AN ORDINANCE OF THE CITY OF
ZEPHYRHILLS, FLORIDA, A MUNICIPAL
CORPORATION,ADOPTING AMENDMENTS TO
THE COMPREHENSIVE PLAN TO INCLUDE
'"`ADDITIONAL TERRITORY, -AMEND MAPS
THEREOF,PROVIDE INTERNAL CONSISTENCY
AND ADDITIONAL POLICIES, GOALS AND
OBJECTIVES AS REQUIRED BY FLORIDA
STATUTE AND IN ACCORDANCE THEREOF.
WHEREAS,the City of Zephyrhills,Florida, is adopting amendments to the Comprehensive
Plan of said City,to include tracts of land annexed into the corporate limits of the City of Zephyrhills
upon the petition of its owners, with said parcels and owners itemized below:
1. Zephyrhills Wesleyan Church, which tract contains 2.9 acres and is located south of C
Avenue and west of 20th Street;
2. Tarr's Travel Trailer Park,which tract contains 5 acres and is located approximately 327
feet north of Daughtery Road and west of 16th Street;
3. Colonial II RV Park, which tract contains approximately 2.3 acres and is located
immediately north of Daughtery Road and west of 16th Street; and
4. Moates Property,which contains approximately 10 acres and is located immediately south
of Daughtery Road and west of 16th Street.
WHEREAS,the City is also amending all maps of said Comprehensive Plan to include, show,
and depict said annexed properties; providing that all goals, objections, policies, and other planning
provisions applicable to properties in the Comprehensive Plan shall pertain and be applicable to the
annexed properties; providing that invalidity of said portion shall not affect the remaining portions
of this Ordinance; and-providing for an effective date, and
WHEREAS, by City of Zephyrhills Ordinances 579, 590, 591, and 592, respectively, the
above-described real properties were annexed by the City and incorporated within the municipal
boundaries of the City of Zephyrhills; real property described in Exhibit "A" attached hereto and by

this reference incorporated herein and made a part thereof; and
WHEREAS,. the Zephyrhills City Council' has requested the Zephyrhills Planning
Commission, as the local planning agency of the City, to recommend inclusion of this property in the
City's Comprehensive Plan; and
WHEREAS,based upon the recommendations of the Planning Commission to the Zephyrhills
City Council, said Council has prepared the proposed amendments to the City's Comprehensive Plan
and is hereby transmitting them to the Department of Community Affairs and'such other agencies•as
required by Section 163.3184, Florida Statutes; and
WHEREAS,the Zephyrhills City Council desires to hereby formally adopt the amend ents
to the City's Comprehensive Plan.
BE IT ORDAINED by the City Council of the City of Zephyrhills, Florida, as follows
SECTION 1: The following amendments to the Comprehensive Plan.of the City of
Zephyrhills are hereby adopted:
(a) All maps depicting land use,traffic circulation, public facilities, recreational sites,
and housing have been amended to include, show and depict the annexed properties described above.
Copies of the maps as hereby amended are attached as Exhibit "C' to this Ordinance and are heeby
incorporated by reference.
(b) All necessary data and analyses with references to the annexed properties are
included with Exhibit "A". All prior review of these properties are included and labeled Exhibit "B".
SECTION 2: All goals, objectives, policies and other planning provisions applicable to
properties within the City of Zephyrhills as shown and set forth in the Comprehensive Plan of the City
of Zephyrhills are hereby expressly made applicable and pertinent to the property described on Exhibit
"Ai,
SECTION 3: The above adopted amendments shall be forwarded to the State of Florida,
Department of Coiui iu iity Affairs for their appropriate review-and continent.
SECTION 4: The provisions of this Ordinance are severable, and if any section, sente ce,
clause, or phrase is for any reason held to be unconstitutional, invalid, or ineffective, this holding hall
not affect the validity of the remaining portions of the Ordinance, it being expressly declared to be
the City Council's intent that it would have passed the valid portions of this Ordinance without the

inclusion of any invalid portion or portions. •
SECTION 5: This Ordinance shall become effective immediately upon its passage.

