CONSTRUCTION PLANS All Construction Documents MUST bear the Engineer's stamp "APPROVED FOR CONSTRUCTION" in order to be used on the site. PERMITS AND LICENSES The Contractor shall be responsible for securing all permits and licenses from all agencies as to highway entry, curb cuts, sewer taps, etc., and shall pay all fees for same as applied to the execution of his work. GENERAL CONDITIONS (CONSTRUCTION) REVIEW AND INSPECTION Review by the Engineer of the work is for the purpose of assuring the Owner that the Construction Documents are properly executed. It Is not incumbent upon the Engineer to notify the Contractor to begin, to stop, to resume work, to give early notice of rejection of faulty materials, workmanship or to superintend to the extent of relieving the Contractor of responsibility. It is mutually agreed that the Engineer shall decide all questions, difficulties, and disputes relative to the interpretation of the Contract Documents or Construction. The Inspector shall have safe access to the work wherever it is in progress and the Contractor shall provide for such access and inspection. All work and materials furnished shall be subject to inspection by the Engineer and any part condemned by them shall be removed and replaced at the Contractor's expense. If the Contractor refuses to replace or delays for an unwarranted length of time in replacing such condemned work, the Owner may stop the Contractor, supply labor and materials to replace such condemned work. All expenses thereto shall be deducted from the amount due to the Contractor from the Owner. If any work should be covered up without the approval of the Engineer, the Contractor shall be responsible for exposing the work at the Contractor's expense. WORK STOPPAGE The work shall not be stopped by the Contractor without the consent of the Engineer and/or Owner unless the Engineer or Owner orders the worked stopped. A temporary suspension may be granted because of weather or other natural causes after the Contractor has notified the Engineer of said suspension in writing, setting forth the causes and the date of re -commencement. CONTINGENCY WORK Whenever the Engineer deems it necessary to make construction changes or construction additions in order to make the finished product more closely comply with the intended scope of the plans, whether shown on the plans or not, the Contractor shall enter into a contingency agreement with the Owner to cover the cost of said changes. The price for said contingency shall conform as nearly as possible to the unit prices for similar work in the original contract. Changes may need to be approved by CITY OF ZEPHYRHILLS. FINAL AUTHORITY THE FINAL AUTHORITY FOR APPROVAL OF THIS PROJECT AND PLANS WiLL BE CITY OF ZEPHYRHILLS. GENERAL CONDITIONS (CONSTRUCTION OF PROJECT) SUPERINTENDENCE The Contractor shall keep on his work during its progress a competent Superintendent. The Superintendent shall represent the Contractor in his absence. PROTECTION OF MONUMENTS The Contractor shall protect all survey permanent reference markers, bench marks, triangulation points, section corners, etc. If the work requires the relocation or movement of such a monument, the Contractor shall notify the Engineer of such requirement and the Engineer shall reference and reset such monuments at the Owner's expense. If the Contractor destroys any such points, the cost of replacement will be bom by the Contractor. This includes iron rods or others set as lot comers. CHANGES IN THE WORK The Engineers shall have the authority to make minor changes in the work not involving extra cost, but otherwise, NO CHANCE SHALL BE MADE EXCEPT BY WRITTEN ORDER FROM THE ENGINEER. Changes may need to be approved by CITY OF ZEPHYRHILLS. MAINTENANCE OF TRAFFIC Where the work is on or tying into a street or highway being utilized by traffic, the Contractor shall maintain traffic wherever possible by use of marked detours, stabilized roadbed, or other approved methods. The traffic maintenance plan shall conform to F.D.O.T. Roadway and Traffic Design Standards INDEX 600 (latest edition) and the Manual of Uniform Traffic Control Devices and its supplements (latest edition). REFERENCE TO OTHER SPECIFICATIONS Where reference is made to specifications such as American Society for Testing Materials, (ASTM), Florida Department of Transportation, (F.D.O.T.), American Association of State Highway Officials (AASHTO), the latest edition shall be used. LINES AND GRADES The Contractor shall furnish and set all line and grade stakes, at his own expense, according to the dimensions shown on the plans. MATERIALS Unless otherwise specified, all materials shall be new. Materials and workmanship shall be of good quality. The Contractor shall retain a reputable commercial laboratory who shall certify to the OWNER that all materials entering into the work are in accordance with these specifications. All testing reports are to be submitted to the Engineer for review. PROTECTION OF ADJOINING PROPERTIES The Contractor shall protect all properties outside the limits of construction and shall indemnify and hold harmless the Engineer against any claims or liabilities arising from damage to adjoining properties during construction. EXCAVATION