City of Zephyrhills, Florida, that in the promotion of the general
we "fare of said City a comprehensive and uniform Electrical Code
should be established governing all electrical work within the

NOW,, THEREFORE, BE IT ENACTED AND ORDAII'IED BY THE CITY COUNCIL
OF THE CITY OF ZEPHYRHILLS,. FLORIDA, AS FOLLOWS
SECTION I.: SHORT TITLE
This ordinance shall be known and may be cited as "The Electrical.
Code." of the City of Zephyrhills, Florida.
SECTION 2_; DEFINITIONS'
A. The term "Electrical Construction" as used in this
ordinance shall be held to include and govern all work and materials
used in installing, maintaining and/or extending a system of electrical
wiring for light, heat or power, and all appurtenances, apparatus,,
or equipment used in connection therewith,, inside or attached to
an building or structure, lot or premises.
B. The term "ELECTRICIAN" as used in this ordinance shall be
held to mean a person who is engaged in the trade or business of
electrical construction and who is qualified under the terms and
provisions of this ordinance.
C. The term "MASTER ELECTRICIAN" as used in this ordinance shall be
he d to mean a person who possesses the necessary qualifications,,
training and technical knowledge to plan,, lay out and supervise electrical
construction in accordance with the provisions of this ordinance
and/or satisfies the board . that he' is qualified under the provisions of
this ordinance.
The Master Electrician may be the owner, proprietor, employee,,
or corporation officer, but shall in all cases, be the person who
is directly responsible for the physical and mechanical manner in
which electrical material, equipment and devises are placed or
installed.
D. The term "JOURNEYMAN ELECTRICIAN" as used in this ordinance
shall be held to mean a, person who possesses the necessary qualifications,
training and technical knowledge to install electrical wiring, apparatus
or equipment for light, heat or power,; and who has in his possession an
unexpired Journeyman's Certificate issued to him by the Electrical xamini
Board of •the City of Zephyrhills,, Florida,, and who is qualified to perform
electrical work according to the plans and specifications furnished
to him,; under the supervision of a Master Electrician, and in accordance
with the rules and regulations governing wiring installations in
Zephyrhills, Florida.
E. The term "ELECTRICAL CONTRACTOR" as used in this ordinance
shall be held to mean any person, firm or corporation engaged in
the business of installing electrical equipment or apparatus within
the City of Zephyrhills, provided that he or they have been licensed
by said City to make such electrical installations, and provided that
he or they maintain a permanent business address advertising of same,
and provided that the person in charge of the electrical installations
for said person, firm or corporation shall have qualified a's a Master
Electrician according to the provisions of this ordinance and shall
possess a Master Electrician's Certificate of Competency and Master
Electrician' s occupational license as required by this ordinance.

F. The term "QUALIFIED PERSON" as used in this ordinance
shall be held to mean any person qualified under the provisions of this
ordinance, and licensed under this ordinance by the City of Zephyrhills«
G. The term "APPRENTICE ELECTRICIAN" as used in this Ordinance
shall be held to mean a helper or assistant to a Master Electrician
or Journeyman Electrician. The apprentice is not qualified to work on
Electrical construction alone but must at all times work under dire t
supervision and accompanied by a qualified Journeyman or Master Electricia n
A Master or Journeyman Electrician found guilty of allowing or
sending an apprentice or helper to do any type of electrical work
alone will be summoned to a meeting of the Board to show cause why

his license should not be suspended or revoked.
H. The term "BOARD" as used in this ordinance shall be held
to mean the Electrical Examining Board created and provided for in
this ordinance.
SECTION 3:: ADMINISTRATION
A. Electrical Inspector
(1) Appointment: The Electrical Inspector shall be appointed by
the Mayor of the City of Zephyrhills, Florida, and the appointment
shall be approved by the City Council of said City.
(2) Term of Office and VAcancies : The term of office of
the Electrical Inspector shall be at the pleasure of the City
Council of the City of Zephyrhills. Vacancies in this office by death,
resignation or dismissal shall be filled in the same manner as
here ,n provided for appointments .
(.3) Compensation:. The compensation of the Electrical
in pector shall be fixed by the City Council.
(4) Temporary Absences: If the Electrical Inspector is
absent from his duties on account of sickness or other unavoidable
reason,, the city Council shall designate a pro-tern Inspector during
such absences
(5) Powers and Duties :
(a) The Electrical Inspector of the City of Zephyrhills,,
Florida, shall be chief in the Electrical Inspection Department.

