If you have hired a contractor to do the work, do not sign the installation list. The
homeowner's signature on the installation list indicates tnat he or she is thy party res-
ponsible for the work. _ If the contractor obtains the permit, the contractor s signature
on the installation list indicates his responsibility for the work. If the contractor s
work is defective, the County will require corrective action by the party who took out the
permit and signed the installation list. Furthermore, if the contractor is not licensed
as required by law, the homeowner can be violating state law by permitting an unlicensed
person to do this work. The penalty for the violation is a m1sdemeanor. For your pro-
tection, make the contractor si~n the installation list. If the contractor wishes you to
sign it, that is a good indicat10n that he is not qualified or licensed to do the work.
Since you or your contractor have applied for a building permit for work to be done on
property owned by you, you should be aware of the following:
Any person who furnishes labor (a contractor, subcontractor, or laborer) or
supplies materials for repairs, improvements, or new construction may be enti-
tled to a lien against your property if he is not paid in full by your contrac-
tor, even though you have pS1d the contractor in full.
In order for your payments to your contractor to be "proper payments", there are certain
steps you may take in accordance with Florida's Mechanics Lien Law. Although these steps
are optional, they may afford you some protection.
1. Before any work is begun by you or your contractor, file a Not:ice of Commencement
with the Clerk of the Circuit Court. Florida Statutes, Section 713.13, specifies
the information required on the Notice of Commencement.
2. Before you file the Notice of Commencement, be sure to check with your construction
moneylender, as premature filing may affect your loan.
3. Post a certified copy of the Notice of Commencement in a conspicuous place on the
front of the pro:perty where the work will take place. The notice must be I?osted
before any work 1S started, but not more than tnirty (30) days before work 1S be-
gun.
4. Upon completion of the work, require a sworn statement (affidavit) from your con-
tractor which states that he has paid all bills for labor and materials or lists
those persons or firms which have not been paid and the amount due ~ach. Require
this affidavit before making final payment to your contractor.
For added protection, you may request that your contractor furnish you with a performance
and/or payment bond. You or your contractor on your behalf can obtain a bond through most
general lines insurance agents. While the cost of the bond will be borne by the owner, it
provides the most complete protection available against the possibility of having to pay
twice.
NOTICE OF DEED RESTRICTIONS
This permit may be subject to "Deed Restrictions" which are more restrictive than County
regulations. The perm1t holder assumes responsibility for compliance with any applicable
deed restrictions.
CONDITIONS OF PERMIT
A. 103.6.1 Permit Intent. A permit issued shall be construed to be a l1cense to pro~eeu
with the work ano-not as authority to violate, cancel, alter, or set aside any of the
provisions of the technical codes, nor shall issuance of a permit prevent the Building
Official from thereafter reguiring a correction of errors in plans, construc~ion, or
violations of this Code. Every permit issued shall become 1nvalid unless the work
authorized by such permit is commenced within six months after its issuance, or if the
work authorized by such permit is suspended or abandoned for a period of six months
after the time the work is commenced. One or more extensions of time, for periods not
more than 90 days each, may be allowed for the permit. The extension snaIl be re-

during each six-month period, or tne project will be considered abandoned.
In consideration of the granting of this permit, I do hereby agree that all work performed
shall be in accordance with all plans and other information submitted herewith, and said
work shall conform with a 11 requirements of applicable Federal and State la\l.'s, such as
Florida Department of Environmental Regulation, Tampa (cypress bayheads, wetland areas,
and environmentally protected lands); Southwest Florida Water Management District,
Brooksville (altering ~atercourses); Army Corps of Engineers, Tampa (sea\l.'alls, docks, and
canal work); and Pasco County Codes and Regulations.
This permit will be revoked if any misrepresentation or false statement is made on the
application or plans on which approval of the permit has been made. The mere issuance of
this permit creates no vested r1~hts on thp. permittpp,
It shall be the responsibility of the plumbing contractor to follow the Safe Drinking
Water Act and must also comply with Section ]210.1.4, Standard Plumbing Code, 1988.

Pursuant to Pasco County Ordinance No. 89-07 and Resolution No. 89-197, effective Septem-

power release, on or after the above date, will pay the resource recovery assessment fee
prior to a Certificate of Occupancy or final power release.
If fill material is to be used in Flood Zone '.A" or IA1-A30", it is understood that a
drainage I?lan and compensating volume will be addressed and a plan suhmitted from an en-
gineer pr10r to the issuance of this permit.
