EMERGENCY RESOLUTION BY THE CITY COUNCIL OF THE CITY
OF ZEPHYRHILLS EXTENDING A LOCAL STATE OF EMERGENCY
DECLARED ON OCTOBER 7, 2024, BY RESOLUTION 831-24 -
HURRICANE MILTON
WHEREAS, in anticipation of significant effects from Hurricane Milton, the Governor of the State of
Florida declared governmental emergencies due to the threat to life, health, property, welfare or the public peace of
the people of Pasco County, Florida; and
WHEREAS, on October 7, 2024, in anticipation of significant effects from Hurricane Milton, the City
Council of the City of Zephyrhills, Florida passed Resolution 831-24 declaring a local state of emergency due to
the threat to life, health, property, welfare or the public peace of the people of Zephyrhills, Florida; and
WHEREAS, Hurricane Milton has significantly impacted the City of Zephyrhills by causing down trees,
damage to public, commercial and residential structures, caused roads to be closed, caused significant flooding and
has put a strain on the public utilities of the City; and
WHEREAS, Section 252.38(3)(a)(5), Florida Statutes, provides authority for a municipal corporation such
as the City of Zephyrhills to declare a local state of emergency for a period of time up to seven (7) days, which
may be extended as necessary in seven (7) day increments, and to waive the procedures and formalities otherwise
required of a municipal corporation by law pertaining to:
a. Performance of public work and taking whatever prudent action is
necessary to ensure the health, safety and welfare of the community.
b. Entering into contracts.
c. Incurring obligations.
d. Employment of permanent and temporary workers.
e. Utilization of volunteer workers.
f. Rental of equipment.
g. Acquisition and distribution, with or without compensation, of supplies,
materials and facilities.
h. Appropriation and expenditure of public funds.
NOW, THEREFORE, IT IS RESOLVED by the City Council of the City of Zephyrhills this 14t1, day of
October, 2024, that the above described weather situation has caused debris, damage to property, and flooding
which pose a serious threat to the life, health, property, welfare or public peace of the people of the City of
Zephyrhills and that the state of local emergency declared on October 7, 2024 shall be, and is hereby declared
extended starting October 14, 2024 at 9:00 a.m. for a period of time up to seven (7) days, which may be extended
as. necessary in seven (7) day increments by subsequent resolution, and all territory within the legal incorporated
boundaries of the City of Zephyrhills, Pasco County, Florida shall be embraced by the provisions of this
emergency resolution;
BE IT FURTHER RESOLVED that the City Council for the City of Zephyrhills hereby exercises its
statutory authority and appoints the City Manager as its representative to implement and enforce the provisions of
this declaration, and waives the procedures and formalities required by law of a municipal corporation, as
authorized in Section 252.38(3)(a)(5), Florida Statutes.
All public officials and employees of the City of Zephyrhills are hereby directed to exercise the utmost
diligence in discharge of duties required of them for the duration of the emergency and in the execution of
emergency laws, regulations and directives, state and local.
All citizens a>a celled upon and directed to comply with necessary emergency measures, to cooperate with
public offiac a and civil emergency/disaster service forces in executing emergency operational plans and to obey
and complyt t}eflfal directions of properly identified public officers.
