Operation & Maintenance Instructions for Construction
Surface Water Management System
1. Contractor is responsible for managing and implementing this Construction Surface
Water Management Plan and Stormwater Management System.
2. The installation of temporary erosion control barriers shall be coordinated with the
construction of the permanent erosion control features to the extent necessary to
assure economical, effective and continuous control of erosion and water pollution
throughout the life of the construction phase.
3. The type of erosion control barriers used shall be governed by the nature of the
construction operation and soil type that will be exposed. Silty and clayey material
usually require solid sediment barriers to prevent turbid water discharge, while sandy
material may need only silt screens or hay bales to prevent erosion. Floating turbidity
curtains shall be used in open water situations. Diversion ditches or swales may be
required to prevent turbid stormwater runoff from being discharged to wetlands or other
water bodies. It may be necessary to employ a combination of barriers, ditches and
other erosion / turbidity control measures if conditions warrant.
4. Where pumps are to be used to remove turbid waters from construction areas, the
water shall be treated prior to discharge. Treatment methods include and are not
limited to, turbid water being pumped into grassed swales or appropriate vegetated
areas, sediment basins, or confined by an appropriate enclosure such as turbidity
barriers, and kept confined until its turbidity level meets state water quality standards.
5. The contractor shall schedule his operations such that the area of unprotected erodible
earth exposed at any one time is not larger than the minimum area necessary for
efficient construction operations, and the duration of exposed, uncompleted construction
to the elements shall be as short as practicable. Clearing and grubbing shall be so
scheduled and performed that grading operations can follow immediately thereafter,
and grading operations shall be scheduled and performed that permanent erosion
control features can follow immediately thereafter if conditions on the project permit.
6. The contractor and/or owner's representative shall provide routine maintenance of
permanent and temporary erosion control features until the project is complete and all
bared soils are stabilized.
7. Silt fence shall be located at the perimeter of construction limits, locations as shown
hereon and at locations as defined by field conditions.
8. Inlet structures, pipes and stormwater basins shall be inspected for siltation
accumulation every six months (minimum). Accumulated silt (greater than 3 inches)
shall be removed.
9. Pond slopes to be sodded immediately upon establishment of finished pond stages.
10. All silt fences to be installed per the included details prior to any on -site clearing.
11. Where finished grade exceeds 4: 1, sod shall be fastened with wooden pegs spaced 3
feet apart and driven flush with the surface of the sod.
12. Protection around inlets shall be provided in accordance with FDOT Index #102.
13. Hay bales shall be used to protect fill slopes in accordance with FDOT Index #102.
14. All demolition debris shall be removed from site and legally disposed of.

15. The soil erosion and sediment control devises shall be installed prior to construction,
maintained throughout construction and until site is permanently stabilized.
16. All sodded slopes over 4 to 1, shall be installed with sod pegs.
17. Any off site disturbance shall be restored to the pre or better condition.

GENERAL CONSTRUCTION NOTES:
1.) STATION:
Shall be manufactured and assembled to the following criteria and supplied
complete and ready for installation or approved equal.
2.) WETWELL:
Shall be a V-0" inside diameter fiberglass reinforced
manhole, consisting of isopthalic polyester resin with
fiberglass chopped, strand, and continuous reinforcements
built up to a minimum wall thickness of 3/8".
Joints and pipe openings shall be laminated to provide a
monolithic structure.
3.) GOVERNING STANDARDS:
ASTM D-3753 (Standard Specification for
Glass Fiber -Reinforced Polyester Manholes), ASTM
C-581 (Chemical Resistance Testing), and ASTM C-582
(Plastic Laminate Standards).
4.) PUMPS:
Shall be submersible non -clog pumps.
Each pump shall slide on stainless guide rails
when hoisted by a 1/4" stainless steel lift
cable for easy inspection or repair without personnel
entering the wetwell. Pump must be capable of passing 3" solids.
5.) VALVES:
Check valves shall be stainless steel spring or side weighted lever.
Plug valves shall be Dezurik or approved equal.

