As we discussed, your eligibility for incentive credits depends on the number of new employees you hire at Orbital and the total square footage of industrial and commercial space constructed. Your immediate plans to employ eight (8) new employees and construct a 6,000 square foot office/warehouse building does not meet the city's current economic development incentives ordinance. However, because you plan to employ more than 15 new employees and possibly build two or more buildings, you then may become eligible. To accommodate your ability to construct the new warehouse and relocate your business to Zephyrhills, I recommend that you pay the required 25% down on transportation impact fees and a reasonable down payment on utility connection fees (amount to be determined). Then we can assess your construction and employment plans and determine your eligibility, if any, for economic development incentives. This line will have the capability of being used by other surrounding projects. The city typically offers credit through the issuance of water certificates. The credit is due to the fact that the city did not have to bear the cost of installation. ALTERNATIVE: I would propose that we apply the credit towards all connection fees at time of permit. RECOMMENDATION: Approve the request for a credit of$3,035.00 to be applied against connection fees due at time of permit.
