WHEREAS, city government is the government closest to the people most affecting their daily lines; WHEREAS, city government is commonly excluded from traditional education programs in the school, leaving young adults graduating from high school without guidance to how local government operates; and WHEREAS, the need to focus of issues affecting the country's youth has become increasingly apparent over the past 20 years in communities both large and small, encompassing such topics as gangs, youth crime, racism, alcohol and drug abuse, teenage pregnancy, recreation,jobs and education; and WHEREAS, Zephyrhills city leaders, including the Mayor, City Council members and City Manager, are committed to working with the youth of our city to address their concerns and needs, and to further educate them on the operations of their local government; and WHEREAS, it is the desire of the City Council to establish a City Youth Council to serve as a forum to address these needs and involve the youth of our city in the creation of a better city, county, state and nation in which to live and raise families in the future. Short Title: This Ordinance shall be known as and may be cited as the "City Youth Council" Ordinance of Zephyrhills, Florida. Subsection B. Creation: There is hereby created a Youth Council, which shall consist of five(5)members plus two (2) alternates. The members shall be Zephyrhills area residents who are actively enrolled in grades 10 through 12, either in Zephyrhills High School or home-schooled and residing in the Zephyrhills High School district, or in any private high school, located within the Zephyrhills High School district. The members shall be elected by their peers at high school and each member elected shall serve a term of two (2)years,unless grade 12 is completed during the term, at which time the position shall be declared vacant. The Charter Youth Council shall be appointed based on a standardized application and selected by the City Youth Council Advisory Board, which shall be comprised of five members. This appointed term of office on the Youth Council shall be an interim term lasting only until the first election is held and verified. Of the five initial members elected to the first board, three shall serve for a term of two years, and two shall serve for a term of one year(seats,are to correspond to active City Council seats,with seats 1, 3 and 5 elected during odd numbered years, and seats 2 and 4 elected during even numbered years). The two high school alternates shall be appointed by the City Council of the City of Zephyrhills for a one year term annually: City Council members are invited to attend Youth Council meetings and along with-;city staff, coordinate activities. S'&-=:-.section C Selection of(Veers: The City Youth Council shall elect a chair to conduct meetings and a vice chair to conduct meetings in the absence of the chair. Election of officers shall be held at the first regular meeting after the general election ofmembers is held. Subsection D. Vacancies: Irregular vacancies on the Youth Council shall be filled by an alternate, with an alternate appointed to represent seats 1, 3 and 5 and one alternate to represent seats 2 and 4. Alternate member vacancies shall be appointed by City Council. Subsection E. Meetings.Records: The City Youth Council shall hold at least one regular meeting per quarter, with option to meet monthly as needed or desired. The office of the City Clerk shall keep public record of such meetings. All meetings shall be public under Florida Government-in-the Sunshine Laws. Subsection F. Absences from Meetings: Absences from three consecutive regular meetings of the City Youth Council shall cause a member to be removed from thea seat, unless such absence is excused by a majority vote of the Council with such excuse duly entered upon its minutes. Subsection G. Duties and Responsibilities: The City Youth Council shall have the duty and responsibility to: i. Evaluate and review problems facing youth in the City; ii. Facilitate neighborhood meetings with youth to discuss problems, needs, suggested improvements to the community; iii. Meet regularly with the Mayor and City Council members to share ideas and discuss issues, concerns and recommended improvements; iv. Attend City Council meetings and participate in visioning and goal-setting sessions; v. Present recommended improvements to the City Council and City Manager of public projects and programs; vi. Assist in planning youth/recreation activities; vii. Evaluate and advise the City Council and/or City Manager of issues forwarded to the City Youth Council for advise. SECTION 2. Severability: It is declared to be the intent of the City Council of the City of Zephyrhills, that if any section, subsection, sentence, clause or provision of this ordinance shall be declared invalid,the remainder of the ordinance shall be construed as not having contained said section, subsection, sentence, clause or provision, and shall not be affected by such holding. SECTION 3. Effective Date: This Ordinance shall become effective immediately upon its passage. E .
