Zoning, Development and Permitting RESOLUTION NO.: 518-0 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA, REVISING RESOLUTION NO.: 424 TO PROVIDE FOR AN INCREASE IN THE SCHEDULE OF FEES FOR EXPENSES, PURSUANT TO THE ZEPHYRHILLS LAND DEVELOPMENT CODE, RELATING TO MATTERS OF ZONING, DEVELOPMENT REGULATIONS, AND PERMITTING. WHEREAS, the City Council of the City of Zephyrhills, Florida, sitting in regular session, that the City of Zephyrhills has previously enacted Resolution#424 establishing a Schedule of Fees for expenses pursuant to the Zephyrhills Land Development Code, relating to matters of zoning, development regulations, and permitting; and WHEREAS, pursuant to public hearing, the City Council of the City of Zephyrhills deems it in the best interest of the citizens of the City of Zephyrhills to enact a new Schedule of Fees for certain administrative functions of the city to more equitably assess the costs of these services to parties directly benefiting therefrom; and WHEREAS,the Schedule of Fees are reasonably related to the actual costs of performing the related administrative functions. NOW THEREFORE BE IT RESOLVED,by the City Council of the City of Zephyrhills that the Schedule of Fees for expenses pursuant to the Zephyrhills Land Development Code relating to matters of zoning, development regulations, and permitting, affective with adoption of this Resolution are as follows: 1. Building Permits: Minimum Permit Fee: $ 35.00 a. $1,000 and less: No fee,unless inspection is required, in which case a $35.00 fee for each inspection shall be charged. b. $1,001 to $50,000.00: $35.00 for the first$1,000, plus $5.00 for each additional thousand or fraction thereof, to and including $50,000. c. $50,001 to $100,000: $280 for the first $50,000, plus $4 for each additional thousand or fraction thereof, to and including $100,000. d. $100,000 to $500,000: $480 for the first $100,00, plus $3 for each additional thousand or fraction thereof, to and including $500,000. 11-- e. $500,001 and up: $1,680 for the first $500,000, plus $2 for each additional thousand or fraction thereof. 2. Application Fee: $.03 per square foot-$15 minimum (credited at time of permitting). 3. Plan Review Fee: One half(1/2) of Permit Fee 4. Residential Connection Fees: i. Sewer: $ 1,278 ii. Water: $ 350 iii. 3/4" Water Meter: $ 180 iv. Duplex Connection Fees: Double Residential Fees v. Commercial Connection Fees: Refer to Table A Worksheet 5. Additional Fees: Transportation Impact Fee, Driveway Fee-$30.00, Address Fee-$30.00, and a Radon Fee. Valuations listed below are calculations to used where a contract price was not submitted on permit application; or where the contract value is less than that when calculated using the valuations 11 listed below: a. Single &Multifamily Residential: Area under roof-per square foot: $ 50.00** **Also covers habitable additions b. Single &Multifamily Nonhabitable Additions: Area under roof-per square foot: $ 25.00** **Also covers habitable additions c. Swimming Pool Fee Schedule: i. Residential (Inground)-Minimum Fee: $ 50.00 ii. Residential (Above Ground)-Minimum Fee: $ 35.00 iii. Commercial-Minimum Fee: $ 70.00 iv. Spa-Minimum Fee: $ 35.00 d. Sign Installation: i. 200 Square Feet or Less-Minimum Fee: $ 35.00 ii. 201 Square Feet or More-Minimum Fee: $ 70.00 e. Rerooi i. Residential-Minimum Fee: $ 35.00 ii. Commercial-Minimum Fee: $ 50.00 f. Tents: $ 35.00 g. Fences: i. 0 to 100 feet-Minimum Fee: $ 35.00 ii. Additional 100 feet-each or any part thereof (homeowner): $ 5.00 1111 h. Portable Utility Buildings: 9'x 10' or less-Minimum Fee: $ 35.00 6. Electrical Permits: Minimum Permit Fee: $ 35.00 i. Fixtures or Outlets including switches 110v-each: $ .35 ii. Fixtures or Outlets including switches 220v each: $ 1.20 iii. A/C Central Unit: $ 6.50 iv. Electrical Signs: $ 16.50 v. AMP Service-Per AMP Service: $ .15 7. Plumbing Service: Minimum Permit Fee: $ 35.00 i. Each plumbing fixture, floor drain or trap (including water and drainage piping): $ 3.50 ii. Each house sewer: $ 6.00 iii. Each house sewer having to be replaced or repaired: $ 6.00 iv. Each water heater and/or vent: $ 3.50 v. Installation, alteration or repair