TRANSPORTATION IMPACTIUTILITIES IMPACT AND RESOURCE RECOVERY FEES: The undersigned understands thatTransportatibn impact Fees'and.RecourseRecovery Fees may apply to the construction of new buildings, change of use in existing buildings, or expansion of existing buildings, as specified in Pasco County Ordinance number 89-07 and 90-07, as amended. Furthermore, if Pasco County Water/Sewer Impact fees are due, they must be paid prior to permit issuance in accordance with applicable Pasco County ordinances. A permit issued shall be construed to be a license to proceed with the work and not as authority to,violate, cancel, alter, or set aside any provisions of the technical codes, nor shall issuance of a permit prevent the Building Official from thereafter requiring a correction of errors in plans, construction or violations of any codes. Every permit issued shall become invalid unless the work authorized by such permit is commenced within six months of permit issuance, or if work authorized by the permit is suspended or abandoned for a period of six(6) months after the time the work is commenced. An extension may be requested, in writing, from the Building Official for a period not to exceed ninety (90) days and will demonstrate justifiable cause for the extension. If work ceases for ninety(90)consecutive days,the job is considered abandoned. Johnson Council Chambers at the Municipal Building. Chairman Geiger called the meeting to order at 5:10 p.m., as a quorum was present. Roll call was taken. Present were members Bill Back, Sean Fernandez, John Geiger and Tracy Sullivan. Jason Aiken was unable to attend. Staff present was Todd Vande Berg, Director of Development and Beverly Jones. A motion was made by Mr. Back to approve the minutes as presented from the May 20, 2008 meeting. Mr. Fernandez seconded the motion. Motion was passed unanimously. 1. Application For a Historic District"Certificate of Appropriateness" submitted by Drew Ben Hudgins for facade renovations at 5313 - 8th Street. Mr. David Fritz of Diaz Fritz Isabel General Contractors was introduced and he explained that his clients have requested him to modify the north side elevation by removing the door and replacing it with a window that would provide more light. He stated that the door is too narrow for an egress (6 " too narrow and 2"too short) and his clients feel that it is a liability with it being so close to the alley way. Mr. Fritz said that the City's Building Department stated they have double the amount of doors to suffice code and the lawyers feel the temptation to go out the door would be a liability. Mr. Back stated that we would prefer to see the opening stay as it is and Mr. Geiger stated that he has been places where the door has been locked (24-7) or the door knob removed and that eliminates people using it as an egress by accident. He also stated that the Board is trying to preserve both visible sides of the building as much as possible. Mr. Back stated he feels that the Board has already compromised with the windows so he would personally like to see the opening left the way it is and suggested that they could have a door made that would have a glass panel in it (for the light) that could represent the period. Mr. Back moved to deny the Certificate of Appropriateness submitted as the Board would like to see the Architectural integrity maintained with the building and since the Board did compromise on the windows, the Board would like to see this opening remain as it is but not be used as a dedicated ingress or egress and it would be more as a decorative use as appearance than as a function for the building. Motion seconded by Ms. Sullivan. Motion passed unanimously. Mr. Fritz inquired what would happen if the Building Department says no. Mr. Back suggested that he would amend his motion to take this into consideration. Mr. Back made an amendment to his motion stating the only circumstance the Board would allow this change is if the Building Department can specify a code that would not allow the door to remain. During Mr. Fritz's discussion, Ms. Jones stated that the City's Historical Architect, John Parks had looked at the building and verified that the present awning was not part of the original structure and that the proposed window style for the front were acceptable except they would have to be restored to their original height as shown in the photos. Mr. Fritz stated that he will meet with their engineers to make sure they can meet the hurricane standards. After the presentation and discussion Vice Chairman Back gave an overview of the project stating that 1) colors and material samples have not been provided but that they will match the adjoining building; 2)site plans and elevations have been provided; 3) it appears that the board has all supporting documentation it needs; and 4) the board is not concerned about the interior renovations. Mr. Back stated that he felt it should be included in the motion that the Board is not setting a precedent with the stucco and windows because there was a previous project(adjoining structure)that was done by the owner prior to the ordinance and that is why the Board is approving the stucco finish matching the existing cement finish on the other part of the building. Also in reference to the windows approval, normally the Board would look for an exposed or exterior muntin but because the owners are trying.match with what is already on the other building they are accepting the proposed style. Ms. Sullivan moved to approve the Certificate of Appropriateness submitted by 5313 8th Street including Mr. Back's comments, the window height modifications and minimal changes to the north side elevations (door and window). Vice Chairman Back reviewed the application and the Board discussed the following items: • Shutters should only be used when their previous existence can be documented and the details reproduced as closely as possible (see page 3-13). It was noted that the drawing submitted showed the windows much further apart than the actual photographs show the windows. It was suggested that there are period appropriate ornamentations that could be put on the windows that are not shutters that may accomplish their goal (might look at the Jeffries house for ideas). By consensus it was agreed that Me Two, Inc. should review their options and resubmit an application for the window shutters. • Porch with metal roof, post (turn post or square wooden), and lattice work around the base are period appropriate. The applicant cannot exceed the original porch stoop because the structure does not meet the new 25 foot frontal set-back (OP Zoning). • Gable Vents—No problem with the gable vent concept but for that period house octagon shape would not be appropriate. For that period house, it should have a rectangular shaped gable vent installed vertically with horizontal slates.