of all equipment installed in the wetwell. The wetwell top, access door,
and supporting frame shall be fabricated of T-6061 Aluminum.
Frame shall be of sufficient thickness and strength to support
the pump guide rails and the 316 stainless steel float hanger. Covers
shall be provided with a lifting handle and saftey latch to hold
the door in the open position. Locking hasps shall be furnished.
Stainless steel hinges and hardware shall be used throughout.
9.) VALVE BOX:
H-10 loading 48" x 48" x 36" with 48" x 48" top.
Shall be made of fiberglass composite construction,
10.) CONTROL PANEL:
Shall be a NEMA 4X Fiberglass enclosure and securly mounted on an aluminum T-post.
Control panel shall meet Florida DEP requirement, Zephrhills lift station requirements and UL listed.
PUMP STATION OPERATION/ CONROL PANEL LOGIC
This pump station is designed to operate on a standard 4 float system. (F1, F2, F3, F4). The control logic
is as follows:
1) Float switches are placed in the wetwell at levels determined by engineer. We recommend Pump Off
(F1) be set at approximately top of pump or above. This keeps pump motor submersed in fluid for cooling
purposes.

Fluid enters wetwell and level rises up to "Lead Pump On" (F2). As float F2 tips, contacts close and Lead
Pump is turned on. Fluid is then pumped out until level reaches Off float(F1). Contacts in F1 open and
pump shuts off . Alternator relay is energized and switches from Load 1 to Load 2. ( Pumps alternate
each fill cycle)
Fluid continues to fill wetwell and again rises to Lead Float (F2). This time pump in Load 2 position comes
on and pumps down wetwell.
If one pump running can not keep up with inflow, the fluid level continues to rise until it reaches Lag Float
(173) This float turns on the 2nd pump and both pumps will run until fluid level reaches F1, and both
pumps are turned off.
If both pumps running do not pump down wetwell the fluid level rises to High Water Alarm level float (F4),
This float turns on red alarm light and alarm horn.
Alarm horn can be silenced by pushing in the "Alarm Silence Button" located just under the horn on side of
enclosure. The alarm light will remain "on" until the fluid level is lowered.

GENERAL NOTES:
1. The contractor shall verify control point for line and grade prior to construction.
2. Location, elevation, and dimensions of existing utilities, structures, and features
are shown in accordance with best information available at the time of the
preparation of the plans but do not purport to be absolutely correct.
3. The contractor shall verify the location, elevation, and dimensions of all existing
utilities, structures, and other features affecting his work and shall comply with
all state, county, and local ordinances and obtain any necessary work permits
that may be required prior to construction.
4. The contractor shall be responsible for the complete coordination of construction
scheduling between the contractor and all utility agencies. The contractor shall
adjust his schedule to coincide with other required utilities.
5. The engineer reserves the right to perform quality assurance testing on all
materials delivered to project.
6. In the event unsuitable material is encountered during excavation, it is to be removed
from the site except that it may be used to flatten slopes in areas approved by the
engineers.
7. Overall cleanup shall be accomplished by the contractor in accordance with county
standards or as directed by the engineer. Any and all expenses incurred for this work
shall be included in the unit price bid for other items.
8. The contractor shall endeavor to protect private property. Any damage caused by the
contractor in the performance of his work shall be corrected to the satisfaction of the
engineers at the contractor's expense. Payment shall not be made for this work.
9. Any damage to state, county, or local roads caused by the contractor's equipment
and operators shall be repaired by the contractor to the satisfaction of the engineer.
Payment shall not be made for this work.
10. Any U.S.C. and G.S. monument within limits of construction shall be protected by

