Mr. Burgess;
Thank you for meeting earlier this week to review this project.
Per my conversation on October 19, 2006 with Todd Vande Berg, we now have approval of the
preliminary plat for this project. We are submitting the attached package for our site permit
application. I understand we typically must provide an approved drawing from the DRC however
per Mr. Vande Berg that will be issued at the time of the Final Plat approval. He indicated that we
should be able to begin out site work clearing and infrastructure improvements while the Final
Plat is being reviewed. When I asked if an interim approval document for the permit application
process is needed, Mr. Vande Burg suggested you and he speak about thi~ project when you
review the Site Permit application.
As I shared with you at our meeting, unfortunately due to the owner's decision to subdivide the
property and several bumps along the process, it has put this project in a significant delay (nearly
10 months) so we are doing whatever we can to get the project started. The original site plan
was approved some time back with four buildings just as we have it now. The subdivision for
individual ownership became thus issue, thus requiring platting.

The Tra IC Operations Division has review$d the permit as requested; the permit is approved
with the following conditions,
1. Florida State Statute 316.0745 requires that all traffic control signing and markings on
private roads or property open to the general public be in conformance with the Manual on
Uniform Traffic Control Devices and Florida Department of Transportation standards. The
permittee shall provide all traffic control devices in conformance with these standards.
2. The permittee shall provide traffic control per F.D.O.T. standards in all work areas,
3. The permittee shall not damage or remove any traffic control devices. If a traffic control
sign needs to be removed or relocated, the permittee shall contact the Pasco County
Public Works Department at 727-847-8143 or 352-5214246.
4. The permittee shall repair or replace to F.D.O,T. standards any and all damaged traffic
control devices at their eXPense.
5. If the permittee proposes to close any lanes of a roadway, the following conditions apply.
Lane closures on any collector or arterial roadway shall not be permitted during the hours
of 6AM to 9AM and 4PM to 7PM. Lane closures within any school zone or within 500 feet
of a school zone shall not be permitted from 1 hour before to 1 hour after the starting and
ending times for the school. Proper maintenance of traffic SHALL be provided per Florida
Department of Transportation Index 600.

following addendum:
1. We believe that the building plans submitted meet FBC 10:)6,
2. Please find the geotech's soils report which may have been inadvertently been omitted from
the application). My suspicion is that this is the missing piece that your building comment is
referencing,
3. Soils shall be treated for tennites and compacted per Florida law.
4. Design loads for the roof are expected on the truss designer's drawings, The balance of the
structure complies with the 110 mph FBC wind zone requirements.
5. We believe that the building envelope, foundation, wall and floor systems and stair design is
documented on the plans. Truss layout is in process and is expected to be forwarded via the
builder shortly.

PROJECT INFORMATION
Existing Site
Based on the project information provided for our review, we understa Ild that the project is proposed to
consist of a commercial office building with an associated pond and roadways located at the apex of
Dale Mabry Highway and US 41 (Land 0' Lakes Boulevard) in Pasco County, Florida. Project
information was provided by Willingham Architecture. PA
We have assumed minor earthwork will be associated with the site development and anticipated cut
and fill quantities less than 2 to 3 feet.
Project Approach
The objective of the geotechnical investigation for the proposed project was to obtain information
concerning the general subsurface conditions over the site in order to make preliminary geotechnical
engineering estimates and recommendations in each of the following areas:
· Soil stratigraphy at the boring locations and the development of the approximate soil
profile.
. General location and description of potentially deleterious materials which may interfere
with construction progress or new structure performance, including buried or surficial
existing fills, organics, construction debris, etc.
· Identification of some critical design or construction details, including present
groundwater levels, estimated wet season levels, and seasonal fluctuations across the
site.
· Suitability and availability of materials found on-site, that might be excavated or moved
during site grading, for use as structural fill in the building and pavement areas and as
general backfill.
· Engineering criteria and recommendations for the placement and compaction of
approved fill materials (if necessary) in and around all proposed pavement areas.
· Design and construction recommendations considering the water table conditions.
Scope of Work
In order to address the above objectives, our scope of work for this project included the following:
· Reviewed available published information on the site, including the United States
Department of Agriculture (USDA) Soil Conservation Service (SCS) soil survey data for
Pasco County.
· Conducted a subsurface exploration program consh.ting of soil borings, subsurface
sampling, and field-testing. Our exploration progmm for this project consisted of
conducting 8 SPT borings to a depth of 25 feettor the structures and 5 auger borings to
8 feet for the roadway/parking locations (Figure 2 - Boring Locations). Our testing
included the collection of representative soil samph~s and recording the SPT blow
counts during the drilling of the borings.
· Measured the stabilized groundwater levels at the boring locations.

