HomeMy WebLinkAbout362 Off Street Parking Regulations Myr, , ORDINANCE NO. 362 AN ORDINANCE ESTABLISHING OFF-STREET PARKING LOT REQUIREMENTS ; ESTABLISHING SPACES REQUIRED ; REGULATING . SIZE , SETBACKS AND NUMBER OF SPACES REQUIRED , REGULATING LOADING ZONES, PROVIDING MINIMUM REQUIREMENTS APPLICABLE TO STREET ACCESS; REQUIRING CURBING, REGULATING FIRE III LANES;- PROVIDING FOR LIGHTING; REGULATING PARKING LOT • DESIGN STANDARDS. PURPOSE :_ The purpose of this Ordinance is to insure that adequate off street parking exists in order to maintain a street and highway system that provides for safe operating conditions for vehicles and pedestrians . 1 . SPACES REQUIRED : Parking spaces required are based on the minimum occupant content of floor areas as listed in Section 1105 . 1 of the Standard Building Code 1982, and as amended from time to time. 2 . SIZE : The minimum dimensions of all spaces and parking lots shall be as shown in a drawing marked: "Parking Lot Design. Standards" , and on file in the Zephyrhi lls Building Department ' Office at the Zephyrhi l is City Hall . Al l - - - spaces must be arranged to permit easy entry and exit . An appropriate turn radius into each space should make each space useable. The referenced drawing on file shows the minimum acceptable dimensions for different parking lot arrangements for passenger cars . These are minimums and shall be increased to accommodate larger vehicles where appropriate, and shall in every case be designed to accommodate sanitation trucks , fire trucks and other service vehicles . 3. -SETBACK-S : The curb line_ of any space or _larking lot _ shall be set back at least five (5) feet from any lot line, -111 building , sidewalk or pedestrian walkway or any other structure . In addition no parking space shall be permitted within five (5 ) feet of the centerline of any exit , walkway • or . emergency access lane ; within ten ( 10) feet of any fire , a, 2 J ,� ,n hydrant ; or. within five feet of a designated fire lane.i V 605 i t -/' • 4. LOADING ZONE : Loading, unl'oad"ing; shipping and receiving berths shall be required in a 'size and number necessary to serve a specific commercial use. The following - s required: 1 . Size of Off-Street Loading- Spaces : Each off- street loading space shall have minimum dimensions of 14 feet in height , 12 feet in * Ill width , and 55 feet in length . However , upon sufficient demonstration that a particular loading space w 11 be used exclusively by shorter vehicles , the Site Plan Review Committee may reduce the minimum length to as little as 35 feet, or height to 8 feet . 2. Connection to Street or Alley: Each required off-street loading space shall have direct access to a street or alley or have a driveway which offers satisfactory ingress and: egress for trucks . 3. Floor Area 10,000 Square feet or Over : There shall be provided for each institution , hotel/motel , commercial or industrial building or complex requiring the receipt or distribution of materials or merchandise by truck , and having a gross floor area of 10 ,000 square feet or more , at least one off-street loading space for each 10 ,000 square feet of floor area or fraction above the first 10,000 square feet . Such loading space. .shall be so • • located as not to hinder the free movement of pedestrians and vehicles over a sidewalk , street or alley. 4. Floor Area Less than 10,000 Square Feet : There shall be provided for each institution , motel/hotel , commercial or industrial building or complex requiring the' receipt or distribution of materials or merchandise by • truck and having a gross floor area of less than 10,000 square feet , sufficient off-street loading space (not necessarily a full space--sharing between adjacent establishments is encouraged--so located as not to hinder the free movement of pedestrians and vehicles over a sidewalk , street or alley. • 10.R- 1331 PG 027.6 5 . Bus and Trucking Terminals : There shall be provided sufficient space to accommodate the maximum number of buses or trucks to be stored or to be loaded at the terminal at any one time . 6. Location of Off-Street Loading Spaces : All required off-street loading spaces shall be locatedonthe same parcel as the building( s ) or complex which they are intended to serve, or on an, adjacent parcel when shared with the adjacent use . Permanent Reservation : Areas reserved - for off-street loading in accordance with the requirements of this section- shall- 'n'ot be reduced in area or changed to any other use_ . . _- unless unless the permitted use which is served is discontinued or modified so that the. space is ; not required, unless equivalent loading space is provided elsewhere in accordance wi"th,-,thes•e regulations and as approved by the building- official . ACCESS TO STREETS : In accordance with the standards contained in the Florida "Manual of Uniform Minimum Standards --- for -for Design , Construction and Maintenance for Streets and Highways" parking lot access points shall , where possible,-'Ls comply with the following minimum requirements . A. A distance of 150 feet shall separate each - driveway or parking, lot entrance or exit from any adjacent driveway or parking lot entrance or exit and any street intersection . B. No parking lot or driveway shall be designed to permit vehicles to back Into or onto any street designated as a collector or arterial street or highway. ' C. Acceleration , Deceleration , and Storage Lanes may be required for any access pointWherethe number of vehicles turning per hour As estimated to exceed thirty ( 30) per hour. 7 . CURBING : All parkinglots s.ha.11...have a curb on each side that fronts a building , structure, sidewalk, or ' retention pond. All curbing must be at least six inches in hei-gfit and may be continuous poured-concrete;asphal-t , concrete curb stops, or pressure treated timber . All curbs shall be located to comply with the minimum set backs listed in section 3. All unpaved lots shall have a curb stop for each space . 8. FIRE LANES : Where appropriate , parking lots shall be designed to include fire lanes required by the Fire Codes . O. R. 133;1'_ PG' 0277 • . , ---•-. 9. LIGHTING : Parking lots serving businesses open after sundown shall be lighted.
