A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ZEPHYRHILLS, FLORIDA, AMENDING RESOLUTION 634-10 AND
PROVIDING FOR A SCHEDULE OF FEES FOR RESIDENTIAL AND
MISCELLANEOUS UTILITY CONNECTION FEES,PURSUANT TO THE
LAND DEVELOPMENT CODE,RELATING TO MATTERS OF ZONING,
DEVELOPMENT REGULATIONS,AND PERMITTING.
WHEREAS, the City Council of the City of Zephyrhills, Florida has previously enacted
a Schedule of Fees for expenses pursuant to the Zephyrhills Land Development Code,relating to
matters of zoning, development regulations, and permitting; and
WHEREAS, the City Council finds it necessary to enact a new Schedule of Fees for
certain administrative functions of the city to more equitably assess the costs of these services to
the parties directly benefiting from them.
WHEREAS, the Schedule of Fees are reasonably related to the actual costs of
performing the related administrative functions.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of
Zephyrhills, Florida, as follows:
1. Building Permits: Minimum Permit Fee: $45.00
a. $1,000 and less: No fee,unless inspection is required,
in which case a$45.00 fee for each
inspection shall be charged.
b. $1,001 to $50,000: $45.00 for the first$1,000,plus
$5.00 for each additional $1,000 or
fraction thereof,up to and including
$50,000.
c. $50,001 to $100,000: $330.00 for the first$50,000,plus
$5.00 for each additional thousand or
fraction thereof,up to and including
$100,000.
d. $100,001 to $500,000: $530.00 for the first$100,000,plus
$5.00 for each additional $1,000 or
fraction thereof,up to and including
$500,000.
e. $500,001 and up: $1,730 for the first$500,000,plus
$5.00 for each additional $1,000 or
fraction thereof.
2. Plan Review Fee: One half of the total Permit Fee(non-refundable).

4. Additional Fees: Transportation Impact Fee, School Impact Fee, Parks Impact Fee,
Public Safety Impact Fee, Driveway Fee- $45.00, and Address Fee- $30.00. Valuations
listed below are calculations to be used where a signed contract price was not submitted

with the permit application; or where the contract value is less than that when calculated
using the valuations listed below:

d. Sign Installation:
i. 200 Sq. Ft. or Less-Minimum Fee: $45.00
ii. 201 Sq. Ft. of More-Minimum Fee: $75.00
e. Re-roof:
i. Residential-Minimum Fee: $45.00
ii. Commercial-Minimum Fee: $55.00
f. Tents: $45.00
g. Fences:
i. 0 to 100 ft.-Minimum Fee: $45.00
ii. Additional 100 ft-each or any part thereof $10.00
h. Moved Structures: $150.00
i. Demolition: $100.00
j. Remodel Fee: (As set out above for the type of occupancy)
k. Outbuilding,uninhabitable: Per current ICC

6. Plumbing Service: Minimum Permit Fee: $45.00
i. Each plumbing fixture, floor drain or trap
(including water and drainage piping): 3.50
ii. Each house sewer: 6.00
iii. Each house sewer having to be replaced or repaired: 6.00
iv. Each water heater or vent: 3.50
v. Installation, alteration or repair of water piping and/or
water treatment equipment: 6.00
vi. Repair or alteration of drainage or vent piping: 6.00

vii. Vacuum breakers or backflow protective devises

7. Mechanical Permits: Minimum Permit Fee $45.00
a. For all new construction installations, the fee charged
shall be$45.00,plus $10.00 per ton.
b. Replacements shall be based on contract valuation price.
If no contract price, fee shall then be:
400 CFM= 1 Ton
12,000 BTUs= 1 Ton
c. Boilers based on BTU Input:
i. 33,000 BTU (1Bhp)to 165,000 (Bhp) $ 5.00
ii. 165,001 Btu(5Bhp)to 333,000(Bhp) $10.00
iii. 330,001 Btu(10 Bhp) to 1,165,000 (Bhp) $15.00
iv. 1,165,001 Btu(52 Bhp)to 3,300,000(Bhp) $25.00
v. Over 3,300,000 Btu $35.00
d. Solar Energy Installation: $45.00
8. Mobile Home Permit Fees: The following shall be charged for mobile home installations:
i. Mobile Home and Park Model Setup—per unit $65.00
ii. Electrical: $45.00
iii. Plumbing: $45.00
iv. Mechanical: $45.00
9. Application Fees: $15.00
10. Plan Checking Fees: When plans are required to be submitted, a plan
review fee shall apply. The plan review fee shall
be equal to one half the building permit fee. The
plan review fee is in addition to the building permit
fee.
11. Re-inspection Fees: For each trade: $45.00
i. Incorrect Address:
ii. Condemned work resulting from fault construction
iii. Repairs or corrections not made when inspection called
iv. Work not ready for inspection when called
v. Permit not posted on job site
vi. Plans not at job site
vii. Work not accessible
When extra trips are necessary due to any of the above reasons, the above referenced
charge of$45.00 shall be made.
12. Re-Permitting Fees: Whenever a permit has expired, a re-permitting fee of Y2 the original
permit fee shall be paid prior to issuance of permit.
13. Time Extension: Per Trade: $20.00
One(1) 90-day extension may be granted where no progress has been made due
to a verifiable hardship.
14. Change of Contractor: For each division: $20.00
Documentation from the parties involved is required.
15. Refund on Permits:
i. All applications for permit funds shall be received within 3

months of permit issuance.
ii. Plan examination fees are non-refundable
iii. Amount to be retained from permit fee for
administrative processing: $45.00
16. "After-the-Fact"Permits: When construction has commenced prior
to the issuance of all required permits, the
permit fee shall be double the normal fee.
Any subsequent"after-the-fact"permits
issued to the same contractor within a 12
month period shall be triple the normal permit
fee.
17. Commercial Check Fee: (includes Fire Safety Inspection) $75.00
18. Home Occupation Application Fee: $30.00
NOW THEREFORE BE IT FURTHER RESOLVED that any prior resolution establishing
a rate schedule for administrative functions of the Building Department of the City of Zephyrhills that
is inconsistent with this Resolution is hereby repealed to the extent that it is inconsistent herewith.
This resolution shall become effective when duly signed by the President of the City
Council and the Mayor.
PASSED AND ADOPTED by the City Council of the City of Zephyrhills, Florida sitting
in regular session this 27th day of November, 2017.