USGS Topographic Map Review
The USGS topographic survey was reviewed for the site. The site is found on the Quadrangle map
entitled Dade City, Florida. From this review, the site is estimated to occur at an approximate elevation
of +95 feet National Geodetic Vertical Datum (NGVD) of 1929,
SUBSURFACE EXPLORATION
Field Exploration
The procedures used by Ground Down Engineering, Inc. for field sampling and testing are in general
accordance with industry standards of care and established geoter:hnical engineering practice. A
member of our staff performed a brief site reconnaissance, noting pertinent site and topographic
features as well as surface indicators of the site's geology. Our staff located the borings by estimating
distances from existing features on site, based on an aerial photograph downloaded from the Pasco
County Property Appraiser's website and a site plan provided by. Willingham Architecture, PA.
Because of the methods used, the boring locations shown on the attached Boring Location Plan
(Figure 2) should be considered approximate.
Standard Penetration Test Borings
The SPT borings were advanced by means of a truck-mounted drill rig employing wet rotary drilling
teChniques. The SPT borings were performed continuously in th~ upper ten feet and at five-foot
intervals thereafter. The soil samples were obtained at the depths where the SPT borings were
performed. The soil samples were then classified in the field. placed in sealed containers. and
returned to our laboratory for further evaluation by our project engineer.
The SPT borings were performed in general compliance with standard field penetration test
procedures. After drilling to the sampling depth and flushing the borehole, the standard two-inch 0.0.
split-barrel sampler was seated by driving it six inches into the undisturbed soil. Then the sampler was
driven an additional 12 inches by a 140-pound hammer falling 30 inches. The number of blows
required to produce the 12 inches of penetration is recorded as the sumdard penetration test value (N).
These values are plotted on the left side of the Soil Profiles that appElar in the Appendix of this report.
Sampling performed in the upper ten feet utilized a 24 inch long split spoon. The sampler was driven
24 inches and the blows required to drive the sampler the middle six-inch increments were recorded as

the N-value. Through this technique, the upper ten feet of the soil was sampled continuously. Detailed
descriptions of the soils encountered during the SPT borings are presented in the Soil Profiles (Fig. 3).
Soil Sample Handling and Classification
The soil samples obtained during the SPT borings were placed in sea.led containers to retain moisture
and returned to our laboratory. The samples were then reviewed by our project staff to confirm
classifications, visually estimate the relative percentages of the soil's constituents (sand, clay, etc.),
and identify pertinent strudural features. The stratification lines shown on the boring records represent
our interpretation of approximate boundaries between soil types. The transition between strata may be
gradual. Our classifications are based on a visual estimation of the soil properties and our engineering
experience with the soils found in this geologic area.

The borings generally encountered clean, silty, slightly clayey to clayey sands to an approximate depth
of 25 feet below existing grade. Please note that the SPT -N values are presented adjacent to the soil
profiles on Figure 3. The correlation of the SPT-N values with relative density, unconfined
compressive strength and consistency are provided in the following table:

Groundwater
Groundwater was encountered at approximate depths of 9 to 10 feet below ground surface in the soil
test borings that were performed in August of 2005. Based on our past site experience. the results of
our investigation and review of the SCS soil survey, it is our llpinion that the seasonal high
groundwater table will be encountered approximately 7 feet below e)dsting ground surface across the
site. Surveyed elevations were not available at the time of this repclrt,
Significant fluctuations in the groundwater levels should be expectl:td due to seasonal variations in
rainfall, runoff, and other site-specific factors,
Laboratory Testing
Our field representative sealed and returned the soil samples to the GDE commercial where a
geotechnical engineer further examined them. We visually classified the soils according to the Unified
Soil Classification System (ASTM D 2487). The resulting soli descriptions are shown on the attached
drafted Soil Profiles (Figure 3).