All subsurface construction shall comply with the "OSHA TRENCH SAFETY ACT". The Contractor shall ensure that the method of trench protection and construction is in compliance with the Occupational Safety and Health Administration (OSHA) regulations. GENERAL CONDITIONS (DEFINITIONS) These General Conditions apply to all parts of the work. The Contractor shall be supplied with a copyy of these Conditions and no arrangement with the Subcontractors are to be such as to Conflict with the General Conditions. They shall also apply to any extra work or changes. DEFINITIONS CONSTRUCTION DOCUMENTS: The Construction Documents consist of the General Conditions, Detailed Specifications, Details and Drawings. CONTRACTOR: Those having prime responsibility for construction work. WORK: The term work of the contractor includes all labor, materials, equipment transportation or any other facilities necessary to complete the construction of this project. ENGINEERS: Refers to Kimley-Horn and Associates, Inc. as the Engineer appointed by the Owner to have responsible charge of the work as representatives of the Owners, and to their properly authorized agents. INSPECTOR: Refers to the representative of CITY OF ZEPHYRHILLS as the accepting agency authorized to review the progress of construction. DRAWINGS: The Drawings showing the work to be performed are referred to herein as plans or drawings. OWNER: That person or persons, group, corporation or other, who has ordered this work done and to whom the Contractor looks for payment. Laboratory: Any independent testing laboratory authorized to perform the required tests, EXCEPT any laboratory the Contractor has personal interest in. SUPERINTENDENT: That person authorized by the Contractor to supervise the work and to who must be well qualified and must have authority to order work. GENERAL CONDITIONS (EXAMINATION OF DOCUMENTS AND SITE) EXAMINATION OF CONSTRUCTION DOCUMENTS: The Contractor is responsible for making himself and his Superintendent thoroughly familiar with all construction documents, and all quality of materials required prior to submission of a proposal. Also, the Contractor is to obtain and become familiar with all permits and permit conditions, and to ensure that said conditions are adhered to in the performances of the work. EXAMINATION OF SITE The Contractor is responsible for making his own site evaluation as to character of soil, water tables, or other construction considerations. Such Information is frequently available through the Engineer, BUT, whether available or not, the Contractor is solely responsible for his own site investigation. Oversights resulting in extra expense are the Contractors responsibility. SUBSURFACE DATA AND EXISTING FEATURES The Contractor is responsible for the protection of ail existing utilities, whether shown on the plans or not. Damages to such features are the responsibility of the Contractor. ERRORS OR OMISSIONS If the Contractor finds any discrepancy between the drawings and the existing site conditions or any errors or omissions in drawings or in layout as given by points and instruction, it shall be his duty to immediately inform the Engineer. ANY WORK DONE AFTER SUCH DISCOVERY, UNTIL AUTHORIZED, SHALL BE DONE AT THE CONTRACTOR'S RISK. Quantities on plans or bid forms do not relieve Contractor from estimating responsibility. It shall be the responsibility of the Contractor to do a construction estimate prior to submitting a bid to the owner. Any differences between quantities shown on tiro plans, bid forms and Contractors estimate will be promptly called to the attention of the Engineer prior to bidding the work. The Contractor shall be solely responsible for his own estimates of quantities. "OR EQUAL" CLAUSE Specific reference in the Construction Documents to any product material or type of construction by name, make or product number, shall be interpreted as a standard of quality and shall not be constructed as limiting competition. Substitutions must be approved by the Engineer IN WRITING! EXISTING WELLS Any existing wells in the path of construction shall be properly plugged and abandoned by a licensed Water Well Contractor in accordance with Chapter 40D-3 AND 17-20.10 (4, F.A.C.) unless otherwise shown. REPLACEMENT OF EXISTING FACILITIES The Contractor is responsible for repair of any utility lines damaged during construction of this project. The contractor is also responsible for repair of roadway wherever necessary as a result of this construction. GENERAL CONDITIONS TEST REPORTS Test reports must be performed by a reputable testing laboratory and certified by a Florida registered engineer. Such test shall be done as required by, and in conformance with all criteria of F.D.O.T. CONNECTION TO EXISTING FACILITIES Before installation of any drainage, water or sewer facilities, the Contractor is to verify the location and elevation of the existing facilities which must be connected to the proposed facilities. WATERISANITARYISTORM CLEARANCE REQUIREMENTS Vertical Clearance at Crossings: Gravity sewers* or force mains crossing under water mains shall be laid to provide a minimum vertical distance of 18 inches between the invert of the upper pipe and the crown of the lower