(b) It shall be the duty of the Electrical Inspector to
issue permits for, and to inspect all electrical wiring apparatus or
equipment, ,for light, heat or power, inside of or attached to buildings
within the limits' of. Zephyrhills, and to look after and exercise a
general supervision over all electrical construction, and over all
electricians licensed to carry on their business or trade under the
provisions of this ordinance.
(c) He shall see that all legal Xees are paid for permits ad
paid over to the City Clerk of the City of Zephyrhills, Florida.
He shall keep a record of all transactions of his office, and
shall be provided with proper applications for the convenient listing
of information regarding electrical work for which permits are to be
is ued. It shall be the duty of the Electrical Inspector to see th�t
all provisions of this Ordinance are enforced and he shall not permit
electrical wiring to be done within the limits of the City of
Zephyrhills contrary to the provisions of this ordinance.
(d) It shall be unlawful for any person, firm or corporation
to use any electrical current in or through any wiring apparatus
ors fixtures for light,, heat or power in or on any building or
structure within the limits of the city until the same shall have
been inspected and approved by Electrical Inspector, and the
Certificate hereinafter provided for shall have been issued therefo .
('e) The company, individual;; partnership or corporation
currently holding a franchise from the City of Zephyrhills, Florida,
to furnish electric power to the residents of said City shall not
connect the meter or install electric service to any new construction
or building within the corporate limits of the City of Zephyrhills,,
unless the. electrical installations thereof have been inspected and
approved by the Electrical Inspector of said City and a completion
permit therefor has been received.
(f) When any electrical wiring, apparatus or fixtures covered
by .a permit shall be found on inspection by the Electrical Inspector to
conform to the rules and regulations; provided by. this Ordinance , t e
Electrical Inspector shall issue a final certificate of inspection,.
certifying that the wiring, apparatus or fixtures have been inspected
and found to comply with the terms of this ordinance, but no such certi-
ficate shall be issued until such equipment is made to conform to s oh
rules and regulations.

(g) The Electrical Inspector may also, before such Certificate
is issued, give temporary permission to connect and furnish electric
current to any wiring, apparatus or fixtures for a period of not
exceeding thirty days, if such wiring, apparatus or fixtures are in
such condition that current may safely be connected therewith for
such period of time and there exists a necessity for such use,
provided written application is filed with him requesting such
permission.
(h) The Electrical Inspector, or any of his assistants,,
is hereby empowered to inspect or reinspect all interior wires
and apparatus, conducting or using electric current for light,, heat
or power; and when said conductors or apparatus are found to be unsafe
to life or property, he shall notify the person, firm or corporation
owning,. using or operating them, or either of them,, to place same in
a safe and secure condition within twenty'-four hours, or within such
time as the Electrical Inspector shall reasonably determine is nece�sary.
(i) Whenever any wiring, apparatus or fixtures conducting
or using current for light, heat or power is found upon inspection
by the Electrical Inspector, or any one of his duly authorized assis't—
ants, to be especially or immediately hazardous to life or property,
the said inspector or one of his duly authorized assistants shall
immediately open the switch or circuit breaker controlling the
supply of current to such wiring, apparatus or fixtures, and shall
post in a conspicuous place near such switches or circuit breaker
a notice, printed in red letters as follows:
NOTICE--WIRING CO NDEMTED. The use of electric current is
prohibited through this wiring or equipment until proper
repairs have been made and approved by the Electrical
Inspector.
Repairs must be made by a licensed electrician and the Electrical.
Inspector must be notified when completed. After such notice is
posted as provided in the foregoing, no person shall close the
switch or circuit breaker which has been opened by the Electrical
Ins ector or his duly authorized assistant, nor use nor attempt to
use any current through such wiring, apparatus or fixture which has been
condemned, until necessary repairs have been made and approved by the
Electrical Inspector. The Electrical Inspector may also notify the person,