SUBSURFACE ANALYSIS
Foundation Analysis
Based on all the borings performed at the site, the primary soil related factor affecting the performance
of shallow foundations for the proposed structures is the potential totul and differential settlement due
to the relatively loose sands encountered at and near ground surface. Due to the sandy nature of the
near-surface soils, these settlements should occur with the application of load (either fill or structural).
Foundation Recommendations
Provided estimated settlements are within the structural tolerance, (~onventional shallow foundation
systems consisting of perimeter wall footings and isolated pad footings should provide adequate
support for the proposed structure, assuming the complete removal of all surface organic materials,
proper subgrade preparation, and proper fill placement, as described later.
Based on the SPT "N" values obtained from the soil borings, a net allowable soil bearing pressure of
2,000 psf (in excess of overburden) is estimated for the existing shallow soils found over the site and
for structural fill as described in this report. This bearing pressure estimate is based on the complete
removal of all surface organic materials, the removal of organic materials beneath footings, and the
filling and recompacting described later in this report. Settlements for the proposed structures and the
anticipated fill. based on a bearing capacity of 2,000 psf. are estimaled to be about 1-inch total. As
discussed previously, due to the sandy nature of the materials, these settlements should occur as the
loads are applied.
A minimum footing width of 24 inches and a minimum depth of emhedment of 18 inches should be
used for footing design for all structures.
RECOMMENDATIONS AND CONCLUSIONS
Site Stripping
Prior to any construction, the site must be properly prepared. To prepare the site for construction, all
existing topsoil, muck, debris, vegetation, and large roots down to finger-size should be removed
including a 5-foot margin. The resulting excavations should be backfilled with soils as discussed in the
structural fill section of this report.
Proofrolllng
Following site stripping and any related excavation activity, and prior to any fill placement, proofrolling
should be performed, We recommend using a vibratory roller having a static weight of at least ten
tons. Compaction of the fill materials should continue until the roller has made at least ten passes over
all areas of the site and the soils appear to be relatively firm and unyielding. Half of the roller passes
should be perpendicular to the direction of travel of the other passe~~. Proofrolling should be closely
monitored by our engineering technician to observe for unusual deflection of the soils beneath the
compacting equipment. If unusual or excessive deflection is obSE!rved, then the areas should be
undercut to firm soils and backfilled with structural fill placed in maximum one-foot thick lifts. Backfill
soils should be of the same composition and be compacted to the same criteria as structural fill soils.
Structural Fill
Definition
Soil used for structural fill can be defined as clean fine sand containing less than twelve percent
material by weight that is finer than a number 200 sieve (fines) (matelial conforming to SP to SP-SM in

