Home My WebLink About395 Amendment of City Code pertaining to sewer tie-in and adjustment of water/sewer rates Com' ` 6426 s : �O \\ ORDINANCE NO . 395 AN ORDINANCE AMENDING §19-3 OF CITY CODE PERTAINING TO SEWER TIE-IN CHARGE; AMENDING §19-26( b) PERTAINING TO WATER TURN ON AND TURN OFF FEES ; AND §19-35 PERTAINING TO WATER AND SEWER RATES; AMENDING §19-43 PERTAINING TORATESPRIOR TO METER INSTALLATION AND PROVIDING FOR AN EFFECTIVE DATE . BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, AS FOLLOWS : 1 .. Section 19-3 of the City Code shall be deleted in its entirety and shall hereafter read as follows : Sec . 19-3 . Application for service; initial fee . No person shall use the city water and/or sewer system without first making written application for . such service to the city at least fourteen ( 14) working days , in the case of initial cut-in , before the service is desired , paying all costs , charges , fees and deposits incident thereto . Such application shall be on forms furnished by the c - and such applicant shall agree, by acceptance of such service, to abide by all the provisions of this chapter and such applicable rules of the city in regard to the use of its water, sewer and sewage disposal system as may from time to time be operative and effective. All such applications shall be accompanied by a sum equal to six dollars .i , and thirty-nine cents ( $6 . 39 ) per gallon as a "sewer tie- in charge , which amount shall be for the purpose of future sewer plant expansion and sewer line extension , and the sum of one dollar and seventy-five cents ( $1 . 75) per gallon as a water connection fee , plus actual cost of water meter . The number of gallons shall be determined as per a "table" which shall be adopted by the city by resolution , and as may be amended from time to time, which table shall establish the gallons per day of use according to the type of establishment to be serviced . Applications for service by firms , partnerships, associations and corporations shall be tendered only by their duly authorized agents and the official title of such party shall be assigned to the application . r ,: . 2 . Section 19-26 of the City Code shall be deleted in its entirety and shall hereafter read as follows : Sec . 19-26 . Water installations and connections and charges for same. ( a) Payment . Before any building or property shall hereafter be connected to the water system of the City of Zephyrhills , the city shall be paid for proper water meter at cost to city. ( "At cost to city" means that the city will furnish said installations and pay for same at current market price , and that the user will be charged for the item or items at the actual cost to the city together with connection fees and any additional costs incurred by the city . ). Said sums shall 0. 8._1502 PG 0014 become the property of the City of Zephyrhills absolutely in payment for said items and services . ( b ) Charge for turning water on or off . -When it shall become necessary for a user to have his water turned on or off , the normal charge for such service shall be Twenty-Five ( $25 .00) Dollars to turn water on and Ten ( $10 . 00) Dollars to turn water off, or such other charge as the city council may from time to time set ; provided , however, that service can be affectd during the normal working hours of the city employees ; if a user shall request that the water be turned on or off at any time other than the normal working hours of city employees , the charge shall be an additional Ten ( $10:00) Dollars for turning the water on or off or such other charge as the city council may from time to time establish . 3 . Section 19-35 of the City Code shall be deleted in its entirety and shall hereafter read as follows : Sec . 19-35 . Rates . The rates for water and sewer services shall be as follows : ( 1 ) Water inside city: One dollar ( $1 . 00) per one thousand ( 1 , 000) gallons metered water . ( 2 ) Water outside city: One dollar and fifty cents ( $1 . 50) per one thousand ( 1 ,000) gallons metered water . ( 3) Sewer inside city: One dollar and twenty-six cents ( $1 . 26) per one thousand ( 1 ,000) gallons as determined-_ _by _ _comp-ut-at-tons---ba-s.ed- on o-ne-- h-undred -- ( 100) percent of the metered water for that unit . ( 4) Sewer outside city: One dollar and eighty-nine ( $1 .89 ) cents per one thousand ( 1 ,000) gallons as determined by computing one hundred ( 100) percent of the metered water for that unit . _ ( 5) ( a) Base rate for residential use : There shall be a one dollar ( $1 .00) base fee per user of water per lot , per month if such lot is inside the city and one dollar fifty cents ( $1 . 50) if such lot is outside the City, during the period service is active . There shall be a base fee for sewer , per lot , per month during the period service is active in the sum of four dollars and fifty cents ( $4 . 50) if such lot is inside the City and six dollars and seventy-five cents if such lot is outside the City. ( b) Base rate for commercial and irrigation use: There shall be a one dollar ( $1 .00) base fee; per user of water per lot , per month if such lot is inside the city and one dollar fifty cents ( $1 . 50) if such lot is outside the City, during the period service is active . The base amount shall be in addition to any charge for actual use. • _ J 4 . Section 19-37 of the City Code shall be deleted 'pill- entirety and shall hereafter read as follows : ->tSec . 19-37 . Construction contractors . Duri'ng_ the . _ ` -construction of any building and before any water is installed as is hereby provided the/ contractor so constructing such building may be permitted to use the city water supply by making aipiication therefor , and paying flat fee 'moi n the -- amount-..7 of Twenty Dollars ( $20 . 00) per month=- if th:e' °structure is a residential building and . : $40 . 06 Dollars ( $40 . 00) per month if the structure - is •a c6mmerci al building . 5 . Section 19-43 of the City Code shall be deleted in its entirety and shall hereafter read as follows : Sec . 19-43 . Rates prior to meter installation . ( a) Any residential user of either water or sewer facilities who does not have a water meter installed shall pay a- flat- fee of- Twenty Dollar . _ ( $20 .00) per month for each service -(-wateiri and/or • sewer) received from the City -.:prior to -; meter installation , and provided , furter , that nothing • - in - this section shall exempt any user :from' the requirement to connect as hereinbefore referenced . ( b) Any commercial user of either water-,--(or sewer facilities who does not have':- a 'water ..-meter installed shall paya flat fee o•f•_ Fort y.-,=Dol 1 ars ( $40.00) per month for each such service received from the city prior to meter installation and further, provided, that nothing in this section shall exempt any user from the requirement to connect as hereinbefore referenced . 6 . This ordinance shall take effect immediately after its third reading and upon being signed by the Mayor .