firm or corporation furnishing current to such wiring, apparatus
or fixtures to disconnect the supply wires and cut off the current
from the premises where such wiring, apparatus or fixtures are
located.
B. Electrical Examining Board.
I .
(1) Appointment: The Mayor of the City' of Zephyrhills,
with the approval of the City Council of said City, shall appoint
an Electrical Examining Board, composed of three members, one of
whom must be a City Councilman, one the Electrical Inspector, and
one a citizen of said City, on the first meeting in April each year.
(2) Term of Office and Vacancies : The term of office
of the members of the Electrical Examining Board shall be for a
per od of one year. Vacancies in said Board caused by death,
resignation, dismissal, or for other causes shall be filled in the
same manner as herein provided for appointments.
(3) Compensation: The Board of Electrical Examiners
shall serve without pay.
.(4) Powers and Duties : The Board shall give examinations,
both oral and written, to all applicants for electrician' s licenses,
which said examinations shall be of a comprehensive nature and
shall concern the basic principles of electrical wiring and
said tallation, and shall be prepared or approved by the a id Board,
and shall be given under the direction of the Board under such rules
and regulations as it may prescribe. Such Board shall also act as
a Board of Appeals from any rulings or decisions of the Electrical
Inspector relating to electric wiring installation or permits
therefor, and said Board may be appealed to by the persons
agg ieved by such ruling or decision of the Electrical Inspector,
after five days written notice to the Electrical Inspector .

The decision of said Electrical Examining Bcard .b.n such
questions shall be final unless appeal is made to the City Council
from such ruling of such Electrical Examining Board.
SECTION 4: CERTIFICATES OF COMPETENCY:
A. Examinations. Passing grade of 75 shall be required
of any applicant for electrical license before awarding certificate.

Such certificate shall be personally signed by each member of the
Electrical Examining Board, and shall be issued to the individual
ma ing the necessary grade and not to any co-partnership or
corporation.
The following general rules, and any others that may be
determined from time to time by the City Council and/or the
Examining Board, shall apply to the conduct of examinations given
for Certificates of competency for Master Electricians, and
Journeyman Electricians.
1. No text books, tables or reference materials of
any kind shall be brought into the examination room.
2. No duplicates of all or any portion of examinations
shall be carried from the examination locations.
3. All calculations and computations shall be made
on the examination papers.
4. Examinations will start at 9 :30 A.M. and continue
to 12 :00 Noon at which time the applicant shall
turn in his papers whether complete or not.
5. Each Applicant shall pay to the Electrical Inspector
the sum of $5.00 as the cost of the examination.
Any applicant not passing the examination shall be
refunded y 2 .00. Any applicant failing the examination
shall not be allowed another examination within a period
of thirty days thereafter. '
6. Grading and scoring of the examination papers shall
be competely within the province of the Examining
Board and their decisions shall be final in all cases.
7. All written examinations shall be of identical character`
for applicants of the same classification being examined
during the same examining period. Verbal examinations
need not be of identical character, but shall be of the
same general scope for applicants of the same classificat on.
8. It shall be the responsibility of the Examining
Board to provide a list of answers to all examination
questions to be used only by them for grading each
examination form so that all examinations will be
graded uniformly and equitably.
9. Past Experience in- the trade or business of Electrical
Construction, as defined in this ordinance, shall be
deemed a factor to be considered in determining the
applicant' s ability, but no definite length of time
shall. be fixed as an essential requirement.
10. In the event of a lack of quorum of members of the
Board of Examiners, the City Clerk shall fill the
vacancy of any member during the conducting of the
examinations.
11. Examinations will be held at the City Nall on the
second Monday of each month.
B. Temporary Certificates of Competency. When and if,
in the discretion of the Electrical Inspector, it becomes advisable,