11. Construction of potable water and sanitary sewage systems are to include connection
to existing facilities as shown.
12. Whatever material or construction item specifications are not specifically covered
by these plans, the County of Pasco, Florida, or directed by the engineer, "The
Florida Department of Transportation Standard Specifications for Road and Bridge
Construction" latest edition, shall apply.
13. All construction work, including roads, drainage, and utilities, shall be constructed in accordance
with pasco County design standards and tested in compliance with the pasco County Engineering
Services Department's Testing Specifications for Construction of Roads, Storm drainage, and
Utilities.
14. The contractor shall coordinate with all utilities and any other contractors.
15. Florida statute requires a minimum of 2 days and a maximum of 5 days no ' e
before a contractor may excavate. The contractor shall call Sunshin State One Call (811)
before commencing excavation.
16. Compaction for pipe backfill shall comply with AASHTO and Pasco county.
17. All fill up to the spring line of the pipe must be hand tamped.
18. Contractor shall submit to the engineer and/or architect for review, 4 copies of shop
drawing on bid items (fire hydrants, valves, pies, inlets, manholes, pumps, control panels,
light fixtures, plumbing fixtures, etc.). The contractor shall allow a minimum of 7 days for
review of shop drawings. Approval of shop drawings is required prior to installation or
construction. Substitution of specified items, if requested, will be evaluated by the
project engineer.
19. It shall be the contractor's responsibility to notify (48 hours in advance) the engineer,
utility company and regulatory agency for all inspections. It shall be the contractor's
responsibility to supply results of all tests, in accordance with the testing schedule to the
engineer prior to commencing the next phase. The tests required shall be performed
by an independent testing laboratory approved by the owner and cost for the testing
shall be paid for by the contractor and said cost will be included in the bid price.
20. The contractor shall contact the engineer's office immediately on any conflicts between
what is shown herein and actual condition discovered during construction of any
improvements shown on the drawings.
21. Prior to beginning work, the contractor shall expose all existing utilities to be extended
or crossed. Any conflicts and the contractor's proposed resolutions shall be brought to
the engineer's attention for approval.
22. All practicable effort shall be taken during construction to control and prevent erosion
and transport of sediment materials to inlets, surface drains, wetlands and lake areas.
The contractor shall be responsible for all restoration efforts that may be required.
23. The contractor is to control all fugitive dust originating on this project by watering or
other methods as required.
24. The contractor shall not enter upon or in any way alter the wetland/conservation areas
that may be on site. All work in the vicinity of open water and/or wetlands is to be
performed in compliance with the environmental regulations and/or permits for the
wetland/conservation areas that may be on site. The contractor will be responsible for
any fine resulting from his violation of any regulations or permit conditions.
25. All disturbed areas shall be seeded and mulched, unless otherwise.
26. Contractor shall provide a two feet wide strip of sod adjacent to curb or pavement
installations.
27. It is the responsibility of the contractor to establish in the field right of way lines,
base lines, bench marks (elev.), center lines, and stationing as required to
construct the project.
28. Contractor shall coordinate and reimburse the appropriate overhead utility company
for the required support of utility poles where construction may cause the pole to lose
it's self supporting ability.
29. Special pipe foundations, if required, shall be determined in the field and the type
required will be as directed by the engineer.
30. Finished grade for ground elevations on drawings refer to grade after sodding.
31. All elevations are NGVD (1929).
32. All testing shall be witnessed by the engineer and the utility company representative.
33. Handicap ramps are to be constructed at all comers.
34. The constructor shall arrange for a final site inspection approval by the Engineering
Services Department prior to issuance of the Certificate of Occupancy (CO).
35. The constructor shall notify the Pasco County Engineering Services Department at
least two working days prior to commencing any activity on the site.
36. If, during construction activities, any evidence of historic resources including, but not limited to,
aboriginal or historic pottery, prehistoric stone tools, bone or shell tools, historic trash pits, or
historic building foundation, are discovered, work shall come to an immediate stop, and the
Florida Department of Historic Resources ( State Historic Preservation Officer) and Pasco County
shall be notified within two working days of the resources found on the site.
37. If, during construction activities, any evdence of the presence of State and Federally protected
plant and/or animal species are discovered, work shall come to an immediate stop, and pasco
County shall be notified within two working days of the plant and/or animal species found on the site.
38. If a Pasco County Global Positioning System (GPS) network point is located within the boundary
of the site or within 50 feet of the same, the point shall re-established using GPS methods and