EXHIBIT "A"
To City of Zephyrhills Ordinance No. to I.
The following data and analysis was presented and approved by Motion by the City Council
of the City of Zephyrhills, Florida, at public hearings held on October 25, 1993, and November 8,
1993, and serve as Exhibit "A" of Ordinance No. 584, providing for adoption of the amendment to
the Comprehensive Plan of the City of Zephyrhills.
I. ANNEXATIONS:
1. Availability of and Demand upon Services:
A. Potable Water and Sanitary Sewer:
(1) Zephyrhills Wesleyan Church - 2.9 acres. Water currently serves the site and
sewer will be provided. Sewer is available and serves other properties located in the C Avenue/20th
Street vicinity, which already are in the City. This property is located within a residential land use
designation,with its higher use and based upon like development in the City, it is estimated that actual
water consumption could total 10 GPD and 10 GPD of wastewater. (This site is a church and church
addition is under construction. Monthly water/sewer consumption is expected to be 3,000 gallons
respectively.)
(2) Tarr's Travel Trailer Park- 5 acres. Designated within a residential land use,
this site currently is served by a well and septic tank. City code requires connection to city water and
sewer when both are available to the property. This property will be required to connect to city
services when consumption exceeds well and septic capacity or if problems develop with either
system. Any further development will require immediate connection to the City system. At its
highest use this site may accommodate 43 RV trailers and two mobile homes. Average daily
consumption for RV trailers is 75 GPD with a total consumption of 3,225 GPD. Sewer usage would
equal 2,418 GPD. Average consumption for the two mobile units is 170 GPD of water and 127 GPD
sewer consumption.
(3) Colonial II RV Annexation-2.3 acres. This parcel, located within a residential
land use designation, is a RV park with 36 units. While previously located outside the City limits,
this property is within the City's utility service area and receives City services. Average water usage
totals 2,700 GPD with 2,025 GPD sewer consumption.
(4) Moates Property- 10 acres. This parcel will have residential land use. Water
and sewer lines adjoin this property (to serve Colonial II RV) on the north and east. The
owner/developer will be required, per City policy and detailed in the City's Land Development Code,
to extend lines onto their property at their cost. As a proposed residential development of 31 single
family homes, at its highest use, 4,185 GPD of water and 3,138 GPD of sewer will be used.
Density is estimated at no more than 3.3 units per acre. The City Utilities Department
estimates average residential household usage of 135 gallons per day. It also assumes that 75% of
water usage is returned to the wastewater system.
These annexations will not adversely affect or impact the City's ability to provide potable
water and sanitary sewer.
B. Solid Waste:
(1) Zephyrhills Wesleyan Church: The level of service standards for equivalent
non-residential solid waste disposal is based upon 1.5 ton/year/dwelling unit. All solid waste is
collected twice a week. Based upon like development (church use), this site can be expected to
generate 1.5 tons of garbage annually.

(2) Tarr's Travel Trailer Park: As a.residentially designated site, comprised of 45
units, with.a LOS.of 1.5 tones per unit per year, it is estimated that this site could generate 67 tons
annually. Actual usage will be less,.however,because of the seasonal nature of the park. Total actual
usage is closer to 47 tons per year.
(3) Colonial II RV Park: Using figures for 36 units, with 1.5 tons per year, this site
will generate 54 tons annually. Likewise, due to the seasonal nature, actual annual tonnage is closer
to 37 tons.
(4) Moates Property: At its completed build out of 31 units, this site can be
expected to generaFF46 tons of solid waste per year,
All solid waste collected within the City of Zephyrhills is delivered to thePasco-Corty
Transfer Station, and in turn delivered to: the Pasco Resource Recovery Plant. The Resoirce
Recovery Plant has capacity to handle 1,050 tons per day. Pasco County estimates its plant has more
than 8 years capacity.
These annexations will not adversely impact the City's solid waste service.

