No construction under ground or above ground of any facility shall be accomplished on any City Rights of Way without written approval from the City Building
Department.Any application for approval of construction operations on any City owned Rights of Way shall furnish a detailed drawing showing the complete scope
of the proposed work in triplicate to the office of the Building Official for approval prior to the commencement of any work. A copy of this permit is to be kept readily
available at the site of the work at all times.

Permission is hereby granted to Parker Hirons of Lennar Homes, LLC
For the construction and maintenance of:
The addition of a Traffic Signal and associated intersection Improvements at Simons Rd & Eiland Blvd
Subject to the following conditions:
1. The construction and maintenance of such utility shall not interfere with the property and rights of a prior occupant.
2. All work shall be done in keeping with the standards of the City Streets Department and under the supervision of the City Building Official,who will
be notified at least one day prior to commencement of construction.
3. All materials and equipment shall be subject to inspection by the City Building Official.
4. During construction all safety regulations of the Department of Transportation shall be observed and the City shall be relieved of all responsibility
from damage,of any nature arising from this permit.Subject to the same terms and conditions,the permit holder may take such safety measures,
including placing and display of caution signs, as it may deem necessary in conduct of construction and maintenance work hereunder. It is the
responsibility of the permittee to????
5. All private and all City property shall be restored to its original condition as far as practical in the opinion of the City Building Official.
6. All underground crossing installations shall be laid at such depth as may be specified by the City Building Official.
7. The sketch covering the details of this installation shall be made a part of this permit. This permit is granted with the understanding that the applicant
has notified all other utility users in the area covered by the permit and takes full responsibility for any damage incurred by prior installations as a
result of his operations in order that they may safe guard their interests.
8. It is expressly stipulated that this permit is a license for permissive use only and that the placing of facilities upon public property pursuant to this
permit shall not operate to create or to vest any property right in said holder.
9. Whenever the City decides to further exploit the City Rights of Way,any or all said poles,wires,pipes,cables,or other facilities and appurtenances
authorized hereunder,shall be immediately removed from said Rights of Way,or reset or relocated thereon as required by the City Building Official
at the expense of the holder of this permit.
10. The holder shall save and keep the City harmless from any and all damages, claims, or injuries that may occur by reason of the construction,
maintenance,and operation of said facility.
11. The holder shall complete the requestedwork within days or this permit shall become null and void. In the event the work requested is not
completed upon the expiration date of this permit,the City shall have the right to complete such work and to charge the holder of the permit for all
costs incurred in completed said work.
12. The holder shall post a cash or surety bond with the City Manager in the sum of$ dollars to guarantee performance of the obligations
herein,.and to guarantee maintenance of the right-of-way described herein for a period of one (1) year following completion of the requested
installation. In the event a surety bond is posted,the surety bond shall be made payable to the City and shall obligate the surety to hold the City
harmless in the event the holder of this permit should fail to meet any of its obligations hereunder.The bond shall also indemnify the City for all
court costs and reasonable attorneys fees in the event legal action is required to collect on said bond.

INTRODUCTION
The purpose of this report is to provide the Access Management Analysis for the proposed
development located north of Eiland Boulevard and west of Simons Road in the City of
Zephyrhills, Florida as shown in Figure 1. The property is proposed to be developed for the
following land uses:
• 429 Single Family Homes
• 286 Townhomes
The access for the project is proposed to be via two (2) full accesses to Simons Road.
Lennar has entered into a Development Agreement with the City of Zephyrhills to provide a
southbound right turn lane and signalize the intersection of Eiland Boulevard and Simons
Road in conjunction with the development of the project. This analysis will evaluate the
subject intersection in conjunction with the right of way use permit.
TRIP GENERATION
The trip generation utilized in this report was estimated based on data contained in the ITE
Trip Generation Manual, 10th Edition, 2017. As shown in Table 1, the project is estimated to
generate 6,091 daily trip ends. During the AM peak hour, the project is estimated to generate
438 trip ends with 107 inbound and 331 outbound, and during the PM peak hour, the project
is estimated to generate 561 trip ends with 354 inbound and 207 outbound.
PROJECT TRAFFIC DISTRIBUTION
The distribution of the project traffic was estimated based on the Tampa Bay Regional

Planning Model. Figure 2 illustrates the AM and PM hour project traffic on the adjacent
roadways.
BUDGETED IMPROVEMENTS
According to the City of Zephyrhills, Simons Road from Shelby Lynn Way to Fort King Road
is proposed to be paved in 2021. According to the Pasco County Capital Improvement Plan
(CIP) and FDOT Work Program, there are no capacity adding improvement budgeted for
construction in the vicinity of the project.
BACKGROUND TRAFFIC
The background traffic utilized in this report was calculated as follows:
1) AM peak hour (7:00 AM to 9:00 AM) and PM peak hour (4:00 PM to 6:00 PM) turning
movement counts were conducted at the following intersections:
a) Eiland Boulevard and Simons Road
b) Daughtery Road and Simons Road
Figure 3 illustrates the existing traffic.
2) The existing traffic was redistributed assuming a diversion of traffic to Simons Road as
a result of the proposed extension of Simons Road to Fort King Road in 2021. See
Appendix of this report for redistribution of the traffic.
Figure 4 illustrated the redistributed existing traffic.
3) Redistributed existing traffic was adjusted to peak season utilizing the FDOT Peak
Season Adjustment Factors for Pasco County.

Figure 5 illustrates the peak season traffic.
4) A 1% annual growth rate was used to factor the peak season traffic to the buildout
year of 2028.
5) The project traffic associated with The Oaks at Pasco and links of Silver Oaks were
added to the volumes in #4 as background traffic. See Appendix for the project traffic
for these projects.
Figure 6 illustrates the 2028 background traffic and Figure 7 illustrates the 2028 background
plus project traffic.
INTERSECTION ANALYSIS
Intersection analysis .was conducted for the AM and PM peak hours for the intersection of
Eiland Boulevard and Simons Road.
Table 2 provides the results for the signalized intersection analysis.
Eiland Boulevard and Simons Road
This intersection is currently unsignalized. As stated previously, the following improvements
are proposed for the intersection:
• Southbound Right Turn Lane
• Signalization
With these improvements, the intersection will operate at an acceptable Level of Service with
the 2028 background plus project traffic, as shown in Table 2.

ACCESS RECOMMENDATIONS
The recommendations included in this report are based on a field review of the site, the
proposed site plan and the Access Management Analysis. The lengths of the left and right
turn lanes were determined based on the FDOT Standard Plans Index 711-001. The access
recommendations are summarized in Table 3 and are described in the following paragraphs:
Eiland Boulevard and Simons Road
Simons Road has full access to Eiland Boulevard. There are existing approximately 150 foot
eastbound left turn lane and 320 foot westbound right turn lane. Eiland Boulevard is a three
lane roadway with a two way left turn lane west on Eiland Boulevard. It is recommended the
existing pavement marking be modified, as shown in Figure 8. The westbound right turn lane
cannot be extended due to the Florida Medical Center access. Also, it is recommended a 420
foot southbound right turn lane be provided.
