MEMO
I have reviewed the pertinent Ordinances and Resolutions concerning the time for
payment of Water and Sewer Connection Fees. Section 2510 Subsection (F) of the ZLDC,
requires that as a pre-condition to obtaining a building permit, the developer/owner must
provide Water and Sewer Connection Permits. This appears to be the rational for the City's
policy, that the Water and Sewer Connection Fees must be paid before issuance of the
Building Permit. The difficulty that I have in this particular instance is that the water and