pipe. The crossing shall be arranged so that the sewer joints and water joints will be equidistant from the point of crossing with no less than 10 feet between any two joints. Where the minimum 18 inch separation cannot be maintained, the sewer shall be placed in a sleeve of encased concrete for 20 feet centered on the point of crossing. Where there is no alternative to sewer pipes crossing over water mains, the pipes shall be centered at the crossing as indicated above, and the water main shall to placed in a sleeve or encased in concrete for 20 feet centered on the point of crossing. Adequate structural support shall be provided for the sewer to prevent damage to the water main. Horizontal Separation Between Parailei Lines: a) GRAVITY SEWERS* shall be installed at least 10 feet horizontally from any existing or proposed water main. The distance shall be measured edge to edge. O L 5 CLEARING AND GRUBBING SCOPE: The work covered by this section shall include removal of trees, brush and other obstacles from the street right-of-way and from the site proper if so directed by the owner. METHOD: Unless otherwise directed by the owner, all trees, brush, roots, weeds, grass and other obstacles to construction shall be removed from the street right-of-way prior to grading operations. All undesirable soils such as slimes, muck or other unsuitable material shall be completely removed from the proposed street areas and disposed of off -site or as directed by the owner and/or engineer. DISPOSAL- Trees, roots, seeds, and other burnable material may be piled on the site and burned, but only with the Owner's consent, and in the area designated by the Owner. All other materials must be hauled away from site and disposed of at the Contractor's expense. Care should be taken to secure necessary burning permits, etc. Such permits are the sole responsibility of the Contactor and any instructions by the Owner and/or Engineer does not relieve the Contractor of the responsibility for containing the burning in a safe manner. Damages resulting from said burning to the overall site or neighboring lands or property are the Contractor's responsibility. DEPTH OF REMOVAL: All trees, roots, and other obstacles shall be removed to a depth of at least one (1) foot below the subgrade with the exception of slimes, muck or other unsuitable materials which shall be completely removed from road right-of-way. GROUNDWATER: Contractor may be required to dewater to construct improvements. The Contractor shall use waterproof base or underdrains, as required by the Final Authority, to protect the integrity of the construction when high-water tables are within eighteen (18) inches of the roadway base course. When any additional costs are anticipated, the Engineer shall be notified prior to proceeding to verify method(s) to be utilized, change order(s) submitted and approval by the Owner and Engineer. GRADING AND EXCAVATION SCOPE: The work covered by this section shall include all excavation and embankment. Specifically this includes the excavation and embankment required to rough grade the streets, finishing the backslopes from the street to the property line and lot grading, BUT may be extended to Include canals, ditches or lakes when directed by the plans. MATERIALS: The material used for fill shall be approved by the Engineer. Material obtained from on -site shall be used whenever possible. No material shall be hauled from the site without the approval of the Owner and/or Engineer. CONSTRUCTION METHODS GRADING TOLERANCE: Areas, to be graded shall be brought to within one -tenth (0.10) of a foot of elevation shown on the plans or as directed by the Engineer. Material for grading shall be placed in layers not to exceed eight (8) inches. Each layer shall be spread evenly and compacted to an average of 98 % of maximum density In accordance with AASHTO T99. The minimum density acceptable at any location will be 96%. STABILIZATION SCOPE: The work covered by this section consists of stabilizing beneath the entire paved roadway. The limits of stabilization shall be in accordance with the "Typical Roadway Section" shown on the plans. This work shall be done after all subsurface work has been completed. MATERIALS: The material used for stabilization shall consist of suitable roadway materials, such as he local sandy, clay, limerock screenings, in accordance with requirements set forth by the F.D.O.T. Standard Specifications. CONSTRUCTION METHODS: The stabilization material shall be uniformly mixed with the virgin ground to the depth and bearing value indicated in the Typical Roadway Section. Mixing shall be accomplished by use of rotar, t>;lers or other methods approved by the Engineer. Stabilization MAY NOT commence on any area that has not first been cleared and grubbed according to the previous section. The stabilized area shall be compacted throughout it's entire thickness, per "Typical Roadway Section". MAINTENANCE OF STABILIZED AREA: After the stabilization has been completed, the Contractor shall maintain roadway free from damage, ruts, etc., caused by hauling or erosion or other causes. The required Bearing Value MUST be maintained at all times in preparation for the base course. BASE Scope: The work