I am writing this letter to clarify tlie - two phases of our
project as discussed at the time of permitting. Please let me know
of any problems or comments that you or Chief Fenton may have
concerning each phase of the project. The two phases are as listed
below:
Phase I
The first phase of the project will consist of installing the
equipment needed to produce still water (uncarbonated) in a PET
bottle. This will consist of operating all packaging equipment and
the following items for water processing:
Crown Cork and Seal Filler
Carbo Cooler
Contact Tank
Filtration Equipment
Water Pumps
Nitrogen system
Description of operation - The process for producing still water
PET products is the same as the process previously used for
producing that product, with the .exception of using Nitrogen to
force the water into the bottle rather than letting the water
gravity flQW into the bOttle. The process begins as water leaves
the spring water storage tank. The water is pumped through
particulate filters, a U.V. light and into a ozone contact tank.
_~. After ozonation the water is pumped through the carbO cooler and
into the filler. This phase of the project will not use carbOn
dioxide, ammonia, or steam (boiler) and at the time of the
Certificate of Occupancy for phase I none of these items gases will
be onsite. During the start up of phase I, however, construction
of the boiler, refrigerati-on and CO2 systems will continue.
Electrical installation will also continue on packaging equipment
which will be used for phase II. No C02 or ammonia will be brought
on site without notifying the fire department.

Phase II
The second phase of the project will consist of producing a
flavored and carbonated produc;.t called Ice Mountain in a glass
container. ; Thi~ will consist of operating all packaging equipment
and the following items for water processing:

Description of operation - The certificate of occupancy for phase
II will consist of issuing a final for the project. This phase
will have all equipment operating and will also include final
inspection of the building modifications. The production of the
-Ice Mountain beverage will consist of filtering spring water and
mixing the water with a flavored syrup to produce the final
product. The product will then be chilled down at the carbo cooler
and carbon dioxide will be dissolved in the cool water. The
product will then go to the filler and be bottled. C02 instead of
nitrogen, as with the still water, will be used to force the
beverage into the bottles.
The sta~t up of both phases of this project are on a critical
timeline so that we do not short our customers of product. In
order to solve any issues prior to the date when we need occupancy
for each phase,'we would like to ask you and Chief Fenton to visit
the plant as much as possible and let us know of anything which is
irregular., We will ask for a final inspection one week prior to
our start up date so that we can work out any issues ahead of time.

requirelents lay apply for the intended HorK, they are advised to contact the City of Zephyrhills Building Department, (813)
788-6611.
Furtherlore, if the owner has hired a contractor or contractors, he is advised to have the contractor(s) sign portions of the
"Contractor Sections" of this application for which they will be responsible. If you, as the ONner sign as the contractor,
you are indicating that you, rather than the contractor, are responsible for the work. If the contractor wishes you to sign
as contractor that lay be an indication that he is not properly licensed and is not entitled to perlitting privileges in the
City of Zephyrhills.

A perlit issued shall be construed'to be a license to proceed with the work and not as authority to violate, cancel alter, or
set aside any provisions of the technical codes, nor shall issuance of a perlit prevent the Building Official frol thereafter
requiring a correction of errors in plans, construction, or violations of any code. Every pertit issued shall becole invalid
unless the worK authorized by such pertit is cOllenced within six tonths of issuance, Dr if work authorized by the permit is
suspended Dr abandoned for a period of six lonths after the tile the work is comaenced. One 90 day extension of time, lay be
