A RESOLUTION OF THE CITY COUNCIL OF THE -CITY OF
ZEPHYRHILLS, FLORIDA: ENCOURAGING NEIGHBORING
UNINCORPORATED PROPERTY OWNERS TO ANNEX THEIR
DEVELOPED OR UNDEVELOPED PROPERTY INTO THE . CITY
LIMITS; PROVIDING INCENTIVES FOR ANNEXATION INTO THE
CITY LIMITS BY WAIVING THE COLLECTION OF S_PECIFIC
ZONING AND DEVELOPMENT FEES WHEN RELATED TO - :AN
ANNEXATION WHICH INCLUDE THE FEES FOR ANNEXATION,
LARGE AND SMALL SCALE COMPREHENSIVE PLAN, (LAND USE
MAP) AMENDMENTS, REZONING AND PLANNED UNIT
DEVELOPMENTS (PUD); PROVIDING FOR THE TERM OF THIS
WAIVER AND EXPIRATION OF THIS WAIVER; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City Council wishes to encourage annexation into our City to encourag
economic development, redevelopment of blighted areas and to eliminate enclaves and pocke s
within our current city limit boundaries; and
WHEREAS, annexation of properties adjacent to our boundaries will allow for opportuniti s
within the City for the addition of new business, industry and housing; and
WHEREAS, the annexation of older blighted residential and business districts will all for t
planned redevelopment of these areas; and
WHEREAS, annexation of enclaves and pockets will address service delivery proble s
identified by the Florida Legislature regarding local government services including, but n t
limited to law enforcement, emergency services, sanitation and utilities; and
WHEREAS, the City currently charges fees adopted by City Council by Resolution No. 618-0 ,
related to annexation which include annexation, the assignment of City designated Land Use an
the assignment of City designated Zoning and/or Planned Unit Development(PUD); and
WHEREAS, it is the desire of the City Council to encourage annexation by waiving all fees
related to the annexation process to additionally include the required changes to land use, zonin
and/or a PUD designation for newly annexed properties; and
WHEREAS, the City Council desires to extend the policy adopted in Resolution 649-1
through the adoption of this Resolution.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Zephyrhill ,
Florida in regular session duly assembled that:
SECTION 1. Annexation is being encouraged for the purpose of economic developmen ,
redevelopment, and the elimination of enclaves and pockets.
SECTION 2. Fees charged under Resolution No. 618-09 related to annexation and specificall
listed below are hereby waived:
Annexation $ 500.00
Rezoning $ 750.00
Comp. Plan amendment (Small) $ 500.00
Comp. Plan amendment (Large) $ 1,000.00
PUD $ 1,000.00
Per Acre or 1000 GSF $ 15.00
(over 66ac/over 66,000 sq.ft.) *whichever is greater
SECTION 3. The term of this waiver shall be eighteen (18) months and shall expire March 18,
2015.
SECTION 4. This Resolution shall become effective when passed by the City Council and
signed by the Mayor.
