Ordinances for the hiring of consultants and the purchasing of property,goods and services;and WHEREAS,the City Council of the City of Zephyrhills,Florida finds it desirable and in the best interest of the City to amend these finance policies and procedures. NOW THEREFORE BE IT ORDAINED by the City Council of the City of Zephyrhills Florida that: SECTION ONE: The City of Zephyrhills Codes of Ordinances,Chapter 32:"FINANCE;RECOVERY OF COURT COSTS;CONSULTANTS",Section 32.54 shall be amended to read as follows: "§32.54. CITY PURCHASING GUIDELINES. When possible,the city shall adhere to the following purchasing procedures: (A) All contracts involving public construction and improvement shall be approved by the City Council and shall adhere to either the formal bid and contract procedures contained in this subchapter,or the alternative procecure set forth in this subchapter for public works and improvements. '�• (B) Prescribe and maintain a standard purchasing manuaa for all departments. Said manual shall include a copy of this subchapter and y policies or procedures further implementing same as described above. (C) Exploit the possibilities of buying in bulk to take full advantage of discounts. (D) Act to procure for the city all tax exemptions to whici it is entitled. (E) Cooperate with other governmental organizations to secure for the city the maximum efficiency in budgeting and accounting. (F) Have the responsibility to ascertain the identity of all vendors who default their quotations or bids to the city and make no purchases from such vendors for a period of up to three years unless this prohibition is expressly waived by the City Council. (G) All procurements,purchases,or expenditures made using federal or state grant funds,will comply with the federal guidelines outlined in 2 CFR 200.318-326. SECTION TWO: F-. All Ordinances or parts of ordinances in conflict be and the same are hereby repealed. L SECTION THREE: Should any section or provision of this Ordinance or any portion thereof,any paragraph,sentence, or word be declared by a court of competent jurisdiction to be invalid,such decision shall not affect the validity of the remainder of this Ordinance. SECTION FOUR: This Ordinance shall become effective immediately upon passage on the second reading and signing by the Mayor.
