ORDINANCE NO. o250Z
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ZEPHYRHILLS, FLORIDA, REQUIRING AN ISSUANCE
OF A SET-UP PERMIT FOR ANY MOBILE HOME PLACED
WITHIN THE CORPORATE LIMITS OF THE CITY; PRO-
VIDING MINIMUM REQUIREMENTS FOR SETTING UP OF
SUCH MOBILE HOME; PROVIDING FOR THE FEE FOR
SUCH PERMIT AND FURTHER PROVIDING FOR PENALTY
FOR VIOLATION' OF SAID ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ZEPHYRHILLS, FLORIDA, as follows :
SECTION 1 : That all mobile homes placed within.. the :
corporate limits of the City of Zephyrhills, following the ef-
fective date of this ordinance, shall secure a set-up permit
from the Building Inspector of the City of Zephyrhills. '
SECTION 2 : That at the time of requesting said set-up
permit referred to in Section 1 , the owner or other person or
organization setting up said mobile home shall provide the
Building Inspector with the following information :
1 . Legal description of property where mobile home
is to be placed.
2. Availability of city water and sewer services
to said land.
3. Size of mobile home to be placed on said land .
SECTION 3 : That prior to the issuance to said set-up
permit the following minimum requirements must be complied with
by the person, firm or organization requesting said permit, as
follows :
(A) STRUCTURAL SET-UP.: Mobile Home Set-Up and Repair
License.
1 . Foundation block must be minimum of 16" X 16" X 4"
solid concrete set on solid clean compact soil
conditions .
2. Piers shall consist of 8" X 8" X 16" concrete
blocks with cells set vertical and length of
block to be perpendicular to frame beams.
Where pier heights exceeds three blocks; all
piers shall be double.
3. Cap blocks shall be 4" X 8'.' X 16" solid concrete.

4. Shims shall consist of treated wood and should
be held to a minimum for leveling purposes.
.5. Center to center of piers shall not exceed 10'
and piers shall be placed at distance of no
more than 2" from ends of frame beam.
6. Hurricane anchors shall be installed using 6"
disc on 5/8" rods, and adjustable type fasterners
for strap connections. Maximum spacing of hur-
ricane anchors shall be not more than 10' or as
provided by locations of hurricane straps as
installed by manufacturer. If hurricane straps
not built in as per mobile home manufacturers
code, then top of living unit strap shall b.e .
installed with maximum spaces not to exceed 10'
on- centers. Minimum length of anchor rod shall
be 48".
7. RE : ' Tie Down. Standards :
Up to 40' 41 ' to 60' 61 ° & up
Frame ties per side 3 3 5 7
Over the roof ties per side 3 3 3
Number of anchors per side 3 5 7
8. RE : Hurricane anchors : Each model must be
certified by an independant testing laboratory,
recognized in the State of Florida. Each model
must be tested and certified to destruction and
to soil types. Certification subject to approval
by Zephyrhills Building Inspector.
(B) SEWERS AND DRAINS : ,
1 . All exposed sewers under living unit must be
supported every 4' . All slopes on sewer an'd
drain line should be minimum of 1/4" per foot
all the way to the septic tank with no sags or
low spots.
SECTION 4: That all blocking for the installation of said
mobile homes shall be as set, forth in regulations attached hereto
and designated as Exhibit #1 , same being incorporated inand
made a part of this ordinance..

SECTION 5 : That all mobile homes presently, installed
and tied down in compliance with requirements of the owners in-
surance company or approved by a.:governmental unit, shall be
deemed to have complied with the tie down standards of this ordi-
nance. That upon relocation of such mobile home the above tie
down requirements shall apply.
SECTION 6 : . That all such applicants for set-up permits
shall pay to the City of Zephyrhills a sum of ten dollars
($10.00).

SECTION 7 : This ordinance shall become effective im= .
mediately upon date of enactment.
SECTION 8 : Anyone found guilty of violation of this
ordinance shall be subject to pay a fine of not more than five
- hundred dollars ($500.00) or ninety days (90) in jail, or both
in the discretion of the Municipal Judge.
The foregoing Ordinance No. As-a was read and passed
on its first reading by the City Council of the City of Zephyr-
hills, Florida, on the 10th day of November , 1975.

Provided, that those mobile homes which arc presently tied Gown

nsuring sure, or the city or county wherein such mobile homes
are located, and have been approved by the insurer, shall be deemed
to have complied with the tie-down standards of the department as
set forth on the attached (pages. Upon relocation of such mobile
homes, however, the department tie-down requirements shall apply.