Temporary Certificates of Competency may be issued to Journeyman
Electricians for a period not exceeding thirty days. Such certifi—
cates shall apply to out-of-City electricians doing short terra
Electrical construction within the City Limits of the City of
Ze hyrhills, Florida. The fee for a Temporary Certificate shall
be 05.00.
C. Suspension of Certificate of Competency. The Board
shall have the power, in addition to all other powers provided for
in this ordinance, to suspend for a length of time not to exceed
one year, or to revoke, the Certificate of Competency of as y Master,
or Journeyman Electrician who shall ' be guilty of any one or more
of the following acts or omissions, to-wit:
(1) Fraud or deceit in obtaining license or certificate
of competency.
(2) Negligence, incompetency or misconduct in the practice
of electric construction within the meaning of this ordinance.
(3) Abanddment of any contract for electrical con-
s ruction without legal excuse.
(4) Diversion of property or funds received under express
agreement for prosecution to completion of a specific contract under
this ordinance.
(5) Obtaining money or property with intention to defraud
or deceive creditors or owners.
(6) Fraudulent departure from or disregard of plans or
specifications in any material respect without the consent of the
owner, the Electrical Inspector or his duly authorized representative.
'(7) The doing of any willful or fraudulent act as a
Master Electrician, or Journeyman Electrician in consequence of
which another is substantially injured.
(8) Willful and deliberate disregard, and violation of the
Electrical Ordinance of the City of Zephyrhills and/or the laws o
the State of Florida.
D. Procedurefoe Preferring Charges .
(1) Any person directly ;interested, the Building or
Electrical Inspector of the City of Zephyrhills, the Architect or
Eigineer of any, building or construction may prefer charges again t

a Master, or Journeyman Electrician under this ordinance.
Such charges must be made in writing and sworn to by the complainant
and submitted to the Board. It will then be the duty of the Board
at the earliest possible date and not later than thirty days there-
; after to investigate the charge and render their decision without
delay. A copy of the charges together with the time and place of
hearing shall be served on the accused at least five (5) days
before the date fixed for the hearing. At the hearing the accused
shall have the right to appear personally or by counsel and cross-
examine witnesses against him and to produce witnesses and evidence
in his defense.
(2) If, after the hearing, the Board's decision be that
the accused has been guilty of the charges preferred against him,
the Board. shall thereupon suspend for a period of time, or revoke,
the accused' s Certificate of Competency.
(3) Upon the revocation of the accused' s Certificate of
Competency, any and all licenses issued by the. City of Zephyrhillt
f r the doing of electrical work shall be revoked and wI.thdravn
and no refunds wi
ll be made on said licenses.
(4) If the decision of the Board be to suspend the
Certificate of Competency for a length of time, the license issued
by the City of Zephyrhills to the accused will be suspended for the
s me period and no refund shall be made on said license.
(5) It shall be unlawful for any electrician to engage n
or work at the business or trade of electrician in the City of Zep yr-
hills when said Certificate of Competency has been revoked; and it
shall be unlawful for any electrician, either Journeyman, or Master
Electrician to work in the trade or business of electrician in the
City of Zephyrhills during the period of time for which his
Certificate of Competency has been suspended.
(6) Any decision to revoke or suspend must be ratified
by the City Council of the City of Zephyrhills.
E. Electricians Holding Certificate of Competency
Required ' on Electrical Work. A Master Electrician shall not employ
a person on any job in the capacity, of an Electrician, without such
person being in possession of a Certificate of Competency as provided

for in this ordinance ; provided that nothing in this ordinance shall
be, held to prohibit the working of helpers or apprentices on any
job of electrical construction, when the work of such helpers or
apprentices is performed under the personal supervision and
accompanied by an Electrician holding a Certificate of Competency.
F. Exception for home-Owners. It shall be unlawful for any
person to whom a Certificate of Competency has not been issued in
accordance with the provisions of this ordinance to do any electri al
construction, or make repairs, alterations, additions or changes
to any existing system of electrical wiring, apparatus, or
equipment for light, heat or power, , except as follows :
Nothing herein contained shall prohibit any bona fide home
owner from personally installing electrical wiring on his premises,
provided he abides by the following rules and regulations:
1. Submit plans and specifications to the Electrical
Inspector for approval.
2 . Satisfy the Inspector as to his ability and qualifications
to install electrical wiring.
3. Make application and secure an electrical permit before
starting any electrical work of any character.
4. File an affidavit that he ,is the bona fide owner and will
personally do - the work on his own premises only.
5. Pay the required permit fees herein set forth.
Perform the electrical work according to the rules and

