HomeMy WebLinkAbout852-03 Amend City Youth Council Ordinance %{'" ( 1IIIIIIIIIIII .IIIIIIIi1111IliINIlI11 I I111111II ORDINANCE NO.: 852-03 2003114929 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA, A MUNICIPAL CORPORATION, AMENDING ORDINANCE 773-01 BY ESTABLISHMENT OF A CITY YOUTH COUNCIL; SELECTION OF OFFICERS, MEETINGS, RECORDINGS, ABSENCES, DUTIES AND RESPONSIBILITIES; REPEALING VACANCIES ORDINANCE #817-02 PERTAINING TO FILLING OF VACANCIES TO THE CITY YOUTH COUNCIL BY - APPOINTMENT; ESTABLISHING THE CITY YOUTH COUNCIL ADVISORY BOARD; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE: WHEREAS, city government is the government closest to the people most affecting their daily lives; WHEREAS, city government is commonly excluded from traditional education programs in the school, leaving young adults graduating from high school without guidance to how local government operates; and WHEREAS, the need to focus of issues affecting the country's youth has become increasingly apparent over the past 20 years in communities both large and small, encompassing such topics as gangs,youth crime,racism, alcohol and drug abuse,teenage pregnancy, recreation,jobs and education; and WHEREAS, Zephyrhills city leaders,including the Mayor,City Council members and City Manager, are committed to working with the youth of our city to address their concerns and needs, and to further educate them on the operations of their local government; and WHEREAS, it is the desire of the City Council to establish a City Youth Council to serve as a forum to address these needs and involve the youth of our city in the creation of a better city, county, state and nation in which to live and raise families in the future. BE IT ORDAINED by the City Council of the City of Zephyrhills,Florida, sitting in regular meeting that: Rcpt: 692434 Rec: 15.00 DS: 0.00 IT: 0.00 SECTION 1: ' 06/25/03 Dpty Clerk Subsection A. Short Title: This Ordinance shall be known as and may be cited as the "City Youth Council" Ordinance of Zephyrhills,Florida. Subsection B. Composition: The City Youth Council, shall consist of seven members (7). The members shall be Zephyrhills area residents who are actively enrolled in grades 9 through 12, either in Zephyrhills High School or home-schooled and residing in the Zephyrhills High School district, or in any private high school, and residing within the Zephyrhills High School district. The members shall be appointed by the City Youth Council Advisory Board and each member appointed shall serve until the person so appointed graduates the 12th grade or leaves school, at which time the position shall be (JED PITTMAN, PASCO COUNTY CLERK Record and Return . 06/25/03 03:55p�n 1 of 3 City Clerk's Office : — OR BK 5416 PG 391 5335 8th Street t' Zephyrhills, FL 33540 OR BK 5416 PG 2 of 3 declared vacant. Appointments of the Youth Council shall conform to Zephyrhills_High School schedules, and the new City Youth Council will go into effect the day after the last day of the Zephyrhills High School year. City Council members are invited to attend Youth Council meetings, and along with city staff, coordinate activities. Subsection C. Selection of Officers: The City Youth Council shall elect a chair to conduct meetings, a vice chair to conduct meetings in the absence of the chair, and a Secretary/Treasurer to record the Minutes of the Youth Council Meetings and to fulfill the duties of a Treasurer. They may be two(2) separate individuals. Election of officers shall be held at the first regular meeting after the appointment of members. If either the Chair, Vice-Chair, or Secretary/Treasurer resign from their position, leave the City Youth Council, or are removed from the City Youth Council,the City Youth Council shall select a new Chair, Vice-Chair, or Secretary/Treasurer. Subsection D. Meetings. Records: The City Youth Council shall hold at least one regular meeting per quarter,with option to meet weekly as needed or desired. The office of the City Clerk shall keep public record of such meetings. All meetings shall be public under Florida Government-in-the Sunshine Laws. Subsection E.Ab, s from Meeings: Absences from three consecutive regular meetings of the City Youth Council shall cause a member to be removed from their seat, unless such absence is excused by a majority vote of the Youth Council with such excuse duly entered upon its minutes. Subsection F. Vacancies: All Vacancies on the City Youth Council shall be filled by Appointment by the City Youth Council Advisory Board. Subsection G. Duties and Responsibilities: The City Youth Council shall have the duty and responsibility to: i. Evaluate and review problems facing youth in the City; ii. Facilitate neighborhood meetings with youth to discuss problems, needs, suggested improvements to the community; iii. Meet regularly with the Mayor and City Council members to share ideas and discuss issues, concerns and recommended improvements; iv. Attend City Council meetings and participate in visioning and goal- setting sessions; v. Present recommended improvements to the City Council and City Manager of public projects and programs; vi. Assist in planning youth/recreation activities; - vii. Evaluate and advise the City Council and/or City Manager of issues forwarded to the City Youth Council for advise. Subsection H. Quorum: Four members,present and accounted for, shall be the minimum number at any meeting of the Youth Council to conduct any type of business. SECTION 2. Subsection A. Establishment of City Youth Council Advisory Board The City Youth Council Advisory Board is hereby established, shall consist of five (5) individuals who will advise and mentor the members of the City Youth Council. Subsection B. Duties The City Youth Council Advisory Board shall coordinate meetings of the City Youth Council, appoint members to the Youth Council at any time they are required, and q / OR BK 5416 PG 393 3 of 3 assure that members of the City Youth Council attend the meetings that are called. Subsection C. Composition: The City Youth Council Advisory Board shall be comprised of five(5)individuals. To the extent possible,they shall consist of the following: Two (2) members from the City, Two (2) members of the City of Zephyrhills business community, and One (1) representative of the Pasco County School District. SECTION 3. Severability: It is declared to be the intent of the City Council of the City of Zephyrhills, that if any section, subsection, sentence, clause or provision of this ordinance shall be declared invalid,the remainder of the ordinance shall be construed as not 'having coi tainedl said section, subsection, sentence, clause or provision, and shall not be affected by such holding. SECTION 4. Repealing Ordinance 817-02. This Ordinance, pertaining to the filling of vacancies to the City Youth Council by appointment, is repealed because it has been rendered moot by this Ordinance. SECTION 5. Effective Date: This Ordinance shall become effective immediately upon its passage.