Moates Property
All sites under development or redevelopment within the City of Zephyrhills handle t eir
drainage(run-of) on site. Each is treated as a new facility and all development is required to provide
on-site retention--of stormwater of sufficient capacity to assure that post-development run-off is no
greater than pre-development conditions. The adopted level of service standard is a 25 year storm
of 3.6 iri;lite's'of`taiiialiid one hour.' _ --
These annexations will not adversely impact the City's drainage service.
D. Traffic Circulation:
(1) Zephyrhills Wesleyan Church: This parcel, as an existing church, will generate
63 trips daily.
(2) Tarr's Travel Trailer Park: This site,.with 43 RVs:and 2 mobile homes,
generates 10 trips per day for the mobilesand-86-trips per.day..for:the RVs:; . - .-. :
(3) Colonial II RV Park: This site,with 36 RVS, generates an average 72 trips daily.
(4) Moates Property: This property, with 31 single family units, at build out, will
generate 286 trips daily.
These annexations will not adversely impact the City's transportation network.
E. Recreation:

Moates Property -
Three of the four annexations include:residential development, but,add fewer than 400
residents. Level of service standards for Zephyrhills are indicated on REC Table 4 and-REC Table

5, City of Zephyrhills Comprehensive Plan,which are attached, and indicate that more than sufficient
recreational facilities are in place to handle populations td-more than 20,000 and to serve.the City,and
its residents through the horizon year of 2010. Furthermore, the City is .building.,-,a.
recreational/community center for Zephyrhills and the East Pasco area. The building will be phased
in, starting with 8,000 square feet that is currently under construction. Total build out is expected
to be 22,000 square feet and will include weight rooms, aerobic areas, gymnasium, racquetball courts,
classroom and youth activity room. This facility will extend the level of services through the year
2010, and meets the City's major recreational deficiency, that of a multi-purpose facility(see Table
REC-5). Also planned is construction of a swimming pool at the site.
These annexations will not adversely impact the City's recreational-service.
Analysis ofthe Character`and Magnitude of Existing Land:
(1) Zephyrhills Wesleyan Church: This site is currently a church and will remain
a church facility. Surrounding land uses are residential and will remain unchanged. Future land uses
also are residential.
(2) Tarr's Travel Trailer Park: This property is comprised of five acres and is an
existing RV park. Surrounding land uses are residential and will remain unchanged.!Future land uses
also are residential.
(3) Colonial II RV Park: This site is an existing RV park: Surrounding land uses
are residential, future land uses also are residential.
(4) Moates Property: This site is comprised of 10 acres and is vacant property, with
some wooded areas and some cleared areas. Surrounding land uses are residential. Future land uses
also are residential.

Comprehensive Plan and the future land use mapsfor the designated.time periods ofe1.9.94:and:2010.
3. Staff Planning Recommendations on Proposed Amendment: Attached and marked as Exhibit
"B" are staff recommendations and minutes of meetings held concerning these annexations
encompassed in this proposed amendment.
II. CONSISTENCY:
1. With Zephyrhills Comprehensive Plan: This amendment conforms with various goals, objectives
and policies of the City's Comprehensive Plan, including Goal LU-1,, Policy LU-1-1-2, Objective LU-
1-2,Policy LU-1-3-5 and Policy LU-1-.4-1, It.adheres to.Policy.WAT-1-2-2, Objective W AT-1-3,
Policy WAT-2-2-2, Policy WAT-4-1-3, Policy WAT-4-2-4 and Policy WAT-5-1-2.
This amendment is consistent with and furthers the intent of the adopted City of Zephyrhills
Comprehensive Plan, as indicated above.
2. Consistency of Local Plan Amendment with Regional Policy Plan: The City's amendment and
adopted plan, address the following goals and policies of the Tampa Bay Regional Planning Council