"Blue Booked" prior to the issuance of any Building Permits or the recording of any plat. Proof of
the said Blue Booking shall be submitted to the County Surveyor prior to the issuance of the said
permit or the recording of the said plat. If it is discovered that the said point has been destroyed
by construction, then the owner/developer of the land will be responsible for payment to Pasco
County in the amount of $5,000.00 each.
39. Two unique and/or independent comers on the boundary of the subdivision plat shall have State
plane coordinates noted on them and shall be tied by bearing and distance to the current GPS
network. The coordinates for the said comers shall be noted on the plat.
STORMWATER NOTES:
1. Stormwater metal pipe will not be allowed on this project (as noted on plans).
2. All drainage detail are to be Pasco county current standards. Where the County has no standard,
FDOT current standards shall be used. This includes, but is not limited to: inlets, manholes, endwalls,
flared end section, etc.. Non-standard drainage detail ( if any) are shown on detail sheets in the plans.
3. Pipe material shall comply with ASTM C76, "specifications for reinforced concrete culvert, storm drain,
and sewer pipe; class III. Provide bell and spigot type pipe.
4. Corrugated metal pipe shall be galvanied stall plate in accordance with AASHTO M 167, with 2%"xY2"
corrugations and a thickness of 0.06".
OPERATION AND MAINTENANCE NOTES:
1. Control structures shall be visually inspected and shall be kept free of of any obstructions.
The inspections are to be performed prior to the start and at the end of the rainy season.
2. Concrete weirs shall be visually inspected and shall be kept free of any obstructions. The
inspections are to be performed prior to the start and at the end of the rainy season.
3. Inlet structures and storm pipes shall be inspected for accumulation of silt at the start and
at the end of the rainy season. If the silt is found to be 3 inches or larger in thickness, it
shall be removed and placed in upland areas.
4. Removal of native vegetation, including cattails, shall be prohibited within the wet detention
ponds.
5. Dredging of wet detention ponds shall be prohibited.
6. The application of herbicides in the wet detention ponds shall be prohibited.
SANITARY SEWER NOTES
1. Where double wye connections will be used, it must not be less than six inch (6") pipe.
2. Sewer laterals will not be less than thirty inches (30") and no more than sixty inches (60") in
depth unless property grade requires it.
3. All main trunk sewer lines will be no less than eight inches (8") in diameter.
4. All sewer lines that are P.V.C. must be no less than SDR 35, 3034 pipe. Any sewer line at
depths of 12-18 feet must be SDR 26 and any sewer line below 18 feet must be C-900.
5. All sewer force mains shall be SDR 21, PR 200, DR25 or heavier wall pipe.
6. All sewer force mains shall be labeled with green stripes every two feet (7), have the word
SEWER stenciled every two feet (7) or have detector tape marked SEWER LINE.
Copper tracing wire #14, green in color, shall be installed on all Force Main sewer lines.
7. All sewer lines, valves and fittings on force main cannot be covered until it has been inspected.
8. When raising a Manhole to grade that is above top of existing Manhole, you must use clay brick
k with portland cement, also when forming the invert in the bottom of Manhole you must use
portiand cement along with clay brick if necessary. When a drop less than two feet (2') is inside
of Manhole, you must make the invert so that there is sufficient slope, not to hold solids.
9. All manholes that are concrete shall be coated on the entire interior surface with epoxy coal tar
Exterior coating can be Bitumastic coating. Fiberglass does not need coating.
10. Manholes shall be 4 feet in diameter, with a 5 inch wall minimum.
11. All pipe penetrations shall have rubber boots.
WATER NOTES
1. All P.V.C. water pipe under two inches (2") in diameter will be Schedule forty (40), two inch (2"),
can be CL200 SDR 21. All pipe four inches (4") and larger will be C-900, DRA8, bell & gasket.
2. All water meters for single service will be poly tubing, 200 PSI, no less than one inch (1"), no
less than eighteen (18") and no more than twenty-four inches (240) in depth.
3. All water service lines will be terminate four feet (4') feet from the sidewalk. Each of
these lines will have a gate valve or curb stop that is approved by the city no more than
twenty-four inches (24") deep.
4. All six inch (6") gate valves for fire hydrants must be tied to the main water line for repair of fire
hydrants.
5. P.V.C. tees and elbows will not be used on water main over two inches (2") located within the
right -of --way. Any water line over two inches (2") located in the right-of-way will have cast iron
or ductile iron fittings with mechanical joints and Meg-a4ug.
6. All water pipe lines will be tested at one hundred fifty (160) psi for no less than two (2) hours.
7. All main water lines will be a minimum of thirty inches (30") and a maximum of forty inches (400)
deep.
8. All water lines will be labeled with blue stripes every two feet (2% have water line stenciled
every two feet (2') or have detector tape marked waterline. Copper tracing wire #14, blue in
color, shall be installed on all water lines.
9. Upon completion of construction, all water mains shall be flushed out, chlorinated and sampled
for bacteria as per D.E.P. regulation.
10. All valves two inches (2") and larger will have a cement pad two feet by two feet by four inches