covered by this section consists of the construction of a roadway base which is composed of limerock, shell, asphalt or soil cement as indicated on the "Typical Roadway Section" shown on the plans. The base shall be constructed on a prepared subgrade where applicable in accordance with these specifications and with the lines, grades and typical cross sections shown on the plans and details. MATERIAL& The materials used shall conform to the requirements set by the Florida Department of Transportation "Standard Specifications For Road and Bridge Construction" latest edition. EQUIPMENT: All equipment, necessary for the proper construction of this work shall be on the project in good mechanical condition. TRANSPORTATING BASE MATERIAL; The base material shall be transported to the point where it is to be used, over base previously placed. NO HAULING OVER THE SUBGRADE shall be allowed without the approval of the Engineer. SPREADING BASE MATERIAL; The base material shall be spread uniformly with approved equipment. Ali non -uniform material shall be removed and replaced. Roadway base with specified thickness in excess of 6" shall be constructed in two courses. COMPACTING BASE MATERIAL: After the spreading is completed, the entire surface shall be finished and shaped so as to produce the exact grade and cross section required by the plans after compaction. When applicable base material does not have the proper moisture content to ensure the required density, wetting to drying will be required. If moisture is added, it shall be uniformly mixed for the FULL DEPTH of the base course. During the final compacting operations on limerock or shell base, all areas must be finished to grade before density tests are performed. Diligence shall be used to avoid mixing the subgrade material into the base material. If this occurs, the Contractor shall remove and replace with clean materials at his expense. If cracks or checks appear in the base course, before or after priming, which, in the opinion of the Engineer, would impair the structural efficiency of the base course, the Contractor shall remove such cracks or checks by reworking and the cost of such removal shall be the Contractor's responsibility. 1. M MAINTAINING: Where applicable, the Contractor shall maintain the base to a true and satisfactory surface until the wearing surface is laid. The base shall include a prime coat which will be placed only after the moisture content of the base is less than ninety (90) percent of optimum. The base MUST be maintained at required densities as previously outlined. DETERMINATIONS: When the completed base course fails to meet the required minimum compacted thickness, the Contractor shall correct such areas by scarifying and adding material. The affected areas shall then be brought to the required state of compaction and required thickness. PRIME COAT: The base course (except asphalt base) shall be primed with RC-70 or RC-250 liquid asphalt not less than one -tenth (0.10) gallon per square yard. The prime coat shall then be covered with sand or screenings and MAINTAINED until the wearing surface is constructed. WATER -PROOF BASE COURSE: Shell base may be substituted for limerock base on an equivalent thickness if used as described in F.D.O.T. Specifications. When soil cement is used, the Contractor shall employ a licensed testing laboratory to design an in -place mix or a plant mix may be used providing the material will develop a compressive strength of 300 psi in 28 days. Soil cement base shall be allowed to cure in accordance with F.D.O.T. specifications. ASPHALTIC CONCRETE WEARING SURFACE SCOPE: The work covered by this section consists of the construction of an asphaltic concrete wearing surface composed of aggregate mineral filler (if necessary to produce the desired stability) and asphalt cement laid upon a prepared base in accordance with these specifications and in conformity with the lines, grades, thickness and typical cross section shown on the plans and details. COMPOSITION OF MIXTURE: The mixture shall be combined in such proportions as to produce the minimum required Marshall stability for the type mix specified in the plans as shown in Table 331-2 of the F.D.O.T. Standard Specifications. The mixture shall be equivalent to the F.D.O.T. specifications for the type asphaltic concrete specified in the plans or directed by Engineer. CLEANING AND PREPARING SURFACE: The surface shall be prepared as set forth In the section covering the road base and shall be cleaned of all loose and foreign materials. PLACING THE MIXTURE: The ingredients of the mix shall be heated and combined in such a manner as to produce a mixture which shall beat a temperature when discharged from the pugmill or surge bin within the range of 230 "F to 310°F with a tolerance of t 25°F. Finishing by hand shall not be permitted unless approved by the Engineer. However, in limited areas where the use of mechanical spreading and finishing equipment is impractical, the mixture may be spread and compacted by hand. Compaction effort shall be sufficient to produce an acceptable density and surface texture. The wearing surface shall be checked at frequent intervals by the Engineer. Deviations from the required