ORDINANCE NO. 1527-26
AN. ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ZEPHYRHILLS, FLORIDA AMENDING SECTION 51.23 OF THE CITY
CODE OF ORDINANCES, REPEALING AND REPLACING THE
SCHEDULE OF RATES AND CHARGES FOR THE USE OF OR
AVAILABILITY FOR THE USE OF POTABLE WATER, WASTEWATER
(SEWER), AND RECLAIMED WATER EFFECTIVE ON OR AFTER
OCTOBER 1, 2026; PROVIDING FOR REPEALER, SEVERABILITY,
AND AN EFFECTIVE DATE
WHEREAS, the. City of Zephyrhills is a duly constituted municipality of the State of
Florida, with all powers granted by Chapter 166, Florida Statutes, and the City Charter, including
the authority to fix rates and charges for municipal utility services;
WHEREAS, the City Council of the City of Zephyrhills has determined that a large portion
of the water sewer infrastructure is reaching an age that requires replacement;
WHEREAS, the City Council of the City of Zephyrhills has determined that to maintain
positive revenue flows and keep up with replacement, growth, and increasing costs, the water,
wastewater (sewer), and reclaimed water rates shall be adjusted according to Exhibit "A" in this
ordinance;
WHEREAS, notice of public hearing on this Ordinance has been duly published and the
public hearing, has been held in accordance with applicable law.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
Zephyrhills, Florida, sitting in regular session that:
Section 1. Recitals. The above recitals are true and correct and are incorporated herein by
this reference.
Section 2. Amendment of Section 51.23 of the City of Zephyrhills Code of Ordinances.
The Water, Wastewater (Sewer), and Reclaimed Water rates as outlined in Exhibit "A" of
§ 51.23 of the City of Zephyrhills Code of Ordinances is hereby repealed and replaced for the
updated rates attached hereto as Exhibit "A" and incorporated herein by reference. The new rates
for Water, Wastewater (Sewer), and Reclaimed Water Rate as follows shall be effective on or after
October 1, 2026. The City Manager or designee is hereby authorized to promulgate appropriate
City documents to implement the rate adjustment.
Section 3. Master Meter RV and Mobile Home Parks Base Rate per Unit Charge.
For master metered mobile home and RV parks, the base rates for water and sewer will be
calculated by multiplying the number of units the park is permitted at full capacity by the Florida
Department of Health by the per unit charge in Exhibit "A." For mobile home or RV parks where
summer water use (June through August) is less than 50% of winter use (January through March),
the number of units will be reduced to the number of permitted units multiplied by the proportion
of annual water use divided by the annualized winter water use, consumption from January to
March multiplied by four. This calculation will be performed annually each October and based on
the previous calendar year's consumption data.

Section 3. Repealer. All ordinances, resolutions, polices and utility rates in conflict herewith
are hereby repealed to the extent of any conflict.
Section 4. Severability. If any section, subsection, sentence, clause, or provision of this
Ordinance is held to be invalid or unconstitutional by a court of competent jurisdiction, such holding
shall not affect the validity of the remaining portions of this Ordinance, which shall remain in full
force and effect.
Section 5. Inclusion into the Code. It is the intent of the City Council that the provisions of
this Ordinance shall become and be made a part of the City of Zephyrhills code, and that the sections
of this Ordinance may be renumbered or re -lettered and the word "ordinance" may be changed to
"section," "article," "regulation," or such other appropriate word or phrase in order to accomplish
such intentions.
Section 6. Effective Date. This Ordinance shall become effective on October 1, 2026.

Effective October 1, 2026, the rates and charges for water service for all customers with available
service from the City are set forth herein. Rates shown reflect service for customers located inside
the City limits. An additional 25% surcharge applies to water customers located outside the City
limits.

located inside the City limits. An additional 25% surcharge applies to reclaimed water customers
located outside the City limits.
