ORDINANCE NO. , AN ORDINANCE TO PROVIDE FOR THE CONDITIONS UPON WHICH THE _INSTALLATION AND REPAIR OF - s PLUMBING AND SANITARY FACILITIES WITHIN ;THE CITY OF ZEPHYRHILLS MAY BE INSTALLED: 1 TO RESTRICT THE INSTALLATION OF ALL PLUMB- r' ING FACILITIES 'AND EQUIPMENT BY ANY PERSON OTHER THAN A DULY AUTHORIZED AND LICENSED' ( PLUMBER; TO PROVIDE FOR EXAMINATION AND LICENSING -OF PLUMBERS OF ALL CLASSIFICATION'S; TO PROVIDE FOR THE ISSUING AND REVOCATION OF SUC \ LICENSES; TO PROVIDE FOR THE INSPECTION OF THEIR !WORK; TO PROVIDE FOR THE MAKING OF COMPLAINTS FOR IMPROPER INSTALLATION AND THE MANNER OF SETTLING SUCH COMPLAINTS AND TO PROVIDE FOR A PENALTY FOR THE VIOLAT ON OF THIS ORDINANCE . AND TO REPEAL ANY OF THE ORDINANCES OR PARTS \OF ORDINANCE IN CONFLICT HEREWITH, AND TO PRO- \VIDE FOR ITS EFFECTIVE DATE. Be It Enacted and Ordained by the, City Council of the City of Zephyrhills: Section 1. That from andafter the enactment 'of this Ozrdinanl e it shall be unlawful for any person to engage in the busine s of plumbing, which shall include' the installation or repair of any building installation either in new construction or old buildings aa` within the City of Zephyrhills by any person other than a di l.y licensed plumber, as provided' for by the provisions of this Ordi- nance; provided however, that, nothing herein contained shal be construed as preventing any person from the stopping of leaks in drains, soil pipe or vent pipe nor: for the clearing of stop age and the repairing of leaks in pipes, valves--or fixtures when such repair does not involve or require the replacement or re-ar ange- ment of such valves, pipes or fixturesand provided 9 pro ded further that this Ordinance shall not, prohibit any person installing or epair i ng any plumbing upon his own premises, except as here inaft r pro • vided. Section 2. That there is hereby established and creat d a Board of Examiners for plumbers, which said Board shall consist \`t of a Chairman, who shall be the plumbing inspector, a mastel plum er, and a journeyman plumber, each of whom shall: be appointed by the City Council of the City of Zephyrhills, and each of whom shall be appointed by the City Council of the City of Zephyrhills, and each of whom shall serve for and during each calendar year, provided however, that the first Board appointed shall serve, unti January 1, 1953., and that in the month of December, 19529 and annually thereafter that the said Board shall be appointed by the said City Council, each of whom shall serve until the end of; the succeeding year; that the said Board shall give or cause to be given a suitable examination to determine the knowledge and quali fication of all applicants for a license as a plumber, whether he be a master plumber or a journeyman plumber; that the said examina- tion shall consist of etr an. oral c a written examinatin, and apractical test in lead wiping, and such other questions as may be deemed necessary by said Board. Any application forla license, as such plumber, shall be filed with the City Clerk accompanied by a fee of $5.00 for a master plumber or employing plumber, and $3.00 for a journeyman plumber; that upon receipt of such application that the City Clerk shall notify the Chairman of the Board of the receipt of such application, and the Chairman of said Board shall from time to time consult with the members of the said Board, and that when in their discretion it is necessary or advisable for them to call and hold such an examination, that they may do so at the time and place so designated by them, pro- vided however, that they shall notify the said applicant not less than 10 days prior to the date of the holding of the same and shall specify the place of the holding of the said examinatio Section 3. That for the purpose of this Ordinance a master plumber shall be defined as meaning any person who is engaged in the business of plumbing and who does or sets himself out as will ing to do, through his employees, any work or services in con- nection with the installation, alteration, removal, and/or repair of plumbing or drainage or any part thereof; that a journeyman plumber shall be defined as being a person who installs, removes 2 \ I ro alters or repairs plumbing or drainage systems or parts thereof as the employee of a master plumber, but who does not furnis4 any materials or supplies, but it shall not be construed as covering a person who performs day labor or the functions of a plumber's assistant. Section 4. It shall be unlawful for any person to carry on and conduct a plumbing business within the City of Zephyrhills, whether the work be done by him or a licensed plumber, unless and until he shall have passed an examination and secured the license as herein provided. Section 5. That the members of the examining Board shall be paid a fee of $l®00 for each examination given said amount to be paid to each member of the Board participating in or conducting the examination. Section 6. No licensed plumber shall permit his name to: be used by any one else directly or indirectly for the purpose of 11 avoiding the necessity of obning a permit, and if any licensed plumber permits such work to be done, that the City Council may upon the establishment of such fact before it, revoke and cancel 3. Li the license issued to such plumber® If any licensed plumber or master plumber shall permit any person not having a license' as herein provided, to perform or do any plumbing work, that this shall likewise be grounds and reasons for the revoking of such employin or master plumber s erx Section , In the event that the Board of Health of tiiNN City of Zephyrhills shall at any time find any work which has been done by a plumber, licensed hereunder, to have been done in other than a good and workmanlike manner, that it may notify the said plumber of such condition and point out to him the defcts found in his work, and order and require him to promptly repair the same, and that if he fails so to dog that his license may be Section J® .ny p a ing any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be punished by a fine not to exceed $500.00 or by imprisonment not to exceed six months or by both such fine and imprisonment. Section lb, Any person desiring to do any plumbing of any kind or nature on his own premises shall be required to secure a permit for such work and the same shall be subject to inspection and approval before being used according to the same standards as set and determined if the said plumbing had been done by a duly licensed plumber, and it shall in all respects comply with and meet the requirements of the sanitary code of the City of Zephyrhills.