thickness or from standard crown and section shall be corrected at the Contractor's expense. COMPACTING MIXTURE: Seal rolling with tandem steel rollers weighing from five (5) to twelve (12) tons shall follow as close behind the spreaders as possible without picking up, displacing, or blistering the material. Rolling with self -propelled -pneumatic -sired raiders shall follow as close behind the seal rolling as the mix will permit. The self -propelled -pneumatic -tired roller shall cover every area of the surface with at least five (5) passes. The seal rolling and the pneumatic tired rolling shall be done prior to the internal pavement temperature dropping below 175 OF and shall be continued until other roller marks or tire marks are eliminated. TESTING: Testing within the Right of Way shall be in accordance with City of Zephyrhills Engineering Services Department , Tasting Specifications for Construction of Roads, Storm Drainage and Utilities with copies of test reports to City Of Zephyrhills Inspection Division and the Engineer of record. In all places inaccessible to a roller, such as adjacent to curbs, headers, gutters, manholes, etc., the required compiction shall be secured with hand tamps. TRAVERSE JOINTS: The mixture shall be trimmed back to a sawed joint at the full thickness of the layer before laying fresh hot mixture against it. SURFACE REQUIREMENTS: The finish surface shall be such that it will not vary more than three -sixteenths (3,16) inch as determined by testing the surface with a 15' rolling straightedge. GRASSING AND SODDING CLEAN-UP: After the surface course has been completed, the area between the edge of pavement and the right-of-way line shall be thoroughly cleaned and raked of all rocks, debris or other undesirable materials, and made ready for grassing. This area shall be MAINTAINED in a cleaned condition at all times until the grassing operation commences. GRASSING: 1) Grassing and mulching of the right-of-ways shall be in accordance with F.D.O.T. specifications. After the area between the edge of pavement and street right-of-way has been cleaned as outlined above, the entire area shall be fertilized. The fertilizer shall be applied at a rate of 800 to 1,000 pounds per acre and to a depth of approximately three (3) inches and the soil dampened. Argentine Bahia grass seed shall be evenly spread at a rate of approximately one -hundred (100) pounds per acre. Grass seed shall be approved, permanent seed. After the seed is in place, loose hay mulch shall be applied evenly over the entire area, approximately two (2) inches thick. The area shall then be watered, and MAINTAINED until such time as the Contractor is released, or has completed the project. Where necessary, rolling will be employed to secure the grass seed. The Contractor is also responsible for grassing and mulching all areas other than street right-of-ways that are shown on the construction drawings, including all areas disturbed as part of the paving and drainage construction. SODDING: 1) Preparation of Ground: The areas which the sod is to be placed shall be scarified or loosened to a suitable depth. On areas where the soil is sufficiently loose, particularly on shoulders and fill slopes, the Engineer may at his discretion authorize the elimination of the ground preparation. 2) Fertilizing: The operations of fertilizing and of applying dolomitic limestone shall be the same requirements as for grassing. 3) Placing Sod: Whenever a suitable length of roadway has been graded and is ready for sodding the Contractor shall, when directed by the Engineer, proceed at once with the sodding of the avallable areas. Sod which has been cut for more than 72 hours shall not be used unless specifically authorized by the Engineer after inspection thereof. Any sod which is not planted within 24 hours after cutting shall be stacked In an approved manner and maintained properly moistened. Sodding shall not be performed when weather and soil conditions opinion, unsuitable for proper results. The sod shall be placed on the prepared surface with edges in close contact and shall be firmly and smoothly embedded by light tamping with appropriate tools. Along the edges of such staggered areas, the offsets of individual strips shall not exceed six inches. In order to prevent erosion caused by vertical edges at the outer limits, the outer pieces of sod shall be tamped so as to be produce a featheredge effect. On areas where the sod may slide due to height and slope, the Engineer may direct that the sod be pegged with pegs ddVeA through the sod blocks into firm earth at suitable intervals. Any pieces of sod which, after placing, show an appearance of extreme dryness shall be removed from the work. 4) Watering: The areas on which the sod is to be placed shall contain sufficient moisture, as determined by the Engineer, for optimum results. The sod shall be kept in moist condition for the duration of the contract period and in no case less than two weeks. The moistened condition shall extend to at least the full depth of the rooting zone. Water shall not be applied. When there is danger of a freezing condition. CONCRETE -GENERAL 1) Classification of Concrete, General: a) The separate classification of concrete prepared under these specifications are designated herein as Classes I through IV, in accordance with the intended use and the proportions, strength and other requirements. 