HomeMy WebLinkAbout698-15 Naming Policy RESOLUTION NO.: 698-15 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA, RELATING TO PARKS AND PUBLIC FACILITIES AND CREATING POLICIES AND PROCEDURES FOR THE NAMING/RENAMING OF CITY PARKS, CITY FACILITIES AND PROVIDING FOR HONORARY STREET NAMINGS. WHEREAS, the City Council of the City of Zephyrhills, Florida, may have occasion to name or rename city parks and other facilities, including providing for honorary street-naming: and WHEREAS, it is appropriate to establish criteria and procedures for the official naming/renaming of city parks and other facilities; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA, HEREBY RESOLVES AS FOLLOWS: Section 1: A. The naming/renaming of city parks and other city facilities, including providing honorary designations for city streets, shall be in accordance with the procedures and criteria set forth below. Once adopted, name changes should occur on an exceptional basis only. B. The following criteria shall be considered: a. Neighborhood or geographical identification b. Natural or geological features c. Historical or cultural significance d. The articulated preference of residents of the neighborhood surrounding the public facility e. An individual (living or deceased) who has made a significant land and/or monetary contribution to the community or who has the contribution made in "memoriam" and when the name has been stipulated as a condition of the donation. f. An individual who has contributed outstanding civic service to the city. C. Naming of interior features or spaces may be made separately from the main park or facility and is subject to the same criteria of this resolution. Section 2: A. If the City Council determines that a city park or other city facility should be named or renamed, the Council shall solicit suggestions for names. All suggestions, whether solicited or independently offered, shall be acknowledged and recorded by the City Clerk. B. A special city advisory board shall be convened to review the request and potential naming or renaming options and present their findings and recommendation to the City Council. The board shall be comprised of 2 members of the Zephyrhills Planning Commission, 2 members.of the Zephyrhills Historic Board and 2 members of the City Parks Board. The Mayor shall also participate and chair this board for a total membership of 7. C. Following a review of the suggestions and public comments,.and recommendation from the Naming Advisory Board the City Council shall determine the name for city parks or other facilities. City Council has the discretion to accept or reject recommendations for naming or renaming of city facilities. D. The provisions of this procedure shall not apply to the application of donor recognition for such minor items as benches, trees, refuse cans, flagpoles, water fountains or similar items. Nor shall the naming of such items fall under these provisions. E. Following the selection of a public park, public facility or street name by the City Council, the Public Works department will identify the facility by appropriate signage specifying the name.
