CITY MANAGER'S REPORT
9. Signage for 6th Avenue/Dr. Martin Luther King Jr. Avenue
Mr. Spina said in May 2004 the City renamed 6th Avenue and Council passed a resolution
that would allow the Martin Luther King Jr. street signs to remain as a commemorative to honor
the vision of Dr. Martin Luther King Jr. Mr. Spina said the City now has the capability to make
street signs and President Bracknell recommended the signs be reworked. He provided a sample
and Council concurred with the new signs.
10. Downtown Architect
Mr. Spina said in February 2005 the City entered into a contract with an architect for
fayade improvements in the downtown district based on a grant as part of the Community
Development Block Grant streetscape project. The architect has not been responsive and on
February 14 the City Attorney wrote a letter and terminated the contract.
He asked if too much time has lapsed to automatically go to the second ranked architect
or should the process begin anew? The City has previously worked with the second ranked
architect, John Parks and was pleased with his work and response time. The estimated low cost
ofthe project ($15,000) will limit the number of other firms/individuals who may respond to a
second RFP. He asked if legally possible, the City would like to move forward and award the
contract to Mr. Parks, The deadline for the two year grant is closely approaching.
Luis Lopez moved the bid be awarded to the second ranked person. Motion died for lack
of a second.
Luis Lopez moved the second ranked person be awarded the RFP contingent upon a
decision from the City Attorney. Seconded by Celia Graham, Motion passed unanimously.
C~ii)specia1 Events Application - Zephyrhills Celtic Festival and Highland Games
Mr. Spina said for the first time organizers ofthe Celtic Festival are charging an entry fee
to the event which will be held March 3 and 4. As a result they are seeking permission to put a
temporary fence on the south side of Zephyr Park. Due to these changes, staff has suggested that
they now fall under ordinances that govern carnival and fairs which required that they receive
permission from City Council prior to the event. They will be required to pay a $250.00 deposit
and $105.00 per day temporary occupation license to host the event.
Luis Lopez moved the special events application be approved for the Celtic Festival.
Seconded by Celia Graham. Chief Barnes said the security costs for this event can be quite
costly and is supplied by the City and is taken from the police department's overtime budget. He
suggested a policy for security for events be established. Councilman Compton asked that the
City Manager follow up with this for a policy recommendation. Motion passed unanimously.
12. Special Events Application - Mainstreet Carnival
Mr. Spina said as part of the events for Founders' Day Mainstreet is hosting a carnival at
Zephyr Park for 3 days. They too are being required to obtain City council permission. They
will be charged at $250,00 deposit and $105.00 per day temporary occupationa11icense fee.
Executive Director for Mainstreet Brenda Welcher was present and requested a waiver of
fees for the event.
Luis Lopez moved the event application be approved the fees be waived. Seconded by
Kenneth Compton. Motion passed unanimously.
13. Fire Department Proposal/Request for Workshop
Steve Spina said the Fire Chief has a pretty comprehensive and ambitious proposal on
reorganizing and changing the direction of the Zephyrhills Fire Department. Chief Williams
provided an introduction to the new Zephyrhills Fire Rescue with a power point presentation.
Council concurred to hold a workshop on March 12 at 4:00 to further study this proposal.
