HomeMy WebLinkAboutResolution No. 873-26 Joining Tampa Bay Regional Planning CouncilRESOLUTION NO. 873-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA, RECOGNIZING THE IMPORTANCE OF INTERGOVERNMENTAL COOPERATION AND RESOLVING TO JOm AND PARTICIPATE IN THE TAMPA BAY REGIONAL PLANNING COUNCIL. WHEREAS, the City Council of the City of Zephyrhills, Florida recognizes the importance of intergovernmental coordination and cooperation; and WHEREAS, it is the desire of the City Council of the City of Zephyrhills to participate with other local governments in regional, metropolitan, county, and municipal planning matters; and WHEREAS, the Tampa Bay Regional Planning Council ("TBRPC") was established as a regional planning and coordinating agency pursuant to Chapter 186, Florida Statutes, and Florida Statutes Section 186.502(4) recognizes regional planning councils as Florida's only multipurpose regional entities positioned to plan for and coordinate intergovermnental solutions to growth- related problems on greater-than-local issues; and WHEREAS, the TBRPC is recognized as a representative of local governments in the Tampa Bay Region, providing services and assistance to, and working for the best interest of, all local governments in the Tampa Bay Region, which encompasses Citrus, Hemando, Hillsborough, Manatee, Pasco, and Pinellas Counties; and WHEREAS, the City of Zephyrhills Comprehensive Plan, Intergovernmental Coordination Element, identifies the TBRPC as a key coordinating entity and establishes policies supporting increased participation in the regional planning efforts of the TBRPC; and WHEREAS, membership in the TBRPC will provide the City with access to regional plaiming coordination, technical assistance, dispute resolution services, emergency preparedness coordination, and grant review and clearinghouse functions; and WHERE S, pursuant to Section 186.504(2)(b), Florida Statutes, municipalities within the geographic area covered by a regional planning council may appoint representatives to serve on the council, and not less than two-thirds of the voting members shall be elected officials of local general-purpose governments; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ZEPHYRHH.LS, FLORIDA, AS FOLLOWS: Section 1. The City ofZephyrhills hereby elects to join and participate as a full member in the Tampa Bay Regional Planning Council, pursuant to Chapter 186, Florida Statutes. Section 2. The City Council shall appoint an elected official of the City to serve as the City's representative on the TBRPC, in accordance with Section 186.504(2)(b), Florida Statutes. The City Manager is authorized to designate an alternate representative as needed. Section 3. Payment of the two thousand dollars ($2,000.00) membership fee for Fiscal Year 2026-2027 is hereby authorized, and the City Manager is directed to remit such payment to the TBRPC from funds appropriated for this purpose. Section 4. The City Manager, or designee, is hereby authorized to execute any documents, agreements, or instruments necessary to effectuate the City's membership in the TBRPC, subject to approval as to form and legal sufficiency by the City Attorney. Section 5. This Resolution shall take effect immediately upon its passage and adoption.
