Cover the material with a breathable waterproof tarpaulin. Adequate precautions should be taken against insect, rodent and other animal damage. e. Long-term job site storage is not recommended. If the product is going to be stored for more than 2 weeks prior to installation, it is recommended that it be stored indoors inside of a dry, temperature-controlled warehouse. f. Our review.of the traffic analysis confirm that the project can be defined as De Minimus in accordance with the City traffic study guidelines and no concurrency study would be required. As shown in the August 5,2008 Lincks and Associates,Inc. study,the 288 square foot store expansion is anticipated to generate 143 daily trips,and will serve as a drive-through Dunkin Donuts. In addition,the Lincks and Associates, Inc. study shows anticipated traffic impacts for the expansion is consistent with a fast-food restaurant drive-through window, and therefore transportation impact fees will be assessed consistent with this land use code. The. first model used gross floor area and number of pumps as the independent variables and average daily site trips as the dependent variable. This model, which: had an adjusted R squared value of 0.10 , proved to be very poor. The reason for this stems from the fact that :the .data sample was very small and there was little variation within the independent variables. In an attempt to find a better model to predict trip generations of , convenience stores with gas pumps, a different approach to the analysis was taken. Since more data were available for the number of site trips during....the P.M. peak hour of the adjacent street than for average daily site trips, it was decided to use this characteristic as the dependent variable. Thus, if a suitable model. was found for the prediction of .site trips during the adjacent street peak hour, then an average P.M. peak hour/daily ratio could 'be applied to predict average daily trips. The independent 'variables for this analysis were the same as for the first analysis. The resulting model had an adjusted R-squared value of 0.371, which resulted because of almost twice as many samples with some of the new ones having more variation within the independent variables. Although this model was better than the first, it was still statistically unappealing for the prediction -of site trips during the adjacent street peak hour. The third multiple regression analysis was the same as the second except that the constant term was removed from; the model. An adjusted R-squared value of 0.904 resulted. In.analyzing. the P values, both independent variables proved to be significant beyond the 99% level of confidence. The model obtained from this multiple regression analysis is. as follows.: Site trips. during P.M. peak hour of adjacent street =: 0.0382323 * GFA + 15.9398 * Pumps Units for gross floor area are in square feet and the standard ITE definition of gas pumps was used. Our review of the traffic analysis confirm that the project can be defined as De Minimus in accordance with the City traffic study guidelines and no concurrency study would be required As shown in the August 5,2008 Lincks and Associates,Inc.study,the 288 square foot store expansion is anticipated to generate 143 daily trips,and will serve as a drive-through Dunkin Donuts. In addition,the Lincks and Associates, Inc.study shows anticipated traffic impacts for the expansion is consistent with a fast-food restaurant drive-through window,and therefore transportation impact fees will be assessed consistent with this land use code. Using the City of Zephyrhills current transportation impact fee rate for 2008,($26,994 per 1,000 square feet),transportation impact fees for the proposed expansion should be $7,774.27. It should be noted that the City of Zephyrhills has development regulations allowing the City to review access locations to the site as part of the development review process. Existing access provided to C.R.54 appears to be substandard and not in compliance with Pasco County access management regulations.
