HomeMy WebLinkAbout663-13 SR 56 RESOLUTION 663-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA REQUESTING THAT THE PASCO COUNTY MPO RECOGNIZE THE PUBLIC BENEFITS OF COMPLETING SR 56 FROM MEADOW POINTE ROAD TO US HIGHWAY 301, AND THAT THEY REMOVE THE CONSTRUCTION STATUS OF SR 56 AS DEVELOPER DRIVEN, THUS ALLOWING THE USE OF STATE FUNDS FOR CONSTRUCTION OF THE MISSING SEGMENT. WHEREAS, State Road 56 currently begins on the west at SR 54 just east of Interstate Highway 75 and continues eastward to Meadow Pointe Road where it abruptly terminates and spills traffi onto local County collector roads; and WHEREAS, this area has been recognized as a high development area in the last 15 years, wit several public improvements constructed by developers; and WHEREAS, the downturn in the economy of Florida, the United States and the World ha caused a sudden stop in the development of needed infrastructure that would allow for furthe growth and economic development for Wesley Chapel, Zephyrhills and Southeast Pasco County; and WHEREAS, the completion of SR 56 has been stalled as the MPO has designated the project, and funding, as developer driven; and WHEREAS, the City Council of Zephyrhills has determined that the completion of this dead- end State Road would have a significant public benefit to our citizens of the City and to the un- incorporated community of Wesley Chapel by creating an effective non-congested highwa connecting our residents and businesses and allowing for effective evacuation of coastal residents during hurricanes and other disasters: and WHEREAS, the City Council has determined that greater highway access is needed for the growth and economic development of the Zephyrhills Municipal Airport, which has recently been designated by the FAA as a regional Airport, and which is the only public owned airport in Pasco County. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Zephyrhills, Florida, as follows: Section 1. The Pasco County Metropolitan Planning Organization is hereby requested to consider and recognize the benefits to the public and commerce by completing the missing segments of SR 56 from Meadow Pointe Road to US Highway 301, as addressed above in preamble of this Resolution. Section 2. The Pasco County Metropolitan Planning Organization is hereby requested to remove the status and/or designation of the SR 56 Project from developer driven, so that needed public funding could be more easily recognized, designated and used for the completion of the current dead-end State Road through to its intersection with US Highway 301. Section 3. The City Council requests that the Mayor and City Council President present the Pasco County MPO with this Resolution and address with them in a meeting of the MPO the requested action of City Council; and further City Council requests that a copy of this Resolution be forwarded to-,State Representative Will Weatherford and State Senator John Legg.