11) Location of Use of Each Class: a) Class I Concrete shall be used for cement concrete pavement, (both plain and reinforced) and for headwalls, inlets, curbs, gutters, valley gutters, slope pavement, ditch pavement, manholes, pipe endwalls, and other miscellaneous concrete items which are not structurally reinforced. b) Class If Concrete shall be used for bridge concrete and box culverts, except where Class III or Class IV is specifically required for such uses, as specified below. Class It shall also be used at other locations as may be specifically called for in the plans or in the special provisions. c) Class III Concrete is required for the following uses: (1) For prestressed members. (2) For concrete piles of all types. (3) For seal concrete in foundation areas where the concrete must be placed under water and the foundation cannot be dewatered before the concrete is placed. (4) For bridge concrete and other work where specifically required by the plans. d) Class IV Concrete shall be used for all concrete (except seal concrete) placed in a location which is in or over salt or brackish water, and elsewhere as may be specifically called for in the plans. ill) Required Strength of Concrete: Except as may be modified in the plans or special provisions the required minimum 28-day compressive strength for the various classes of concrete shall be as follows. CONCRETE STRUCTURES The work specified in this Section consists of the construction of concrete structures and other concrete members with the exception of pavement and incidental concrete construction which are specified in other sections of the Specifications. This work shall be constructed in accordance with these specifications and in conformity with the lines, grades, dimensions and notes shown in the plans. General Requirem►onta for Placing Concrete: Concrete shall be deposited as nearly as possible to its final position. Large quantities shall NOT be deposited at one point and then run or worked along the forms. Special care shall be taken to fill each part of the forms and to work the concrete around the reinforcing bars without displacing the forms. The method and manner of placing concrete shall be of metal chutes or metal -lined chutes. Where steep slopes are required, the chutes shall be equipped with baffles or shall be in short lengths the slow the direction of movement. Where placing operations would involve dropping concrete freely more than five feet, it shall be deposited through pipes, troughs or chutes of sheet metal or other approved material. Troughs, chutes or pipes with a combined length of more than 30 feet shall be used only with the Engineer's authorization. All troughs, chutes and pipes shall be kept clean and free from gratings of hardened concrete by being thoroughly flushed with water after each use or more often if necessary. Surface Flnlshes: In addition to the general surface work specified for all exposed concrete surfaces. A specific surface finish may be required by the plans. QUALITY CONTROL TESTING: All construction shall be subject to quality control testing including quality of materials, thickness and compaction. Test reports prepared by a licensed testing laboratory and certified by a Professional Engineer shall be submitted to the Engineer, Final Authority, and Owner upon completion of each phase of the work. The Contractor shall not pave any area until subgrade and base course are certified to comply with the plans and specifications. AS-BUILTS: The location of all drainage systems, water distribution systems and sewer systems, shall be recorded on a set of CONSTRUCTION PLANS and shall be known as the AS -BUILT PLANS. Any construction deviation(s) as to line, grade, material and composition shall be noted on the plans by the Contractor and submitted to the Engineer. The contractor may be required to modify any deviation(s) to that shown on the plans unless prior approval is unless approved from the Engineer. FINAL AUTHORITY The final authority for quality of construction shall be an ordinance adopted by the accepting agency. Any item not addressed by the Final Authority shall be performed under the latest edition of the Florida Department of Transportation manual commonly known as "Detailed Specifications for Street and Bridge Construction" latest edition. EXCAVATION: The Contractor shall perform all excavation to a depth shown on the plans. Excavated materials not required for backfill shall be placed where directed by the Owner. Unstable soil shall be removed and replaced with acceptable sand or crushed stone, thoroughly tamped. TRENCH EXCAVATION: The width of trenches shall be approximately six (6) inches wider than the pipe on each side, or of width needed for free working space. The trench shall be dry until pipe joints are secure. BRACING AND SHORING: The contractor, at his own expense, shall do all bracing and shoring necessary to protect all excavations as required for safety. MATERIALS: AS INDICATED ON THE PLANS, pipe shall be either corrugated metal or concrete, of approved