regulations contained in this ordinance and the current
National Electrical Code.
7. Notify the Electrical Inspector when the work is ready
for the rough inspection. No work shall be covered or
concealed until inspection has been made. Notify Inspector
when work is ready for final inspection.
8. Any electrical work under these rules and regulations mu t
be done by the owner, for himself, on his own premises without
compensation or pay from anyone for his labor or installation.
9. An owner exercising this privilege shall conform to all the
requirements of this ordinance and shall not set himself up
as an electrical contractor nor shall he employ anyone to
assist him with the installation.
10. Pay one (*1.00) dollar for each extra inspection or trip
that the Inspector may be required to make over and above
three inspections.
SECTION 5; LICENSES:
The City Clerk of the City of Zephyrhills, Florida,
upon presentation of a certificate signed by all members of the
Electrical Examining Board, or upon proof that such individual

held a license as electrician from the City of Zephyrhills during the
preceding period for which occupational licenses were issued by the
said City,, and upon payment of the license fee as herein prescribes.
shall issue to such individual an occupational license in the same manner
and form as now provided for the issuance of their occupational licenses
by the said City of Zephyrhills, which said license fees shall be as
follows ::
Examination $5.00
Licenses Electrical Contractor 15.00
Master Electrician 15.00
Journeyman Electrician 1.5.001
SECTION 6: BONDS
The City Council of the City of Zephyrhills may at the recommend—
ation of the Electrical Inspector, require a bond from a holder of an
electrical license, the amount of bond not to exceed One Thousand
($1,000.00) Dollars.
SECTION 7: PERMITS
A. Application for permit. Before any electrical wiring or
electrical apparatus or equipment for light, heat or power shall be
installed, within or attached to any building or structure, either
public or private, within the limits of the City of Zephyrhills,
Florida,. an application for a permit to do so must be made to the
Electrical Inspector by a Master Electrician intending to install
the work, and the permit when issued shall be to such applicant., ¶he
a plication shall be accompanied by, an adequate set of plans, spec -
fications and schedule, as may be necessary to determine whether the
installation as described will be in conformity with the requirements
of this ordinance. On rewiring, the Electrical Inspector may waive
regulations for plans and specifications. If it shall be found by the
Electrical Inspector that the installation as described will in ge eral
conform with the requirements of this ordinance, and if the
applicant has complied with all the provisions of this ordinance,.
apermit for such installation shall be issued by said Electrical.
Inspector. The permit when issued shall be for such installation
a� is described in the application, , and no deviation shall be made
from the installation so described without the approval of the
Electrical Inspector.

B. Permits Required. A permit will be required to do any elec—
trical construction of any character, install any electrical wirin ,
apparatus or equipment, or make any extensions or changes to existing
systems of wiring for light, heat or power, within the limits of
the City of Zephyrhills, with the exception of work done by public
uIilities holding franchises from the City of Zephyrhills. Before
any permit is issued for the installation or alteration of electrical
wring,. device or equipment, the Master Electrician making applica ion
for such permit shall pay to the City a fee in such amount as is speci-
fled below.
C. Permit Fees. The following permit fees are hereby
established ::

Any inspection made where no permit has been issued will be charged
for at the rate of $1.00 per hour, minimum $1.00.
All fees to be paid at the time permit is issued.
D. Master Electrician Not to Allow Use of his Name.
No licensed Master Electrician shall allow his name to be used by y
person or party, directly or indirectly, either for the purpose of
obtaining a permit, or to do any work under his license.
SECTION 8: RULES AND REGULATIONS
A. Rules and Regulations, General. A Master Electrician or
authorized supervisory employee shall countersign all applications
for electrical permits and supervise electrical work authorized by such
permit.