1. Provide lightening arrester (G.E. or approved equal) ahead of the control panel.
2. NEMA 4 x weatherproof dead front electrical panel fabricated of aluminum, stainless steel of
fiberglass mounted on reinforced concrete post using stainless steel or aluminum bracket.s
Provide lock thumb twist and lock clip. Size of panel will be no less than 24" x 24". For larger
starters, size of panel must accommodate with extra space around starters.
3. Install electrical junction box below control panel with gas tight seal; gas seal for motor leads
and gas seal for floats.
4. Flashing red alarm light with guard shield.

ASPHALT PAVING NOTES:
1. The areas to be paved shall be graded to provided necessary drainage.
2. The subgrade shall be compacted to provide a minimum compacted densiyt
of 98% of maximum density as determined by modified proctor (ASTM.
subgrade).
3. The surface shall be clean and dry. Prime coat shall be approved cutback
asphalt (RC-70 or RC-90) and temperature when applied by means of a
pressure distributor at the rate of approximately 0.1 to 0.25 gallons per
square yard.
4. An asphalt concrete analysis (to guarantee compliance with Pasco County
specifications) shall be conducted by an independent laboratory, and the
final report submitted prior to final acceptance.
5. All asphalt work shall conform to Pasco County standards.
6. All roadway construction ( including pavement marking and signage ) and
material testing shall comply with roadway standards and specifications of
the Pasco County Land Development Code.
7. Base and backfill materials shall be either of the same type and composition
as the material removed, or of equal or greater structural adequacy. Material
contaminated with deleterious substances during excavation shall not be used
8. The area above the trench above the pipe zone and below the base course
must be backfilled and compacted in layers not to exceed twelve inches,
except that the last two lifts shall not exceed six inches per lift.
9. If roadway section has a shoulder, the shoulder shall extend eight feet from
edge of pavement. Use LBR 30 (or better) back fill material in the top 24
inches of trench.
BIDDING NOTES:
1. Bids will be due in the office of The Richman Group of Florida, Inc.
2. The contractor shall supply all construction stakeout and as -built surveying of the project. As-builts
shall consist of a complete set of record drawings prepared by a professional land surveyors
(supplied by the contractor) and shall include, but not be limited to: storm sewer system; inlets;
manholes; piping locations; all pipe invert; manhole and inlet tops; potable and refuse water line
locations off r/w; service lateral locatoins; sanitary sewer manholes; pipe inverts; roadway center
line elevations; curb flow line elevations. Owner's surveyor will supply horizontal and vertical
controls, only.
3. The information provided in these plans is solely to assist the contractor in assessing the
nature and extent of conditions which will be encounter during
encountered du g the course of the work.
The contractors are directed, prior to bidding, to conduct whatever investigations they deem
necessary to arrive at their own conclusion regarding the actual conditions that will be
encountered, and upon which their bids will be based.
4. The contractor is responsible for the coordination and cost of all required testing and inspections of
the project. Contractor shall notify owner and engineer of all inspections requested from Pasco
County, FDOT, or SWFWMD 24 hours prior to request. The contractor shall invite the owner and
the engineer to all scheduled inspections required by any reviewing agency.
5. Questions on quantities, quality or materials which could change the contract price should
be brought to the attention of the engineer prior to bidding. All questions will be answered
and copied to all bidders.
6. The contractor shall contract with and direct a local testing laboratory for all required on
on site tests such as: concrete strength, slump, densities, or LBR of roadbeds, etc.
Copies of all tests shall be sent to the engineer and owner within 72 hours of the tests.
7. This is a lump sum bid. Schedule of values is required for additions and deletions to the
scope of work or progress payments.
8. Seed & mulch will not be required on the lot areas. All slopes 4:1 or greater shall be sodded.
Bahia will be used.
9. Contractor shall supply all the equipment, material and personnel required for all testing.
10. The site contactor shall grade lots within 0.5' tolerance. However, no area shall be allowed to
be lower more than 0.2'. Site contractor shall provide an as -built survey of the graded lot with
a minimum of two shots per lot at locations selected by the engineer.
11. The compaction of all lots in phases shall be tested at varying depths. The compaction
testing of all lots shall be performed on 1/4 of the lots at locations selected by the
engineer. All lot fill shall meet 95 percent of the modified proctor.