the Unified Soils Classification System) and less than 5 percent organics by weight. However, material
containing up to 35 percent fines (materials conforming to SC or SM in the Unified Soil Classification
System) may be utilized as structural fill, if their plasticity index is less than 30, and the working
subgrade is at least 2 feet above water or groundwater level.
If fill material with higher fines content is used (< 35 percent fines), thEI materials will require the use of
compaction equipment designed for clayey soils. This includes a stleeps foot or vibratory pad foot
roller. In addition, a disk could be required to assist with drying the clayey soils in order to place them
at or near their optimum moisture content. These materials must be placed at a 6-inch thick maximum
lift so that they can be effectively compacted with a vibratory pad foot roller.
Soil Suitabilitv
Based on our test boring results (Figure 3), in general, the soil materials encountered in the borings to
approximate depths of 4 to 8 feet should be satisfactory as a source of structural fill (if necessary),
Stratum 1 soils can be utilized as fill, excluding any organic (rclot) or debris (trash) material.
Note: Pasco County requires that ponds bottoms be excavated no closer than within10-feet of
the limestone layer.
Placement
Fill should be placed in lifts not to exceed one foot thick. The fill material should be compacted to at
least 95 percent of its modified Proctor maximum dry density (ASTM 0-1557). Confined areas, such
as utility trenches, should be compacted with manually operated vibratory compaction equipment.
Pavement Recommendations
We have not been provided with traffic distribution or frequency, nor have we performed Limerock
Bearing Ratio (LBR) testing on the subgrade soils. We have assumed that a 20-year pavement life is
desired, and that the coefficient of terminal serviceability is 2.5. Further assumptions are that the in-
place soils, when compacted to at least 95 percent of their modified Proctor maximum dry density will
exhibit a minimum LBR value of 15, and that the total number of equivalent 18-kip axle loads will be
less than 100,000. Based on these assumptions, we recommend the following asphaltic concrete
pavement section:

-ReqUires blending either shell or IlmelOck with In-place surfICial sand. Typical composite samples of subbase are comprised of 50% in-place
sand and 50% imported material (Iimerock or shell).
The previously recommended pavement section was developed using design guidelines published by
the Florida Department of Transportation, Division of Road Operations. We recommend that methods
and materials used for pavement construction conform to applicable sections of the Florida
Department of Transportation Standard Specifications for Road and Bridge Construction, 1999 Edition.
We further recommend that LBR tests be performed on the on-site soils prior to bidding the project to
confirm that an LBR of 15 is available and to determine the appropriate volume of shell or Iimerock that

previous recommendations may have to be modified.
TESTING AND MONITORING
Construction monitoring and testing are essential to proper site construction and performance.
Compliance with the recommended construction specification for compaction and soil types must be
verified by our engineering technician familiar with the project construction. Observation of site
preparation work is an integral part of the engineering recommenclations contained In this report.
Density tests should be performed for each lift of structural fill placed and per Pasco County
Specifications.
IIJMIT A TIONS
This report has been prepared for the exclusive use of Willingham Architecture, PA for the specific
application to the project previously discussed. Our conclusions and recommendations have been
rendered using generally accepted standards of geotechnical engineering geology practice in the state
of Florida. No other warranty is expressed or implied.
Our conclusions and recommendations are based on the design information furnished to us, the data
obtained from the previously described subsurface exploration, and our experience. They do not
reflect variations in the subsurface conditions that are likely to exist in the region of our borings and in
unexplored areas of the site. These variations are due to the inherent variability of the subsurface
conditions in this geologic region. Should variations become apparont during construction, it will be
necessary to re-evaluate our conclusions and recommendations bast~d upon our on-site observations
of the conditions.
The site is underlain by limestone bedrock that is susceptible to dissolution and the subsequent
development of karst features such as voids and sinkholes in the natural soil overburden, Construction
in a sinkhole prone area is therefore accompanied by some risk that internal soil erosion and ground
subsidence could affect new structures in the future. It is not pos:sible to investigate or design to
completely eliminate the possibility of future sinkhole related problems, In any event. the Owner must
understand and accept this risk,
The scope of our services does not include any environmental asseBsments or investigations for the
possible presence of hazardous or toxic materials in the soil, groundwater or surface water within or in
the general vicinity of the site studied. Any statements made in this mport or shown on the test boring
logs regarding unusual subsurface conditions and/or composition, odor, staining. origin or other
characteristics of the surface and/or subsurface materials are strictly for the information of our client
and mayor may not be indicative of an environmental problem.
If changes are made in the overall design or the location of the proposed facilities. or if the finish
grades differ from those discussed herein, the recommendations presented in this report must not be
considered valid unless the changes are reviewed by our firm and recommendations modified or
verified in writing. We should be given the opportunity to review the fl)undation plan, grading plan and
the applicable portions of the project specifications when the design is finalized. This review will allow
us to check whether these documents are consistent with the intent of our recommendations.
