EMERGENCY RE OLUTION BY THE CITY COUNCIL OF THE
CITY OF ZEPHYIHILLS DECLARING A LOCAL STATE OF
EMERGENCY-P TENTIAL TROPICAL CYCLONE 9
WHEREAS,the National Huriicane Center has forecast that Pasco County will experience significant
effects from Potential Tropical Cyclone ,with the Governor of the State of Florida having declared governmental
emergencies due to the threat to life,he 1th,property,welfare or the public peace of the people of Pasco County,
Florida; and,
WHEREAS,the incorporated irea of the City of Zephyrhills is included in the areas where the State of
Emergency was declared and is within he area threatened with severe storm damage; and,
WHEREAS,this severe weath r has the potential for causing extensive damage to public utilities,public
buildings,public streets and roads,publ c drainage systems,commercial and residential buildings and areas;and,
WHEREAS,Section 252.3 8(3)(a)(5),Florida Statutes,provides authority for a municipal corporation such
as the City of Zephyrhills to declare a l cal state of emergency for a period of time up to seven(7) days,which
may be extended as necessary in seven(7)day increments,and to waive the procedures and formalities otherwise
required of a municipal corporation by aw pertaining to:
a. Performance o public work and taking whatever prudent action is
necessary to ensure the health, safety and welfare of the community.
b. Entering into c ntracts.
c. Incurring obli ations.
d. Employment o permanent and temporary workers.
e. Utilization of olunteer workers.
f. Rental of equi ment.
g. Acquisition an1 distribution,with or without compensation, of supplies,
materials and I cilities.
h. Appropriation nd expenditure of public funds.
NOW,THEREFORE,IT IS I ESOLVED by the City Council of the City of Zephyrhills this 23rd day of
September, 2024,that the above descri ed weather situation poses a serious threat to the life, health, property,
welfare or public peace of the people of he City of Zephyrhills and that a state of local emergency shall be,and is
hereby declared effective September 24 2024 at 12:01 a.m. for a period of time up to seven(7)days,which may
be extended as necessary in seven(7)d y increments by subsequent resolution, and all territory within the legal
incorporated boundaries of the City of ephyrhills,Pasco County,Florida shall be embraced by the provisions of
this emergency resolution;
BE IT FURTHER RESOLVE D that the City Council for the City of Zephyrhills hereby exercises its
statutory authority,and appoints the City Manager as its representative to implement and enforce the provisions of
this declaration, and waives the procedures and formalities required by law of a municipal corporation, as
authorized in Section 252.38(3)(a)(5),Florida Statutes.
All public officials and employees of the City of Zephyrhills are hereby directed to exercise the utmost
diligence in discharge of duties requir d of them for the duration of the emergency and in the execution of
emergency laws,regulations and direct ves, state and local.
All citizens are called upon and lirected to comply with necessary emergency measures,to cooperate with
public officials 4nd civil emergency/dis ster service forces in executing emergency operational plans and to obey
and comp-ly'o+�tl 'lawful directions f properly identified public officers.