All electrical construction and all materials and appliances
used in connection with the installation, maintenance and operation
of electrical wiring, apparatus, or equipment for light, heat or
power,, within the limits of. Zephyrhills, Florida, shall conform
to the rules and regulations embodied in this ordinance and such
as may be adopted as herein provided, and shall conform with such
construction as is reasonably necessary for safety to life or prop rty.
T e latest current regulations as laid down in the National Electrical
Code, as approved by the American Standards Associations, and the
National Safety Code as approved by the American Standards Associa ion,
a d other installation and safety regulations approved by American
Standards Association shall be prima facie evidence of such approv d
methods as of the time such regulations are °laid 'down.
B. Approved Materials,. Devices or Appliances .
No electrical materials, devices or appliances, designed for
attachment to or installation on any electrical circuit or' system,,
for light, heat or power shall be installed,- used; sold or offered
for sale, for use in the City of Zephyrhills, unless they are in
colnformity with approved methods of construction for safety to lif
and property. Conformity of electrical materials, devices or
appliances with the standards of Underwriter' s Laboratories, Inc.,
as indicated by the lists of Inspected FlectricalAppliances
published and distributed from time to time by the said ,Underwrite' ' s
L boratories, Inc., or with other standards approved by the American
Standards Association,; shall be prima facie evidence that such
electrical materials, devices or appliances comply with the require-
ments of this ordinance. The maker's name, trade mark or other
i entification symbol shall be placed on all electrical materials,,
devices or appliances sold, installed, or used under the provisions
of this ordinance, together with such other markings giving voltage,.
current,: wattage, or appropriate ratings as are prescribed in the
National Electrical Code, or as may be necessary to determine the
character of the material, devices or equipment, and the use for ich
i is intended.

C. Inspections . All wires at switch outlets on jobs must be
sh rted before a test will be made . All wires at every outlet must
extend out six (6) inches or more. On all jobs where wires are installed
in conduit or any wiring method, used which is to be installed before
wires are pulled in, the following inspection must be made .
(a) When installed as a complete system. without the wir s
where the same are to be concealed, the system must be inspected
before covered.
(b) After wall plastering or ceiling has been completed and
wires pulled in and the wiring joints have been made and soldered,
leaving outlets for fixtures, an insulation resistance test will
then be made .
D. Interfering with the Electrical Inspector. It shall be
unlawful for any person, firm or corporation to hinder or interfere
with the Electrical Inspector in the discharge of his duties under
this ordinance.
E. Separate Service Required. Each building into which
electrical current is introduced for light, heat or power shall
have an independent service; provided, however, that a private garage
on the same lot as a main building and used in connection with sam ,
may be supplied from the same service, provided that no garage on he
sa a lot as the place of residence is used as a manufacturing or
otIier business establishment nor for rental purposes .
SECTION 9: SPECIFIC WIRING PROVISIONS
1 . When wiring for any added load is installed in a buildi g,
the service shall also be revised and sizes increased to carry the
new total load.
2 . Electric range circuits shall be of sufficient size to
carry optimum wattage to be dissipated.
3. LIQUID TIGHT or RAIN TIGHT Greenfield with approved
fittings shall be used in wet locations and ALL OUTDOOR installatio s,
in luding sign connections.
4. All wiring in conduit shall be open for inspection before
switches, panel fronts, receptacles or covers are installed.

5. All wiring in Commercial Establishments shall be installed fl
Conduit and all equipment used therein shall be connected to the
system with 3 wire cords, plugs and receptacles, grounding the
frames of all such equipment. Three wire receptacles that will serve
a two contact plug shall not be approved.
6. Maximum number of outlets per circuit:
On commercial store buildings: - 6 light outlets or 4 receptacle
outlets or five combi.n.ation.
Apartment buildings - 8 light outlets or 6 receptacle outle s
or 7 combination.
Churches, lodge or club rooms, auditoriums, etc . : 6 light
outlets or 6 receptacle outlets or 5 combination.
Residential buildings: 100 light outlets or 6 receptacle
outlets or 8 combinations.
7. For residential occupancies, base receptacles or
cocLvenience outlets shall be placed along the perimeter of the
following rooms so that no point on the base will be more than
8 feet from an outlet: living room, bedroom, dining room, breez;e—
waiy, den, nursery, sewing room, Florida room, enclosed porch.
8. Every kitchen shall have a minimum of one appliance
outlet on a separate circuit. The utility room or garage or
la ndry must also have an appliance , outlet or a separate 20M.-IP
circuit. Kitehe;, bathroom and garage lights and any lights within
6 feet of water connection or plumbing fixtures shall be controlled
by a wall switch.
9. Distribution panels shall not be located in clothes
closets or in any location in which' maintenance would be performed
from a damp or wet area.
1O. Requirements in multiple dwellings .- On new buildings
AD REWIRED BUILDINGS, no branch circuit shall be connected to se ve
more than one apartment . Distribution panels shall be located in
a public space or the apartment they serve, in conformance with the
preceding paragraph.
11. Attic Fans shall be on a separate circuit run direct
f om panel to the switch, Attic fans shall all have fusible
links on louver controls to close louvers in event of fire.
Attic fan switches shall have thermal overload coils, properly
rated, built into the switch. An attic fan and a floor furnace
or closet type furnace may be connected to the same special branch
circuit.

