CONTRACTORS AND ELECTRICIANS, PROVIDING .FOR A
BOARD OF ELECTRICAL EXAMINERS, PROVIDING FOR
AN ELECTRICAL INSPECTOR, REQUIRING PERMITS AND
PERMIT CHARGES .FOR ELECTRICAL.WIRING AND INSTALL-
ATIONS, PRESCRIBING LOCAL RULES .FOR ELECTRICAL
INSTALLATIONS AND PROVIDING PENALTY FOR THE
VIOLATION.HEREOF, REPEALING SECTION 1.25, CHAPTER
1, TITLE 14 OF THE CITY CODE OF ZEPHYRHILLS,
FLORIDA, AND PROVIDING THAT THIS ORDINANCE SHALL
BE CODIFIED AND SHALL BECOME PART OF. THE CITY
CODE OF THE CITY OF- ZEPHYRHILLS, FLORIDA. AS.
TITLE 16, 'REPEALING ALL ORDINANCES. OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
THAT THIS ORDINANCE . SHALL TAKE EFFECT IIV]MEDIATELY
UPON ITS PASSAGE BY THE CITY. COUNCIL AND APPROVAL
BY THE MAYOR .,.OR UPON. ITS.BECOMING .LAW WITHOUT
SUCH APPROVAL BY TEE MAYOR.
BE IT ENACTED AND ORDAINED by the City Council of the City
of Zephyrhills , Florida:

That Section 1.25, Chapter 1, Title' 14, being a section
enti led "Electrical Installations" be and the same is hereby repealed.

That the following shall be incorporated and codified and
plac d in the City Code of the City of Zephyrhills , Florida as Title
16, ntitled "Electrical Code" and the several Chapters and Sections
they of as follows:
Title 16 - Electrical Code
Chapter 1 -Administration
Section 1.01 - Short Title.
This title shall be known and may be cited as "The
Electrical Code".

Section 1.02 - Electrical Inspector
The Electrical Inspector of the City of Zephyrhills, Florida
sha 1 be chief in the Electrical Inspection Department. It shall be; his
duty to issue permits for all electrical work and to have supervision
ove all electric work done in the City of Zephyrhills, Florida. He
sha 1 see that all legal fees are paid for permits and paid over to
\ the City Clerk of the city of Zephyrhills, Florida. He shall keep a
rec rd of all transactions of his office, shall be provided with
proper applications for the convenient listing of information
reg rding electrical work for which permits are to be issued. It shall
be he duty of the Electrical Inspector to see t@at all the provisions
of his Ordinance are enforced and shall not permit electrical wiring
to e done within the limits of the City of Zephyrhills , Florida
con rary to the pro visions of this Ordinance. The Electrical
Ins ctor shall be appointed by the Mayor of the Uity of Zephyrhills,
Flo Ida and the appointment approved by the City Council of said city.
The Building Inspector of the City of Zephyrhills, Florida
may also serve as Electrical Inspector if his appointment as such is
mad by the Maypr and approved by the City Council.
Section - Electrical Examining Board
The Mayor of said City, with the approval of the City Council
of aid City shall appoint an Electrical Examining Board, composed of
three members, one of whom must be a City Councilman, one a licensed
electrician and one a citizen of said city. Said Board shall give
exa�inations
� , both oral and written, to all applicants for electrici'an' s
t
lic uses, which said examination shall be of a comprehensive nature and
shall concern the basic principles of electrical wiring, installation
and shall be prepared or approved by the said Board, and shall be given
and r the direction of the Board under such rules and regulations as; it
may presdribe. Such Board shall also act as a Board of Appeals from any
rul ngs or decisions of the Electrical Inspector relating to electric

wiri g or permits therefor, and said Board may be appealed to either
by t e persons aggrieved by such ruling or decision of the Electrica ,
Inspector, after five days written notice to the Electrical Inspector.
The decision of said Electrical Examining Board on such
questions shall be final unless appeal is made to the City Council from
sue ruling of such Electrical Examining Board.._
Section x,04 - Term of Office and Vacancies
The term of office of the Electrical Inspector
sha l be at the pleasure of the City Council of the City of Zephyrhills,

�� Flo ida. Vacancies in this office by, death, resignation or dismissal
sha 1 be filled in the same manner as herein provided for appointments.
The term of office of the members of the Eleetricall
Examining Board shall be for a period from the date of their appointment
until the date provided by Ordinance of the Charter of the City of
Zep yrh ills Florida for the appointment of other officers of said City .

