SECTION 1816
TERMITE PROTECTION
1816.1 Termite Protection. Termite protection shall be pro-
vided by registered termiticides, including soil applied pesti-
cides, baiting systems, and pesticides applied to wood, or
other approved methods of termite protection labeled for use
as a preventative treatment to new construction. See Section
202, REGISTERED TERMITICIDE. ~pon completion of
lli.e <Ipplir<ltion of the termite protective treatment, a
Certificate of Compliance shall be issued to the building
department by the licensed pest control companv that con-
tains the following statement: fThe building has received a
complete treatment for the prevention of subterranean ter-
mites_ Treatment is in accordance with rules and laws estab-
lished by the Florida Department of Agriculture and
Consumer Services.")
1816.1.1 If soil treatment is used for subterranean termite
prevention, the initial chemical soil treatment inside the
foundation perimeter shall be done after all excavation,
backtIlling and compaction is complete,

1816.1.2 If soil treatment is used tor subterranean termite
prevention, soil area disturbed after initial chemical soil
treatment shall be retreated with a chemical soil treatment,
including spaces boxed or tomled.
1816.1.3 If soil treatment is used for subterranean termite
prevention, space in concrete floors boxed out or tormed
for the subsequent installation of plumbing traps, drains or
any other purpose shall be created by using plastic or
metal permanently placed forms of sufficient depth to
eliminate any planned soil disturbance after initial chemi-
cal soil treatment.
1816.104 If soil treatment is used for subterranean termite
prevention, chemically treated soil shall be protected with
a minimum 6 mil vapor retarder to protect against rainfall
dilution. If rainfall occurs betore vapor retarder place- _
ment, retreatment is required. Any work, including place-
ment of reintorcing steel, done after chemical treatment
until the concrete floor is poured, shall be done in such
manner as to avoid penetrating or disturbing treated soil.
1816.1.5 If soil treatment is used tor subterranean termite
prevention, concrete overpour or mortar accumulated
along the exterior foundation perimeter shall be removed
prior to exterior chemical soil treatment, to enhance verti-
cal penetration of the chemicals.

1816.1.6 - 1819.2.1
1816.1.6 If soil treatment is used for subterranean termite
prevention, chemical soil treatments shall also be applied
under all exterior concrete or grade within 1 foot (305 mm)
of the primary structure sidewalls. Also, a vertical chemical
barrier shall be applied promptly after construction is com-
pleted, including initial landscaping and irrigation/sprinkler
installation. Any soil disturbed after the chemical vertical
barrier is applied shall be promptly retreated.
1816.1. 7 If a registered termiticide formulated and regis-
tered as a bait system is used for subterranean termite pre-
vention, Sections 1816. l. 1 through 1816, l.6 do not apply;
however, a signed contract assuring the installation, main-
tenance and monitoring of the baiting system for a mini-
mum of five years from the issue of the Certificate of
Occupancy shall be provided to the building official prior
to the pouring of the slab, and the system must be installed
prior to final building approval. If the baiting system
directions for use require a monitoring phase prior to
installation of the pesticide active ingredient, the installa-
tion of the monitoring phase components shall be deemed
to constitute installation of the system.
1816.1.8 If a registered termiticide formulated and regis-
tered as a wood treatment is used for subterranean termite
prevention, Sections 1816.1.1 through l816,1.6 do not
apply. Application of the wood treatment termiticide shall
be as required by label directions for use, and must be
completed prior to final building approval.
1816.2 Penetration. Protective sleeves around metallic pip-
ing penetrating concrete slab-on-grade t100rs shall not be of
1- cellulose-containing materials and, if soil treatment is used
for subterranean termite protection, shall receive application
of a termiticide in annular space between sleeve and pipe.
SECTION 1817
HIGH VELOCITY HURRICANE ZONES
EXCAVATIONS
1817.1 General. Until provisions for permanent support have
- been made, all excavations shall be properly guarded and pro-
tected so as to prevent them from becoming dangerous to life
and property and shall be sheet piled, braced and/or shored,
where necessary, to prevent the adjoining earth from caving
in; such protection to be provided by the person causing the
excavation to be made. All excavations shall comply with the
minimum requirements of Florida Statute 553_60, "Trench
Safety Act," and 29-CFR1926-650 (P) "Occupational Safety
- and Health Administration Excavation Safety Act" No exca-
vation, tor any purpose, shall extend within 1 '-0" of the angle
of repose of any soil bearing tooting or toundation unless such
tooting or toundation is first properly underpinned or protect-
ed against settlement.
1817.2 Permanent excavations. No pennanent excavation
- shall be made nor shall any construction excavations be left
on any lot that will endanger adjoining property or buildings
or be a menace to public health or safety, Any such excava-
tions made or maintained shall be properly drained and such
drainage provisions shall function properly as long as the
excavation exists. Permanent excavations shall have retain-
ing walls of steel, masonry, concrete or similar approved

