Dear Kevin:
It is staff's opinion that the car wash connection fees documented
in our current Ordinance #395, Resolutions #312 & #372 should not
apply in your case.
Current fees are based on 1,000 gallons per day usage with direct
impact to city sewer,
The car wash you're proposing is a water reclaim and will not
impact the city sewer system at the above rates.
Therefore staff is recommending that our fee rates be readdresed
and amended accordingly.
City Council will have to approve staffs recommendation,
If approved the City of Zephyrhills will refund the di.fference due,
Staff is proposing that the current car wash connection rates be
halved for water reclaim car washes.

· Comments: Mr. Burgess, attached js the correct engineering for Pylon Sign at
the HESS project 7317 Gall Blvd. We use two different footer configurations with
HESS, a spread footer and caisson (anchor bolt or direct burial). I thought I had
attached the fOllowing engineering to the sign package I left with you for this
project, I apologize for the error. If this is not satisfactory documentation of this
change please call me at 800 677 ~~076 a Soon as pOSSible Friday morning. I
believe we have an inspection scheduled and concrete is on call tomorrow
(Friday),

This letter constitutes notice of Final Agency Action for approval of the
permit application referenced above. Approval is contingent upon no
objection to the permit being received by the District within the time
frames described below.
The following statements describe procedures established by Florida law.
should you or any other person disagree with the District's decision
regarding this permit. State law and District rules provide that any
person who is substantially affected by this decision for approval may
petition for an administrative hearing in accordance with Section 120.569,
Florida Statutes (F.S.), and Part V of Chapter 40D-1, Florida
Administrative Code.
A request for hearing must be filed with (received by) the Agency Clerk of
the District within 14 days after the date of receipt of this notice.
Failure to file a request for hearing within the 14-day period constitutes
a waiver of the right such person has to request a hearing under Section
120.569, F.S. When the actual date of receipt of this notice cannot be
determined, receipt is deemed to be the fifth day after the date on which
this letter is postmarked.

development within the existing Merchant Square Shopping Center, which was
permitted (MSSW No. 409944,00) on April 6, 1992, and is presently in operation,
The project involves a 3,000 square foot convenience store with appurtenant
parking and drainage conveyance facilities which will tie into the existing,
previously permitted storm water management system,
Project runoff wil~ be discharged to the' existing, previously permitted system
of detention with effluent filtration. No new ponds will be built with this
permit. The adequacy of the existing pond was previously demonstrated in MSSW
No. 409944,00. There is no riverine floodplain encroachment associated with this
project. No net loss of effective historic site storage is expected. There are
no wetlands within the project area.
The surface water management system will be maintained and operated by the
Permittee. Specific Condition No, 6 has been attached to this permit requiring
the Permittee to submit copies of the fee simple deed for the project area to the
District, within 90 days of permit issuance, A copy of the executed contract for
sale for the project area is part of the File of Record for this permit, No
objections to this permit application have been filed at the District office to
date.

1, If the ownership bf the project area covered by the subject permit is
divided, with someone other than the Permittee becoming the owner of part
of the project area, this permit shall terminate, pursuant to Rule
40D-1.6105, F.A.C, In such situations, each land owner shall obtain a
permit (which may be a modification of this permit) for the land owned by
that person. This condition shall not apply to the division and sale of
lots or units in residential subdivisions or condominiums.
2. The discharges from this system shall meet state water quality standards
as set forth in Chapter 62-302 and Rule 62-4,242, F,A.C" for class waters
equivalent to the receiving waters.

engineer registered in Florida, to conduct on-site observations of
construction and assist with the as-built certification requirements of

4. Within 30 days after completion of construction of the permitted activity,
the Permittee shall submit to the Brooksville Service Office a written
statement of completion and certification by a registered professional
engineer or other appropriate individual as authorized by law, utilizing
the required Statement of Completion and Request for Transfer to Operation
Entity form identified in Chapter 40D-l, F.A,C" and signed, dated, and
sealed as-built drawings. The as-built drawings shall identify any
deviations from the approved construction drawings.

The District reserves the right, upon prior notice to the Permittee, to
conduct on-site research to assess the pollutant removal efficiency of the
surface water management system. The Permittee may be required to
cooperate in this regard by allowing on-site access by District
representatives, by allowing the installation and operation of testing and
monitoring equipment, and by allowing other assistance measures as needed
on site.
