B. UNLICENSED CONTRACTORS AND CONTRACTOR RESPONSIBILITIES
If the owner hai hired a contractor or contractors to undertake wort, they lilY be required to be licensed in accordance with
state and local regulations. If the contractor is not licensed as reguired by law, both the OlDer and contractor lilY be
cited for a lisdl!leanor violation under state law. If the owner or intended contractor are uncertain as to what licensing
_ reguireaents lilY apply for the intended wort, they are advised to contact the City of Zepbyrhills Building Departlent, (813)

Furthenore, if the owner has hired a contractor or contractors, he is advised to have the contractor(s) sign portions of the
"Contractor Sections I of this application for which they will be responsible. If you, as the owner sign as the contractor,
you are indicating that you, rather than the contractor, are responsible for the wort. If the contractor wishes you to sign
as contractor that laY be an indication that he is not properly licensed and is not entitled to penitting privileges in the
City of Zephyrhills.

addressing a "~sating VOlOl8" will be sublitted which is prepared by a professional engineer registered in the State of
Plorida prior to peIlit issuance.
A PeIlit issued shall be construed to be a license to proceed with the wort and not as authority to violate, cancel alter, or
set aside any provisions of the technical codes, nor shall issuance of a peIlit prevent the Building Official frol thereafter

I. Sum Path Products
Sun Path is interested in leasing five acres of airport property just north of Skydive City to
construct a 13,000 square foot building to house their manufacturing business. At this
point, they are interested in determining the city's (airport) plans to construct a road to the
site and furnish water and sewer. A road is proposed in the Airport Layout Plan that
would extend south from the existing road that serves the former Kabeller site to Skydive
City. Water is available at the site but sewer is not and will necessitate a liftstation.
Traffic impact fees will be based on $500 per 1,000 square feet. Credits will be provided
for additional jobs created by relocating the business from its downtown (301) location.
The alirport and city must determine what services and infrastructure will be constructed
and put in place to serve businesses at the airport. A meeting has been scheduled between
the city manager, airport manager, utilities superintendent and public works director for
Monday, May 6 at 10 a.m_ to discuss the issues.
2. Sleepy Hollow
Sleepy Hollow Mobile Home Park on East 54 wishes to relocate to storage sheds and
extend a concrete slab at its clubhouse. This item was referred to the building and fire
departments for building separation requirements.
3. Majestic Oaks - R V Park
A preliminary site plan was presented for Majestic Oaks, a 399 lot rv park proposed north
of the <east bypass, east of Copeland Industrial Park and west of Sam Pasco Park. The site
consists of 45 acres and is zoned ER. Proposed zoning is POO. This will be a fee simple
develowment with the lots sold and a homeowners association created. Water is located to
the west at the Agape Baptist Church and sewer is located on site. The property will be
fenced on three sides, facing the industrial park, county park and along the northern
boundary at Tucker Road. Access is off the east bypass (Chancey Road). Sets backs per
lot will ibe 20 feet in front, 10 feet in rear and 7.5 feet on the sides. Rezoning petition will
be retunned to present to the Planning Commission at its next meeting.

The park will have to conform to NFP A 50 I D recreational vehicle park fire standards and
fire hydrants will have to have spacing of 1,000 feet Turning radius of streets must be 32
degrees1for emergency vehicle access. A secondary water feed will have to be provided

Construction plans were presented for this project. The 12-
inch line will be installed along Green Slope Drive and will
connect with an 8-inch line in the park at the driveway
(entrance to the park). A diagram showing the "typical lot
layout" will be included in the plans. The first phase will
consist of 56 lots. The final construction plans will
include a drawing of the planned phases. The corner lot at
Pretty Pond Road and Green Slope was. vacated to provide for
additional drainage.

Carl Busick, owner, wants to add a storage shed to the site.
He must meet a 20 foot rear setback and 5 foot side setback.
Prints must be engineered for the building department.
3. Renovations to duplexes at 39141 6th Avenue
Renovations to three existing duplexes include adding
concrete paving of parking areas and sidewalks and
construction of a laundry bUilding. The units are being
Upgraded for handicapped access, etc. Plan was approved as
presented pending receipt of a SWFWMD permit or exemption.
4. Chalfont Villas II
Roy Brown, owner, requested a drainage easement be reduced
from 15 feet wide along the rear of the Chalfont property to
7.5 feet to enable him to construct two three-bedroom homes
rather than two two-bedroom homes. Towson-Rogers Engineering
provided a letter stating reduction of the easement will not
cause drainage problems. This drainage area originally
required construction of a swale that was never built. Water
drains to the eXisting retention area on the eastern side of
the development.

Dear Owner/Developer:
At the regular City Council meeting, Monday, May 13,1996,
the City Council approved your preliminary plat for Grand
Horizons.
Please accept this letter as written approval by Council
and the conditions recited in said approval shall
constitute a development permit which authorizes:
1. The developer to apply for construction plan
review;
2. Development in accordance with the approval and
conditions recited therein, after construction plan
approval;
3. Clearing, grading, filling or excavating in
conformity with plans approved under the
provisions of this Code, provided all other necessary
governmental permits or approval have been obtained.
It shall be unlawful for any person to convey lots by
reference to a preliminary plan. Approval of a preliminary
plan shall not be construed as authority for the recording
of a plat with the Clerk of the Circuit Court. A final
plat should be submitted next for final approval by
Council.
No building permits shall be issued for any property which
is depicted upon the subdivision plan until said plat is
recorded in the public records of Pasco County, Florida,
and a copy of the recorded plat provided to the Building
Official. All site and paving contractors need permits.
