Minimum Fee $40.00 iii. Commercial—Minimum Fee $70.00 iv. Spa-Minimum Fee: $40.00 d. Sign Installation: i. 200 Sq. Ft. or Less-Minimum Fee: $40.00 ii. 201 Sq. Ft. of More-Minimum Fee: $70.00 e. Re-roof: i. Residential-Minimum Fee: $40.00 ii. Commercial-Minimum Fee: $50.00 f. Tents: $40.00 g. Fences: i. 0 to 100 ft.-Minimum Fee: $40.00 ii. Additional 100 ft—each or any part thereof - (homeowner): $5.00 h. Moved Structures: $100.00 i. Demolition: $75.00 j. Remodel Fee: (As set out above for the type of occupancy) k. Outbuilding,uninhabitable: Per current ICC National Average k. Portable Utility Buildings: 9 x 10, or less—minimum fee $40.00 6. Electrical Permits: Minimum Permit Fee: $40.00 i. Fixtures or Outlets including switches 110v—each: .35 ii. Fixtures or Outlets including switches 220v—each: 1.20 iii. A/C Central Unit: 6.50 iv. Electrical Signs: $16.50 v. AMP Service—Per AMP Service: .15 7. Plumbing Service: Minimum Permit Fee: $40.00 i. Each plumbing fixture, floor drain or trap (including water and drainage piping): 3.50 ii. Each house sewer: 6.00 iii. Each house sewer having to be replaced or repaired: 6.00 iv. Each water heater or vent: 3.50 v. Installation, alteration or repair of water piping and/or water treatment equipment: 6.00 vi. Repair or alteration of drainage or vent piping: 6.00 vii. Vacuum breakers or backflow protective devises Installed subsequent to the installation of the piping, Or equipment served-one (1)to (5): 3.50 Over five (5), each 2.50 8. Mechanical Permits: Minimum Permit Fee $40.00 a. For all new construction installations, the fee charged shall be $40.00,plus $10.00 per ton. b. Replacements shall be based on contract valuation price. If no contract price, fee shall then be: 400 CFM= 1 Ton 12,000 BTUs= 1 Ton c. Boilers based on BTU Input: i. 33,000 BTU (1Bhp)to 165,000 (Bhp) $ 5.00 ii. 165,001 Btu(5Bhp)to 333,000(Bhp) $10.00 iii. 330,001 Btu(10 Bhp) to 1,165,000 (Bhp) $15.00 iv. 1,165,001 Btu(52 Bhp) to 3,300,000 (Bhp) $25.00 v. Over 3,300,000 Btu $35.00 d. Solar Energy Installation: $40.00 9. Mobile Home Permit Fees: The following shall be charged for mobile home installation : i. Mobile Home and Park Model Setup—per unit $60.00 ii. Electrical: $40.00 iii. Plumbing: $40.00 iv. Mechanical: $40.00 10. Application Fees: $15.00 11. Plan Checking Fees: When plans are required to be submitted, a plan review fee shall apply. The plan review fee shall be equal to one half the building permit fee. The plan review fee is in addition to the building permit fee. 12. Re-inspection Fees: For each trade: $40.00 i. Incorrect Address: ii. Condemned work resulting from fault construction iii. Repairs or corrections not made when inspection called iv. Work not ready for inspection when called v. Permit not posted on job site vi. Plans not at job site vii. Work not accessible When extra trips are necessary due to any of the above reasons, the above referenced charge of$40.00 shall be made. 13. Re-Permitting Fees: Whenever a permit has expired, a re-permitting fee of 1/2 the origin 1 permit fee shall be paid prior to issuance of permit. 14. Time Extension: Per Trade: $15.00 One (1) 90-day extension may be granted where no progress has been made due to a verifiable hardship. 15. Change of Contractor: For each division: $15.00 Documentation from the parties involved is required. 16. Refund on Permits: i. All applications for permit funds shag be received within 3 months of permit issuance. ii. Plan examination fees are non-refundable iii. Amount to be retained from permit fee for administrative processing: $40.00 17. "After-the-Fact"Permits: When construction has commenced prior to the issuance of all required permits,the permit fee shall be double the normal fee. Any subsequent"after-the-fact"permits issued to the same contractor within a 12 month period shall be triple the normal permit fee. 18. Commercial Check Fee: $40.00 19. Home Occupation Application Fee: $25.00 20. Site Plan Review Fee: i. Commercial/Retain/Industrial sites: Minimum $150.00, or ii. Per 1,000 GSF or fraction thereof under roof: $ 10.00 iii. Subdivisions: 50 lots or less: $150.00* iv. Subdivisions: 51 lots or more: $250.00* Fees indicated for every level of review(Preliminary Plat, Improvement Plat, and Final Plat) 21. Revised Site Plan: $150.00 A pre-application meeting can be brought to Site Plan Review to discuss a conceptual plan at no charge. However, any resubmitted provided after the pre- application will require an additional $150.00 for each review. 22. Planned Unit Development(PUD): Minimum: $500.00, or i. Per Acre: $ 10.00 ii. Per 1,000 GSFL $ 10.00 Whichever of the above referenced are greater is required for the review of the overall Master PUD. A$250.00 review fee is required for any PUD modifications. Also, site Plan review fee, as referenced above, are also required for any development of the PUD. 23. Conditional Uses: i. Residential and Mobile Home/R.V. zoning class: $150.00 ii. All other zoning classifications: $250.00 24. Annexations: $500.00 24. Vacating: I. Alleys: $250.00 ii. Easements: $250.00 iii. Right-of-Way(s): $250.00 NOW THEREFORE BE IT FURTHER RESOLVED that any prior resolution establishing a rate schedule for administrative functions of the Building Department of the City of Zephyrhills that is inconsistent with this Resolution is hereby repealed to the extent that it is inconsistent herewith. This resolution shall become effective when duly signed by the President of the City Council and the Mayor.
