WliEftiAS, Section 1.01 of Title 2 of Chapter 1 'of the Char
ter of - the City of .Zephyrhills provides among other things, that
"the City Counci1. shall have the power to create such other of-
fices as they .may deem necessary, and to provide for the filling
of the same by appointment or election, and to abolish at any tim
any office so created by them" , and '
WHERLAS, it: appears 'to the City Council of the City pf
Zephyrhills that the care . and supervision -of the streets, the

sanitary departments the water department, and the other activi-
ties of said City require an' ddministrative' head who can better
coordinate' the various activities of the .City, 'so that the same
may be more efficiently operated,. and

• ' devote enough time to the detail work or supervision that the
same would require,. by reason of the rapid and extended growth
of the City of Zephyrhills ' and that said duties should nutYjbe
performed by the members of the Council, and that it appears to
them advisable to create' and establish the office of City Manager
under the provisions of the Section of the Charter above referred'
to..
Be It Enacted and 'Ordained' by the 'CityCouncil of the City of
Zephyrhills:
Section 1.' That there is hereby. now established anc
created the off ice- of City Manager of the.. City of Zephyrhills.
Section 2. That the. 'said City Manager shall have the
power and authority as follows: . . .
(a) That the City Manager shall be responsible' to the
City Council for the proper administration of all affairs of the jity.
• (b) To see that all laws and ordinances are enforced..

(c) That he shall have the sole right of hiring and firing
all employees of the City, other than the City Clerk, members of
the police force, • embers of the fire department, and 'building,
electrical and plzmbing inspectors.
(c1) That he shall have the right to designate and specify
the compens�ttion which all such employees shall receive, except
that 3n the event that he shall hire an employee at a salary,
wage, or compensation' greater than has theretofore been paid for
such services rendered by such employee, that he shall report the
same to the Council at the next succeeding regular meeting for its
approval or disapproval, and that if the Council shall fail to
approve the same, he shall notify such employee 'of such fact, and
that only such compensation shall be paid such employee as shall
be approved by the City Council.
(e) That he shall excercise control and• supervision of
departments and divisions of the municipal government.
(f) That he shall keep the City Council fully advised of the
general condition and needs of the City and shall prepare and sub-
rit to 'the City Council for its consideration its annual budget
freed time to time.
(g) That 'he shall perfoi all other duties as may be prEscri ed
by this Ordinance and that he may be required to do by 'any Ordin n e,
Resolution or motion of the City Council.
(h) That he shall be the purchasing agent for the City, by
whom all purchases of supplies shall be made, and he shall approve
all vouchers for the payment of the same; that in his capacity as
purchasing agent he shall also conduct all sales of real and persor•-
al property which the Council may authorize to be sold or which r�a3
become unnecessary or unfit for the City's use. All purchases; and
sales shall conform to such regulations as the City Council may
from time to time prescribe, but in no case shall he hake any pur-
chase in an amount in excess of $1OO.Ot) without previous authority

and when once having been. appointed, the said City' anaL:er shall
remain in office until the City Council may' at any meeting by a
majority vote, vote to rem;:)ve the said City ;axe gtir or to appoint
another City liana ;er in his stead, and tit upon such appointment
or designating, of a -successor to such Cityi'ianager, taut the right
of the talon serving City .Vianager shall cease and terminate as of
the end of the month in which such action was taken.
section 5. That this Ordinance shall become effective and
go intn operation on February 1, 1952, and that the first City
Manager appointed under this Ordinance shall take office as of the
date.
Section 6. The City 11anager shall not be charged with the
responsibility for the funds of said City, nor shall he handle th
same in any wanner„ whatsoever, but all funds belonging to the
City which might incidentally come into his ends shall immediate y
and promptly be paid over by him to the City Clerk of the City of
Zephyrhills or to the City Tax Collector.
Section ). That the City Manager shall be required to atten
all meetings of the City Council, unless excused therefrom and
to report upon the general affairs of the City at each Council
meeting and from time to time to make recot�mendations as to him
shall be deemed advisable for the carrying on and conducting the
affairs of the City.
