Home My WebLink About411 Ordinance increasing garbage rates 6%4. 4,6;\ ORDINANCE NO. 411 0 j AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS REPLACING SECTION 11- 21 , ARTICLE III, CHAPTER 11 OF THE CODE OF THE CITY OF ZEPHYRHILLS AND FIXING MONTHLY RATES AND CHARGES FOR GARBAGE DISPOSAL SERVICE FOR BOTH COMMERCIAL AND RESIDENTIAL PROPERTY, MAKING PROVISION FOR SPECIAL SERVICES AND ESTABLISHING AN EFFECTIVE DATE. Section 11-21 . Rates and Charges Established. There are hereby fixed and prescribed monthly rates and charges (herein sometimes called the service charges) for the service and facilities furnished and to be furnished by the department for collection and disposal of solid waste to be paid by the owner, tenant , or occupant of each premises or parcel of land which shall be used or be serviced by such services and facilities , which rates and charges shall be payable monthly for services rendered, as follows : (1) Residential Premises : a. For residential premises where the solid waste La co le ted curbside in individual cans or containers , the rate shall be Seven Dollars and Ninety Cents ($7 . 90) per month for each dwelling unit . b . For residential premises served by a refuse bin or bins collected at centrally designated points , the rate shall be Four Dollars and Forty Cents ($4.40) per month, per dwelling unit . (2) Commercial Premises : a. For commercial premises where the solid waste is collected curbside in individual containers , the rate shall be Seven Dollars and Ninety Cents ($7 . 90) per month for each business unit . b. For commercial premises served by refuse bins , the rate shall be the greater of Eight Dollars and Seventy Cents ($8. 70) .. per month, per business unit served, or a monthly rate computed by the volume of the bin in cubic t �„ ��..: ;, _ �,:�� _�.}�.�- ti «:-� O. The City may require theuse of. dumpster_s in lieu of conventional garbage cans for other than single- family residential use. d. The number of pickups required by users , together with the requirements as to container size and capacity for dumpsters , shall be determined by the City. e . For installation of new containers , it is the responsibility of the customer to have an adequate pad of concrete, asphalt or timber of proper size and storage c ap^-b=L -4y at alocation acceptable to the e CiLy. f. There shall be a charge of Twenty-five Dollars ($25 .00) for delivery, removal , exchange or placement of a dumpster for users . g. An additional charge of Eight Dollars and Seventy Cents ($8 . 70) per cubic yard, times the size of the bin, shall be made for extra trips or return trips due to overspillage. h. For any commercial premises upon which or in which there shall be an addition to the commercial establishment , one (1) or more living units with kitchen facilities , there shall be a charge of Seven Dollars and Ninety Cents ($7 .90) per month. i. There shall be no refund of any service charge prescribed herein on account of partial vacancy. j . There may be a refund of service charges , not to O. R. 1584 PG 1439 r exceed charges assessed for a one-year (1) period, for total vacancy of the premises , provided that the owner of the premises requests the refund from the department , in writing, and the department determines that no service has been rendered the premises for the period for which the refund is requested. No refunds or credits are authorized for partial vacancies of sixty (60) days or less . k. There shall be no free services renderad ,b'y _the department for the collection, transportation ,o-:► - d"isposal d solid waste. - , (3) Special Services : The term "special services" shall incluse , but nqt be limited to , the collection of yard trash in excess ofsix (6) cubic yards per month; the collection of junk or rubbish not placed within containers or bins ; or the collection of yard trash, junk or rubbish from lots or property not paying a monthly fee for collection services . a. Rates for special services : (i) The additional charge for the collefi-`;ion and disposal of yard trash only shall be Ten Dollars ($10.00) ., per trip load , plus Two Dollars ($2 .00) per cublic ya:r,* .. (ii) The additional charge for the collection of waste other than yard trash shall be Ten Dollars ($10 .00) per trip/load, plus One Dollar ($1 . 00) per mile to the nearest approved disposal site, plus the dumping charge, yf any. b . No . 396 , 5-27-86) (5) Effective Date : This Ordinance shall become effective upon third reading and signing by the Mayor.
