AN ORDINANCE BY THE CITY COUNCIL OF
ZEPHYRHILLS, FLORIDA AMENDING ORDINANCE NO.
849-03 ADOPTING NEW MINIMUM STANDARDS FOR
COMMERCIAL AERONAUTICAL ACTIVITIES AT THE
ZEPHYRHILLS AIRPORT; AMENDING SECTION L OF
THE MINIMUM STANDARDS REGARDING FLIGHT
CLUBS TO PROVIDE COMPLETE UNIFORMITY OF
LANGUAGE WITH FAA APPENDIX 8; PROVIDING FOR
CODIFICATION, REPEALER, SEVERABILITY AND AN

WHEREAS, on May 12, 2003, the City Council adopted new minimum standards for
commercial aeronautical activities of the City of Zephyrhills Municipal Airport; and
WHEREAS, many of these standards were similar or identical to certain recommended standards
ap lied to federally obligated airports by the FAA; and
WHEREAS, in order to enhance the uniform application of these minimum standards, it has
become necessary to amend Section L, Type 12 Minimum Requirements for Flying Clubs.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Zephyrhills,
Florida as follows:
SECTION 1. Ordinance No. 849-03, Composite Exhibit "A", Section L, is hereby amended as
follows:
The following requirements pertain to all flying clubs desiring to base their aircraft at the
Airport. Prior to commencement of aeronautical activities, each club must obtain approval from
the City. However, they shall be exempt from regular FBO requirements upon satisfactory
fulfillment of the conditions contained herein. Each club shall submit sufficient documentation to
Ii establish ownership, financial status, and technical ability, in addition to adhering to the
following regulations:
The remaining language contained in Subparagraphs a through f of Section L shall remain as
written.
SECTION 2. Repealer.
Any and all ordinances or minimum standards in conflict herewith are hereby repealed to the
extent of such conflict.
SECTION 3. Codification.
It is the intent of the City Council that the provisions of this ordinance shall be codified as and
become part of the Minimum Standards.
SECTION 4. Severability.
It is declared to be the intent of the City Council of the City of Zephyrhills, Florida, that if any
section, subsection, sentence, clause, or provision of this Ordinance is held invalid,the remainder
of the Ordinance shall be construed as not having contained said section, subsection, sentence,
clause, or provision, and shall not be affected by such holding.
SECTION 5. Effective Date.
This ordinance shall become effective upon passage on the second reading and signing by the
Mayor.