Vac ncies in said Board caused by death, resignation, dismissal or for
oth r causes shall be filled in the same manner as herein provided for
app intments.

Section 1.0`6 - Compensation
The Board of Electrical Examiners shall serve without
pay and/compensation of the Electrical Inspector shall be fixed by the
City Council.
Section 1.07 - Examinations
Passing grade of 75 shall be required of any applicant
fo electrical license before awarding certificate. Such certificate
shall be personally signed by each member of the Electrical Examining
Bo rd, and shall be issued,; to the individuals making the necessary
gr de and not to any copartnership or corporation. Any applicant
fo examination for electrician, who fails to make the required
pe tentage shall not be entitled to another examination within a period
of thirty days thereafter.

Chapter 2
•LICENSES
Section °2r:Ol - Electrician Defined
An electrician, as herein used, is hereby defined to mean any I
per on who engages in the business of electrical wiring, the making ,
of electrical installation within the corporate limits of the City o�f
Zep yrhills, Florida upon the property of another, or who supervises,
such electrical wiring or electrical installation upon the property
of nother, provided however that this definition shall not include
hel ers or apprentices engaged in electric wiring or electric
ins allations under the supervision of a licensed electrician.
Section 2.02 - Issuance of License
The City Clerk of the City of Zephyrhills , ilorida upon presenta-
tio of a certificate signed by all the members of the Electrical
Exa ining Board, or upon proof that such individual held a license
as lectrician from the City of Zephyrhills , Florida during the preceding
period for which occupational licenses were issued by the said City, '
and upon payment of the license fee as herein prescribed, shall issue
to uch individual an occupational license in the same manner and form
as ow provided for the issuance of their occupational licenses by
the said City of Zephyrhills, Florida, which said license fees shall,
be • s follows:
Individual residing within the corporate
limits of the City of Zephyrhills, Florida
or having an established permanent place
of business within the corporate limits of
the City of Zephyrhills, Florida 15.00
Non-residents, or transient electricians 50.00
Section- 2-o0{3a-,- Electrical installation by
unlicensed individuals prohibited
It shall be unlawful for any person toinstall any electrical
" wir•ng, orlmake,elariy other electrical installation upon the property
of nother within the corporate limits of the City of Zephyrhills,
Flo ida unless such individual shall hold a valid current occupational
lie nse from the City of Zephyrhills , Florida as an electrician.

Chapter 3 -. Electrical Installations Generally
Section 45.01 - National Electrical Code Adopted.
All electrical installations or wiring hereafter made;
wit in the corporate limits of the City of Zephyrhills , Florida shall
be In accordance with the provisions of the National Electrical Code;,
0 asrecommended by the Fire Protection Association and approved by
} the American Standards Association, and the provisions of such Code
are hereby given the full force and effect of law to the same extent!

Chapter 4 - Local Rules
Section x,.03` - Conduits Required in business and
industrial zone
All new electrical work and any extension or alteration
of xisting wiring within the business or business and industrial
zoijL of said City of Zephyrhills, Florida as now or hereafter
)' designated. by 0rdinance,.shall be in conduit in size and specifications
reqt..ired by the National Electrical Code., and a permit fee of 10 cents
per outlet paid therefor.
Chap - Permits
It shall be unlawful for any person to make any electrical
ins allation, or to do electrical wiring on any property within the
cor orate limits of the City of Zephyrhills, Florida, whether such
proerty is owned by the person who desires to make such electrical
ins allation or wiring, unless a permit has been issued therefor by the
Ele trical Inspector. ,
Section 4.02 - To Whom issued
The Electrical Inspector of said City shall not use a
pe it for electrical work, wiring or installation unless such
ele trical work, wiring or installation is to be done by the owner of
the property upon his own property, or by a licensed . electrician of said
cit , and unless the permit fees herein provided for shall have been paid.