of water piping and/or water treatment equipment: $ 6.00 vi. Repair or alteration of drainage or vent piping: $ 6.00 vii. Vacuum breakers or backflow protective devises installed subsequent to the installation of the piping: or equipment served -one (1)to (5) five $ 3.50 Over five (5), each $ 2.50 8. Mechanical Permits: Minimum Permit Fee: $ 35.00 a. For all new construction installations, the fee charged shall be $35.00, plus $10.00 per ton. b. Replacements shall be based on contract valuation price. If no contract price, fee shall then be: 400 CFM=1 Ton 12,000 BTU'S=1 Ton 111 c. Broilers based on BTU Input: i. 33,000 Btu (1Bhp)to 165,000 (Bhp): $ 5.00 ii. 165,000 Btu (5 Bhp)to 330,000 (Bhp): $ 10.00 iii. 330,001 Btu (10 Bhp)to 1,165,000 (52 Bhp): $ 15.00 iv. 1,165,000 (52 Bhp)to 3,300,000 (98 Bhp): $ 25.00 v. Over 3,300,000 Btu: $ 35.00 d. Solar Energy Installation: $ 35.00 9. Mobile Home Permit Fees: The following shall be charged for mobile home installations: i. Mobile Home and Park Model Setup-per unit: $ 60.00 ii. Electrical: $ 40.00 iii. Plumbing: $ 40.00 iv. Mechanical: $ 35.00 10. Application Fees: $ 15.00 11. Plans Checking Fees: When plans are required to be submitted, a plans review fee shall apply. The plans review fee shall be equal 1/2 of the building permit fee. The plans review fee is in addition to the building permit fee. 12. Reinspection Fees: For each trade: $ 35.00** i. Wrong Address ii. Condemned work resulting rom faulty construction iii. Repairs or corrections not made when inspection called iv. Work not ready for inspection when called v. Permit not posted on job site vi. Plans not at job site vii. Work not accessible **When extra inspection trips are necessary due to any of the above reasons, the above referenced charge shall be made. 13. Re-Permitting Fees: Whenever a permit has expired, a re-permitting fee of 1/2 of the original permit fee shall be paid 14. Time Extension: Per Trade: $ 15.00** **One (1) 90 day extension will be granted where no progress has been made due to hardship. 15. Change of Contractor: For Each Division: $ 15.00** **With letters from parties involved 16. Refund on Permits: i. All applications for permit refunds shall be received within 3 months of permit issuance ii. Plans examination fees are not refundable iii. Amount to be retained from permit fee for administrative processing: $ 25.00 17 "After the Fact"Permits: Where construction has commenced prior to the issuance of required permits, the permit fee shall be double the normal fee. Any subsequent "after the fact" permits issued to the same contractor within a 12 month period shall be triple the normal permit fee. 18. Commercial Check Fee: $ 35.00 19. Home Occupation Application Fee: $; 25.00 . 20. Site Plan Review Fee i. Commercial/Retail/Industrial Sites: Minimum: $ 150.00 or ii. Per 1,000 GSF or fraction thereof under roof: $ 10.00 iii. Subdivisions: 50 lots or less: $ 150.00** iv. Subdivisions: 51 lots or more: $ 250.00** **Price indicated for every level of review(Preliminary Plat, Improvement Plan&Final Plat) 21. Revised Site Plan: $ 150.00** ** A pre-application meeting can be brought to SPR to discuss conceptual plan at no charge. However, any re-submittal provided after the pre-application will require an additional $150.00 for each review. 22. PUD(Planned Unit Development): Minimum: $ 500.00 or i. Per Acre: $ 10.00 or** ii. Per 1,000 GSF: $ 10.00** **Whichever of the above referenced are greater is required for the review of the overall master PUD. A$250.00 review fee is required for any PUD modifications. Also, site plan review fees, as mentioned above, are required for any development of the PUD 23. Conditional Uses: i. Residential&Mobile Home/R.V. zoning class.: $ 150.00 ii. All other zoning classifications: $ 250.00 24. Annexation: $ 500.00 25. Vacating: i. Alleys: $ 250.00 ii. Easements: $ 250.00 iii. Rights-of Way: $ 250.00 NOW THEREFORE BE IT FURTHER RESOLVED that any prior resolution establishing a rate schedule for administrative functions of the Building Department of The City of Zephyrhills that is inconsistent with this Resolution is hereby repealed to the extent that it is inconsistent herewith.
