The following plan of action will bring it into compliance to be structurally sound in condition. The block cells resting on the concrete slab that supports the floor joists in the small damaged area need to be filled solid with grout and then the bottom plate secured with anchor bolts through the plate into the solid blocks. In addition, the exposed ceiling joists need twist straps nailed to the side of the joists and to the top plate wall. The aforementioned recommendations will bring the structural integrity of the residence back to original condition. This letter should suffice for repairs and any concerns you may have.