design and manufacturer. Concrete pipe shall meet the requirements set forth in ASTM C-76. The pipe shall meet the design requirements shown in Table 3 for Standard Concrete Pipe as listed in the Concrete Pipe Handbook. All pipe shall meet the requirements of the Florida D.O.T. specifications. BEDDING: Pipe shall be bedded in accordance with the requirements of The Florida D.O.T. specifications. LAYING: All pipe shall be laid to line and grade as indicated on the plans, beginning at the downstream end. Concrete pipe shall be laid with the bell end upstream. Corrugated metal pipe shall be assembled in accordance with the manufacturer's instructions. All pipe shall be unloaded and handled with reasonable care. Pipe shall not be rolled or dragged over gravel or rock(s) and shall be prevented from striking rock(s) or other hard objects during placement in trench or on bedding. Corrugated metal pipe shall be placed on the bed starting downstream end with the inside circumferential laps pointing downstream and with the longitudinal laps at the side or quarter points. Bituminous coated pipe and paved invert pipe shall be installed in a similar manner as corrugated metal pipe with special care in handling to avoid damage to coatings. Paved invert pipe shall be installed with the invert pavement placed and centered on the bottom. The pipe sections shall be joined by coupling bands of like material. One-piece or two-piece bands may be used. Coupling bands of annular and helical corrugated metal pipe shall provide circumferential and longitudinal strength to preserve the culvert alignment, prevent separation of the pipe sections, and prevent infiltration of backfill material. Guage of all metal pipe shall be as per D.O.T. specifications, unless otherwise shown on the plans. Contractor shall famish certification from manufacturer that the gauge meets the requirements shown. BACKFILLING: Backfilling material in a trench up to the top of the pipe shall be compacted in layers not to exceed six (6) inches in thickness. Compaction may be by hand or pneumatic tampers, All backfill material shall be compacted to 100 % maximum density as determined by AASHTO T-99. Care shall be exercised to compact the backfill under the pipe and to insure that the backfill is in contact with the sides of the pipe. CLEAN-UP: Upon completion of the work, the Contractor shall dress up the work area. MAINTENANCE: The storm sewer MUST be maintained during construction. The Contractor is soley responsible for protection of pipelines against sand entering through openings, etc., by properly closing said openings. Whenever a pipe line becomes Infiltrated by sand or other debris, the Contractor will be responsible for cleaning the lines prior to completion of the project. CEMENT CONCRETE PAVEMENT Description: The work specified in this Section consists of the construction of portiand cement concrete pavement. The pavement shall be constructed in one course, on a prepared subgrade, in accordance with these specifications and in reasonably close conformity with the lines, grades, dimensions and notes shown in the plans. Construction may be done by either the fixed -form or the slip form method. When reinforced cement concrete pavement is called for, the concrete shall be reinforced with steel bars or steel fabric, in accordance with details shown in the plans. The requirements for aggregates, proportioning and mixing, and other provisions for the production of the concrete shall comply with the applicable provisions of the Florida D.O.T. specifications. Sulbgrade Preparation: 1) General: Construction of the subgrade shall be kept completed for a distance of at least 500 feet ahead of the paving operation. The finished subgrade shall be maintained in a smooth, compact condition any areas which are disturbed prior to placing of the coincnate shall be restored at the Contractor's expense. No concrete shall be placed on a frozen subgrade. The subgrade shall be moist at the time of concrete Is placed. Water shall be uniformly applied ahead of the paving operations, as directed by the Engineer. No vehicles will be allowed to travel on the prepared subgrade between the subgrade trimming machine and the paving operations unless specifically authorized. 11) Trimming: The subgrade shall be accurately trimmed to the required elevation. High areas shall be trimmed to proper elevation. Low areas may be filled with suitable material and compacted to the specified density, or filled with concrete Integrally with the placing of the pavement. When the paving is to be done by the slip -fora method the areas on which the tracks of the paver w111 operate shall be Included In the width to be trimmed. Material planed from the subgrade shall be removed before any concrete is placed. The use of the planer may be waived for small or Isolated areas or any areas where Its use would be impracticable. CURING: After the finishing operations have been completed and as soon as the concrete has hardened sufficiently that marring of the surface will not occur, the entire surface and (when the sllp-form method is used) the edges of the newly placed concrete shall be covered and cured in accordance with Florida D.O.T. specifications.
