AN ORDINANCE PROVIDING FOR THE ISSUANCE
OF LIBRARY CARDS ; PROVIDING FOR A CHARGE
BASIS AND AUTHORIZING A FINE FOR VIOLATION
OF THE ZEPHYRHILLS MUNICIPAL LIBRARY RULES

AND REGULATIONS.
WHEREFORE , the CITY OF ZEPHYRHILLS, has established and '- -
maintained the Zephyrhills Municipal Library from municipal ,•
funds for the health, education and benefit of the citizens -;;
of the CITY OF ZEPHYRHILLS , and of Pasco County, and
WHEREAS , the County has in the past contributed substantially
to the operating funds of the library, and
WHEREAS, the County Commissioners of Pasco County have now,
chosen to drastically reduce the counties ' annual contribution to '--
the. library even though the costs of maintaining the library
are increasing, therefore , necessitating the procurement of new
Isources of revenue. = ;r
NOW, THEREFORE , BE IT RESOLVED, by the CITY-.COUNCIL OF- THE - :,
CITY OF ZEPHYRHILLS , sitting in regular session as follows :
1 . All persons using the Zephyrhills Municipal Library

Services as determined by the library staff shall be: iss.ued a
Zephyrhills Municipal Library card which card shall be issued upon-
request
ponrequest (provided, however, the library staff shall be -authorizecl,
to establish rules. and regulations governing card issuance) .
2 . All persons residing in or owning a business or owning --
real
wning -real property located inside the municipal boundaries of Zephyr-
hills shall be issued a card without cost.
�� 3 . All persons other than those above shall be issued a
Zephyrhills Municipal Library card entitling them to the full
services of the Zephyrhills Municipal Library at an annual rate
of $12 . 00 per year or $6 . 00 per half year.

4 . The library shall be authorized to charge a fine
for violation of any of its rules and regulations in an amount
not to exceed $25 . 00 .

5 . This Ordinance shall become law upon passage of .
its third reading and upon the signing by its Mayor.
The foregoing Ordinance No . 313 was read and passed
on its first reading by the City Council of the City of Zephyr-
hills , Florida, on the 26th day of January , 1981 .
