AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ZEPHYRHILLS, FLORIDA, REPEALING ORDINANCES NO. 299 AND
ESTABLISHING PLACES ON NON-PARKING; PROSCRIBING
METHODS OF PARKING; REGULATING THE SALE OF OR FROM
VEHICLES; REGULATING LOADING ZONES; REGULATING
PARKING IN AREAS MARKED FOR DISABLED PERSONS;
PROVIDING PENALTIES THEREFORE AND AUTHORIZING
CITATIONS AND COLLECTIONS OF SAME; AUTHORIZING
PENALTY AMOUNT CHANGES BY RESOLUTION; PROVIDING FOR
CODIFICATION, SEVERABILITY,AND AN EFFECTIVE DATE.

It is unlawful to permit any vehicle to stand or park in any of the following places, except when
necessary to avoid conflict with other traffic or in compliance with the directions of a law
enforcement officer or traffic control device:
1. In any intersection;
2. Ina crosswalk;
3. Upon any bridge or viaduct or the approach thereto;
4. Between a safety zone and the adjacent curb or within thirty feet of a point of the curb 4
immediately opposite the end of a safety zone;
5. Within thirty feet of a traffic signal, beacon, or sign on the approaching side;
6. Within twenty feet of any intersection or crosswalk;
7. At any place where the parked or standing vehicle will reduce the usable width of the -
roadway for moving traffic to less than eighteen feet;
8. Within fifteen feet of a fire hydrant;
9. At any place where the vehicle would block the use of a driveway;
10. Within fifty feet of the nearest rail of a railroad grade crossing;
11. Within twenty feet of the driveway entrance to any fire department station and on the
side of the street opposite the entrance to any such station within seventy-five.feet of
such entrance when property sign posted;
12. On any sidewalk or creating any obstruction of the sidewalk;
13. At any place where official signs prohibit parking or establish time limits for Such
parking; and ;-
14. Parking spaces for mobility handicapped person.
SECTION 2. DISABLED PARKING.
It is unlawful for any person to unlawfully use a license plate, an exemption-parking permit, or a
temporary exemption-parking permit issued to persons with disabilities.
As used herein, "unlawful use" of a license plate, exemption parking permit, or a temporary
exemption parking permit issued to persons with disabilities means the use or display of such
license plate, exemption parking permit, or temporary exemption parking permit by an•operator
or other person in charge of a motor vehicle other than by the person to whom it was duly issued;
provided, that, a person who is chauffeuring a disabled person shall be allowed, without need for:,
an identification parking permit or a special license plate, momentary parking in any "parking by
disabled permit only" public or private parking spaces, for the purpose of loading or unloading
such disabled person.No penalty shall be imposed upon the driver for such momentary parking.
SECTION 3. PARKING VEHICLES ON STREETS FOR PURPOSES OF SALE.
It:is unlawful for any person to park any vehicle displayed for sale upon any city owned or
operated lot, garage or other property or street or for any person to stop, stand or park on any
street or city owned or operated parking lot, garage or other property, any vehicle for the purpose
of vending, displaying or advertising goods, services or any place of business.

SECTION 4. LOADING ZONES. 2 of 3
It is unlawful for a vehicle to stop, stand, or park for a period of time longer than is necessary for
the loading or unloading of passengers, not to exceed three minutes, and for the driver to stop,
stand, or park, before the entrance to any public building, any freight carrying vehicle for a
period of time longer than is necessary to load, unload and deliver materials, not to exceed thirty
minutes.
SECTION 5. ALLEYS.
It is unlawful for any person to park any vehicle within such a manner or under any conditions as
to leave less than ten feet of width of the roadway for the free movement of vehicular traffic, and
no person shall stop, stand, or park a vehicle within an alley in such a position as to block the
driveway entrance to any abutting property.
SECTION 6. CAB STANDS,BUS STANDS.
It is unlawful for the operator of any vehicle other than a bus, taxicab or for-hire automobile to
stop, stand or park in an officially designated bus, taxicab or for-hire automobile stand, except
that the operator of any passenger vehicle may temporarily stop in any=such stop or:stand for the
purpose of and while actually engaged in the loading or unloading of passengers.
SECTION 7. PARKING AT CURB.
It is unlawful for any vehicle to be parked with the left side of said vehicle next to the.curb;
except on one-way streets, and it shall be unlawful to stand or park any vehicle in a1 street"other
than parallel with the curb and with the two right wheels of the vehicle within twelve`inches of
the regularly established curb line, except that upon those streets that have been marked for angle
parking, vehicles shall be parked at the angle to the curb indicated by such marks., On those
streets without curbs where parking is permitted, vehicle shall be parked with no._ more than
twelve inches of the vehicle extended onto the pavement.
SECTION 8. PENALTY.
(a) Any person, firm, or corporation violating any provision of this ordinance shell be fined
not less than Twenty-Five Dollars ($25.00), nor more than One Hundred Dollars ($,100.00) for
each offense; and a separate offense shall be deemed committed on each day during or on which
a violation occurs or continues.
(b) If the penalty amount is not paid to the city within fourteen (14) days, of the infraction
the penalty amount shall be increased by Twenty-Five Dollars ($25.00) every seventh day,
subsequent to the aforementioned fourteenth day. If a citation is not satisfied within 30 days
from the date of issuance,the City may institute Court action for failure to pay.
(b) The City of Zephyrhills Police Department and/or a the City Code Enforcement
Officer(s) shall be authorized to issue citations for violation(s)
(c) Penalty amounts to be cited by the City of Zephyrhills Police Department and/or Code
Enforcement as immediately above stated may be modified by the City Council by Resolution.
SECTION 9. REPEALER.
Any ordinance or part of any ordinance, in conflict herewith is hereby repealed to the extent of
any conflict.
SECTION 10. SEVERABILITY.
It is declared to be the intent of the City Council of the City of Zephyrhills, Florida, that if any
section, subsection, sentence, clause, or provision of this Ordinance shall be declared invalid, the
remainder of this Ordinance shall be construed as not having contained said section, subsection,
sentence, clause, or provision and shall not be affected by such holding.

SECTION 11. INCLUSION IN CODE. 3
The provisions of this Ordinance shall become and be made part of the Code of the City of
Zephyrhills, Florida. The sections of this Ordinance may be renumbered or re-lettered and the.
word "ordinance" may be changed to "section", "article" or such other appropriate word or
phrase in order to accomplish such.
SECTION 12. EFFECTIVE DATE.
This Ordinance shall become effective upon passage on the third reading and signing by the
Mayor.
The foregoing Ordinance No. 980-07 was read and passed on the first reading in an open and
regular meetini of the City Council of the City of Zephyrhills, Florida, on this 25th day of June,