material of sufficient strength to retain the embankment
together with any surcharged loads.
1817.3 Enforcement. Where, in the opinion of the building
official, an unsafe condition may result or damage may occur
as the result of an excavation, he may order the work stopped
or may approve the work of excavation subject to such limi-
tations, as he may deem necessary.
SECTION 1818
HIGH VELOCITY HURRICANE ZONES
BEARING CAPACITY OF SOIL
1818.1 Design bearing capacity. Plans for new buildings,
structures or additions shall clearly identify the nature of the
soil under the structure and the allowable beating capacity
used in sizing the building foundation support system.
Exception: See 1822_1 for plans for new buildings, struc-
tures or additions that are to be supported on a piling -
foundation system.
1818.2 Allowable bearing capacity. Prior to the installation
of any footing foundation system for new buildings, struc-
tures or additions, the building official shall be provided with
a statement of allowable beating capacity from an architect or
professional engineer. Said statement shall clearly identify
the allowable in-place bearing capacity of the building pad
for the new building or addition and verify the existing soil
conditions. The certitied in-place beating capacity shall have
been determined by way of recognized tests or rational analy-
sis and shall meet or exceed the design bearing capacity iden-
tified under [818.1.
SECTION 1819
HIGH VELOCITY HURRICANE ZONES
SOIL BEARING FOUNDATIONS
1819.1 General. Footings shall be constructed of reintorced
concrete, as set torth in Chapter 19 (High Velocity Hurricane
Zones) of this code and in this section, and shall, insotar as is
practicable, be so designed that the soil pressure shall be rea-
sonably unitorm to minimize differential settlement.
1819.2 Continllolls wall footings.
1819.2.1 Footings under walls shall be continuous or con-
tinuity otherwise provided and shan be not less than
required to keep the soil pressure within that set forth in
1818 nor less than the toll owing minimums:

Based on rational analysis and soil investigation as set forth in section 2402. the
tooting size or bearing capacity may vary, but the minimum width of a fouting

A. NOTICE OF DEED RESTRICTIONS
The undersigned understands that this permit may be subject to "deed restrictions" which
may be more restrictive than City regulations. The undersigned assumes responsibility for
compliance with any applicable deed restrictions.
B. UNLICENSED CONTRACTORS AND CONTRACTOR RESPONSIBILITIES
If the owner has hired a contractor or contractors to undertake work, they may be required
to be licensed in accordance with state and local regulations. If the contractor is not
licensed as required by law, both the owner and contractor may be cited for a misdemeanor
violation under state law. If the owner or intended contractor are uncertain as to what
licensing requirements may apply for the intende~ work, they are advised to contact the
City of Zephyrhills Building Department, 813-788-6611.
Furthermore, if the owner has hired a contractor or contractors, he is advised to have the
contractor(s) sign portions of the "Contractor Sections" of this application for which they
will be responsible. If you, as the owner signs as the contractor, you are indicating that
you, rather than the contractor, are responsible for the work. If the contractor wishes
you to sign as contractor that may be an indication that he is not properly licensed and is
not entitled to permitting privileges in the City of Zephyrhills.

lien Law - Homeowner's Protection Guide" prepared by the Florida Department of Agriculture
and Consumer Affairs. If the applicant is someone other that the "owner", I cerify that I
have obtained a copy of the above described document and promise in good faith to deliver
it to the "owner" prior to commencement.

I certify that all the information in this application is accurate and that all work will
be done in compliance with all applicable laws regulating construction, zoning, and land
development.
Application is hereby made to obtain a permit to do work and installation as indicated. I
certify that no work or installation has commenced prior to issuance of a permit and that
all work will be performed to meet standards of all laws regulating construction, City
codes, zoning regulations, and land development regulations in the jurisdiction. I also
certify that I understand that the regulations of other governmental agencies may apply to
the intended work, and that it is my responsibility to identify what actions I must take to
be in compliance. Such agencies include but are not limited to: *Department of
Environmental Regulation-Cypress Bayheads, Wetland Areas and Environmentally Sensitive
Lands, Water/Wastewater Treatment

I also certify that, if fill material is to be used in Flood Zone "A" or "A,etc.", it is
understood that a drainage plan addressing a "compensating volume" will be submitted which
is prepared by a professional engineer registered in the State of Florida prior to permit
issuance.
A permit issued shall be construed to be a license to proceed with the work and not as
authority to violate, cancel, alter, or set aside any provisions of the technical codes,
nor shall issuance of a permit prevent the Building Official from thereafter requiring a
correction of errors in plans, construction, or violations of any code. Every permit
issued shall become invalid unless the work authorized by such permit is commenced within
six months of issuance, or if work authorized by the permit is suspended or abandoned for a
period of six months after the time the work is commenced. One 90 day extension of time
may be allowed for the permit with fee charge of $15.00. The extension shall be requested
in writing to the Building Official. An approved inspection must be logged during each six
month period, or the project will be considered ~bandoned.

Dear Sirs,
This letter is to certify that I have reviewed the above referenced project to
detennine the structural adequacy of the existing structure to receive the attached
structure. The proposed structure is roughly a IOx12 shed, 14x12 Raised
Screen room and a 14x30 carport.
The existing mobile home, to be considered an adequate host structure, should
be blocked and anchored in accordance with the manufacturers suggested and
permitted set-up permit.
Therefore, it is my opinion that the marriage of the proposed structure with the
addition will not compromise the structural integrity of the host structure, if the
addition is constructed as per the attached aluminum engineered drawings.