Section 4 $3- - Form
Such permit shall be issued in triplicate and shall be in
sue form as the Electrical Inspector shall approve, the original of
whi h shall be delivered to the owner, aw in case the work is beings
done by the owner or to the licensed electrician, and shall describe
the property upon which the work is to be done, the number of outlets
and a brief description of the installation and wiring to be made.

p of said permit shall be retained by the
Cit Clerk and a triplicate copy shall be retained by the Electrical
�VJ Inspector who, after completion of the installation and final inspection
the eof and ipon approval thereof, shall endorse is approval upon
sue triplicate copy and forward the same to the Electrical Power Company
cur ently holding a franchise from the City of Zephyrhills, Florida
for the furnishing of electrical light and power to the residents of
said City, which said permit when so approved and signed by the
Electrical Inspector shall give said Power Company authority to connect
the meter and service in the caseof new installation.

Section 4.04 - Unlawful to give- service to new
construction in certain cases
The company or individual or partnership or corporation
cur ently holding franchise from the City of Zephyrhills, Florida to
fur ish electric light and power to the residents of said City shall
not connect the meter or install electrical service to any new construc-
tio or building within the corporate 'limits of the City of Zephyrhills ,
Florida, unless the electrical wiring and installations thereof have
bee inspected and approved by the Electrical Inspector of said City ,
and a triplicate copy of the permit therefor endorsed and approved by
the Electrical Inspector as provided in the above and foregoing Section
shall have been, received.,.
Section 4.05 - Inspection
The Electrical Inspector of said City shall from time to : time
du in the progress of electrical work and wiring being made pursuant to

any permit issued by him, shall make an actual physical inspection
of uch work and upon the completion thereof shall, if the same complies
wit ' this ordinance, approve the same and endorse his approval
thereof upon all copies of t1e permit. In the event his inspection
sho id at any time disclose that improper work is being done, or the,
pro isions of this Ordinance are not being complied with, the Electrical
Ins ector shall notify the electrician, or the person making such
ele trical installation and shall order corrections thereof to be made.
Upo such corrections being made the Electrical Inspector shall approve
the workiias herein provided.

Section 4.06 - Refusal to Comply with. Orders of
the Electrical Inspector
It shall be unlawful for any person making electrical
ins allations for wiring to fail or refuse to comply with any order of
the Electrical Inspector relating thereto, or to violate any of the.
pro isions of this Ordinance regarding such installation or wiring,
providing that such person making such electrical installation shall,
hav the right of appeal to the Electrical Examining Board within ' ten
after receiving such order or direction from the Electrical

Inspector, and in the event of an adverse ruling by the Electrical
Exa ining Board shall have the right to appeal to the City Council
of ephyrhills, Florida within twenty days , provided however that nol
service connection or electrical power shall be made on new construction
pen ing any appeal.
Chapter 6 - Penalties
Any person, party, firm or corporation violating any of
the provisions of this Ordinance, upon conviction thereof shall be
punished by a fine not exceeding 100.00 , or by imprisonment
in t e City Jail for a period not to exceed 60 days, or by both
sue fine or imprisonment at the discretion of the Municipal Judge of

All ordinances, or. parts of ordinances in conflict herewith

be nd the same are hereby repealed to the extent of such conflict.

If any portion of this Ordinance shall be declared unconstitu-
tional, invalid or inoperative by any court of competent jurisdiction,
such holding shall not affect the remainder of this Ordinance not
dep ndent thereon for meaning.

This Ordinance shall take effect immediately upon its passage
and approval by the Mayor, or upon its becoming a law without such
approval by the Mayor.
The foregoing Ordinance Number 101 was read in full and
pas ed on its first reading this 30th day of September A.D. 1948.