12y All outlets in residences with concrete or terrazzo
floors, and all outlets, fixtures and boxes within reach of water
pipes or in contact with a conduction type of insulation shall be
grounded. Non-metallic sheathed cable of the type with a ground
wire integral_ in the cable shall be used for this purpose.
13. Each window type air-conditioning unit shall be connected
to separate circuit using wires not smaller than number 12 wire
AND SHALL BE GROUNDED. NO AIR CONDITIONER LARGER THAN 3/4 HP MILL
BE PERMITTED ON 115 V.
14. Circuit identification: The contractor shall identify
all branch circuits at the panel showing the outlets so served
BEFORE calling for final inspection.
15. Through poured courses on exterior masonry walls non-
me allic sheathed cable shall be encased in EMT or Conduit and shall
not be stripped when so encased. Walls facing an open porch shall
be considered as exterior walls.
16 . All fuse or breaker panels in NEVI RESIDENTIAL wiring
shall have one spare circuit with an empty conduit or stee1 tube
raceway extending into the attic and/or basement for future require
ments. Empty raceways are not required where surface mounted panels
are installed.
17. Conduit: All new electrical work or any extension or
al oration of existing wiring within the Business and Industrial Zo e
of the City of Zephyrhills as naw or hereafter designated by ordinance,,
shall be in conduit in size and specifications required by the
National Electrical Code, except one and two family dwellings.
18.- Load center: The"load center" or distribution assembl
co Bred hereby shall consist of a single metal cabinet containing
service switch, fuse gaps and fuses of sixty amperes or more capacity,
or approved type circuit breakers designed for operation on three
wire, 220-110 Volt, single phase system; two 31-60 ampere fuse gaps
and fuses or circuit breaker for range circuit; two 0-30 fuse gaps
and fuses or circuit breaker for water heater circuit; two 0-30 fuse
gaps and fuses or circuit breaker for lighting sub-feeder circuit
and common neutral bus-bar or terminal block containing the required

number of terminal connections; all of approved design and construction.

19. Branch Cutouts.
(a) Range circuit: Shall consist of one two-pole,,
sixty ampere, fuse block or circuit breaker.
(b)'. Water heater circuit: Shall consist of one two-
pole, thirty ampere plug fuse block, or circuit breaker.
(c) Lighting branches : Shall consist of plug fuse
cutouts or circuit breaker. Where house wiring is of modern type,,
with a metal clad safety switch, a two or three wire line shall be
run from new fuse cabinet to old lighting swithh.
20. Fusing:
(a) Range circuits : Thiry®five ampere cartridge or
circuit breaker.
(b) Water heating circuits :: Twenty ampere plug fuse
or circuit breaker.
.(c) Lighting circuits :, Fifteen ampere plug or circuit
breaker; thirty ampere fuses or circuit breaker shall be used for
run between load center cabinet and old lighting cabinet.
21. branch Circuit Runs:
(a) Range Circuit : Shall be of an approved type of
non-metallic cable, with three stranded, No. 6 wires or approved
type concentric cable .
(b) Water heater Circuit : Shall be approved type of
non-metallic cable with two insulated, solid No. 12 wires.
22. Load Limitations and Voltage Requirements :
(a) Electric Ranges : Maximum wattage 9500, voltage
115-230 three wire.
(b). Electric Water Heaters: Maximum wattage 5000,
voltage 230, two wire.
(c) Electric Heaters: Above 1650: watts must be connected
to 230' volt, two wire circuit,, and are not provided for in above
specifications.
(d) For any appliances with ratings exceeding the ab ve
1 mits the Public Utilities Co. must be consulted and special
arrangements will be made to take care of this equipment.
23. Grounding:
(a) Grounding must be done according to the National
Electrical Code.

