Johnson Council Chambers at the Municipal Building. Chairman Geiger called the meeting to order at 5:10 p.m., as a quorum was present. Roll call was taken. Present were members Bill Back, Sean Fernandez, John Geiger and Tracy Sullivan. Jason Aiken was unable to attend. Staff present was Todd Vande Berg, Director of Development and Beverly Jones. A motion was made by Mr. Back to approve the minutes as presented from the May 20, 2008 meeting. Mr. Fernandez seconded the motion. Motion was passed unanimously. 1. Application For a Historic District"Certificate of Appropriateness" submitted by Drew Ben Hudgins for facade renovations at 5313- 8th Street. Mr. David Fritz of Diaz Fritz Isabel General Contractors was introduced and he explained that his clients have requested him to modify the north side elevation by removing the door and replacing it with a window that would provide more light. He stated that the door is too narrow for an egress (6 " too narrow and 2"too short) and his clients feel that it is a liability with it being so close to the alley way. Mr. Fritz said that the City's Building Department stated they have double the amount of doors to suffice code and the lawyers feel the temptation to go out the door would be a liability. Mr. Back stated that we would prefer to see the opening stay as it is and Mr. Geiger stated that he has been places where the door has been locked (24-7) or the door knob removed and that eliminates people using it as an egress by accident. He also stated that the Board is trying to preserve both visible sides of the building as much as possible. Mr. Back stated he feels that the Board has already compromised with the windows so he would personally like to see the opening left the way it is and suggested that they could have a door made that would have a glass panel in it (for the light)that could represent the period. Mr. Back moved to deny the Certificate of Appropriateness submitted as the Board would like to see the Architectural integrity maintained with the building and since the Board did compromise on the windows, the Board would like to see this opening remain as it is but not be used as a dedicated ingress or egress and it would be more as a decorative use as appearance than as a function for the building. Motion seconded by Ms. Sullivan. Motion passed unanimously. Mr. Fritz inquired what would happen if the Building Department says no. Mr. Back suggested that he would amend his motion to take this into consideration. Mr. Back made an amendment to his motion stating the only circumstance the Board would allow this change is if the Building Department can specify a code that would not allow the door to remain. The amendment to the motion was seconded by Ms. Sullivan. Motion passed unanimously. 2. Application For a Historic District"Certificate of Appropriateness" submitted by Frank &Cheryl Karner for constructing a fence at 5419—9th Street : This residence is not a contributing structure— item was removed from the agenda and no action was taken. 3. Application For a Historic District"Certificate of Appropriateness"submitted by Scott& Erica Lewis for replacement of windows at 5129 8' Street. Mrs. Lewis explained what they have doing to their home since they purchased it about two years ago. She emphasized that they have not taken anything away from the existing framework i.e. original doors, handles, etc. The original structure (Frame Vernacular)was built in 1925 and there was a partial porch enclosure made around the 1960's. The jalousie windows in this enclosure are not good quality and the Lewis's want to replace them with windows that are more energy efficient and that would maintain the historic integrity of the original home. They have received estimates for four single hung windows (approximately$1,600)and provided the pictures of the old windows. After discussion, Mr. Back moved to approve the Certificate of Appropriateness for installation of four(4)windows on the rear of that section of their home at 5129 8th Street as per the information provided.