2. Manhole top Type 7 slabs shall be of Class II concrete.
Concrete as specified in ASTM C-478 may be used for
precast units; see General Note No. 2.

1. All traffic control devices shall be installed in conformance with the Manual on Uniform
Traffic Control Devices and the Florida Department of transportation standards.
2. Street name signs shall be 9-inch on all road classifications. All signs shall have
6-inch series B letters. All street name signs on private roads shall be standard D3 street

- Specifications for Design and Installation of Traffic Control Devices on County Roads
1. Purpose:
These specifications have been developed to provide developers with a uniform system for installation of traffic control devices on the County road system. A uniform system provides for reduced maintenance costs
and a high standard of visibility for drivers. All required traffic control devices shall be installed by the developer of the project.
2. Florida State Statue 316.0745:
2.1) Any and all traffic control devices installed on the County road system shall conform to Florida State Statute 316.0745, uniform signals and devices.
2.2) This statute requires that all devices conform to Florida Department of Transportation (FDOT) Specifications. The FDOT has adopted the Federal Manual on Uniform Traffic Control Devices as the standards to
be used in the State of Florida.
3. Pavement Markings:
3.1) All pavement markings shall be thermoplastic or preformed tapes; raised pavement markers shall be class "B".
3.2) Pavement markings and raised pavement markers shall be installed on all roads classified other than residential with an ADT greater than 500 vehicles, or if other conditions exist that require pavement marking,s
(see M.U.T.C.D. section 313-1).
4. Traffic Control Signs:
4.1) All sign blanks shall be of a type currently certified by the FDOT for use in the State of Florida.
4.2) All sign faces shall be High Intensity grade and of a type currently certified by the FDOT for use in the State of Florida.
4.3) All signs shall be no less that the standard size as specified by the Federal Manual on Uniform Traffic Control Devices. No minimum size signing shall be accepted. Larger signs shall be used when required by design speed, etc.
4.4) All street name signs on private roads shall be standard D3 street name signs with the colors reversed, white background with green letters and border. At intersections with County, State or City maintained roads; the county or
state maintained road shall be green background with white letters and border. The City maintained road shall be green background with white letters and border unless the city has adopted other colors. Street name signs shall be 6" on
local roads and 9" on collector and arterial roads. Six inch signs shall have 4" series C letters and 9" signs shall have 6" series B letters. Street name sign brackets for 6" signs 30" long or less, or 9" signs 24" long or less, shall have 5 inch
blade or cross. All other street name signs'shall be mounted with a 12 inch blade or 8 inch cross. All street name sign brackets shall be supplied with bolts, set screws will not be accepted.
4.5) On roads to be maintained by Pasco County, all signs other than street names shall be date coded with a yellow reflective label affixed to the back of the sign. It will be punched to show month, day, and year of installation
(See Sample Label). Alternate label designs providing the date code information may be used if a sample is submitted and approved by Pasco County prior to installation.

8. Inspection and acceptance:
8.1) Upon completion of the installation of the traffic control devices, the contractor shall call the Engineering Inspections Division for an inspection at (727) 847-8154.
8.2) The inspection shall be made by the Engineering Inspections Division 48 hours (two working days) of the request.
8.3) An inspection report shall be made by the Engineering Inspection Division. Copies of the report shall be sent to the Engineer and Developer.
8.4) No roadway shall be open to the Public until all traffic control devices have been inspected and accepted by Pasco County.