(b) In addition to rules of the National Electrical Co e
all frames of electric ranges must be grounded by bonding neutral
from meter box through load center to frame of range.
24. The Service Grounding Conductor:
(a) Shall be minimum of #4 bare copper and. shall confirm
to Articles 2594 and 2595 of the current issue of the National Electrical
Code.
(b) The Service Grounding Conductor shall be run from the
first meter or switch enclosure to a DRIVEN ELECTRODE HAVING 25 or
I,ESSAHMS TO GROUND and also to a cold water system using an approv d
ground fitting which shall be readily accessible and shall conform
with Article 2583 b, c, d of the National Electrical Code.
25. Service Cables and Conduits and Grounding Conductors
shall be securely fastened to the building using approved straps.
Wood plugs used in brick or4oncrete ,will not be approved.

26. Minimum Wire Size: All wiring shall be done with a minimum:
of #12 A.W.G. or heavier, except switch legs whickiay be #14.
27.. Receptacle and light circuits .- No outlets or receptacles
for -plug-in purposes shall be put on a light circuit unless, in the
discretion of the Electrical Inspector, it shall be determined that
there are such factors present that would warrant such action.
28. Motors.
(a) In general, only alternating current motors up to
3/4 Hp may be connected to a 115 Volt single phase circuit.
(b) Motors above 3/4 HP and up to ar4 ncluding 4HP' shall
be connected to a 230 Volt single phase service or 3 phase service
(c) Motors above 4HP must be connected to 3 phase ser ce.
(d) When the aggregate of small motors is 5 HP, this otor
H load must be balanced on the three phases of a 3 phase 230 Volt
Service.
29. Minimum Wattage: In wiring new buildings, or in the
installation of new wiring in old buildings or additions theirato
where more than 50% of the existing installation is changed, the
minimum wattage required in all buildings shall heet the .requireme is
of Article 210 of the National Electrical Code.

30. Temporary Wiring : The Electrical Inspector may issue
permits for temporary wiring for light, heat or power, or for
delcorative lighting when a reasonable necessity exists. Such permits
shill be for not more then thirty days. Thee Electrical Inspector
may renew such permit at his discretion.
31. Fuses: It shall be unlawful for any person to bridge
a use, circuit breaker, or switch, or fuse any conductor above its
rated capacity. All fuses and circuit breakers must be plainly
marked with the number of amperes they are designed to carry.
SECTION 10. REFUSAL TO COMPLY
It shall be unlawful for any person to interfere with the
Electrical Inspector in the performance of his regular duties, while
making lawful inspections, or fail or refuse to comply with any order
of the Electrical Inspector relating to electrical installations, or
to violate any of the provisions of this ordinance regarding such
installations or wiring, providing that such person making such electri-
cal installation shall have the 'right of appeal to the Electrical
Examining Board within 5 days after receiving such order or direction
from the Electrical Inspector, and in event of an adverse ruling by the
Examining Board, shall have the right of appeal to the City Counci
of the City of Zephyrhills, Florida,, within twenty days, provided,
however that no service connection for electric power shall be made
on new construction pending appeal.;
SECTION11. PENALTY FOR VIOLATION.
Any person violating or permitting to be violated any of the
provisions of this ordinance shall upon conviction before the Municipal
Court be punished by a fine of not more than FIVE HUNDRED ($500.00)
D LLARS, or by imprisonment in the City Jail not exceeding sixty (6O)

days, or both such fine and imprisonment.
SECTION 12. VALIDITY.
If any section, sub--section, sentence, clause or phrase is for
ay reason held to be unconstitutional, such decision shall not affect
the validity of the remaining portions of this ordinance.
SECTION 13.
All prior ordinances or parts of ordinances relating to electrical
code, inspections,regulations, installations etc, are hereby reps led.
