TRANSPORTATION IMPACTIUTILITIES IMPACT AND RESOURCE RECOVERY FEES: The undersigned understands that Transportation Impact Fees and Recourse Recovery Fees may apply to the construction of new buildings, change of use in existing buildings, or expansion of existing buildings, as specified in Pasco County Ordinance number 89-07 and 90-07, as amended. Johnson Council Chambers at the Municipal Building. Vice Chairman Back called the meeting to order at 6:00 p.m., as a quorum was present. Roll call was taken. Present were members Bill Back, Sean Fernandez, and Tracy Sullivan. Jason Aiken and John Geiger were unable to attend. Staff present was Beverly Jones. A motion was made by Ms. Sullivan to approve the minutes as presented from the March 8, 2008 meeting. Mr. Fernandez seconded the motion. Motion was passed unanimously. Vice-Chairman Back welcomed Mr. Fernandez to the Board. 1. Application For a Historic District"Certificate of Appropriateness" submitted by Drew Ben Hudgins for facade renovations at 5313 - 8th Street. Mr. David Fritz of Diaz Fritz Isabel General Contractors was introduced and he gave a power point presentation showing the problem areas and the proposed work to be done at 5313 8th Street. During Mr. Fritz's discussion, Ms. Jones stated that the City's Historical Architect, John Parks had looked at the building and verified that the present awning was not part of the original structure and that the proposed window style for the front were acceptable except they would have to be restored to their original height as shown in the photos. Mr. Fritz stated that he will meet with their engineers to make sure they can meet the hurricane standards. After the presentation and discussion Vice Chairman Back gave an overview of the project stating that 1) colors and material samples have not been provided but that they will match the adjoining building; 2) site plans and elevations have been provided; 3) it appears that the board has all supporting documentation it needs; and 4)the board is not concerned about the interior renovations. Mr. Back stated that he felt it should be included in the motion that the Board is not setting a precedent with the stucco and windows because there was a previous project(adjoining structure)that was done by the owner prior to the ordinance and that is why the Board is approving the stucco finish matching the existing cement finish on the other part of the building. Also in reference to the windows approval, normally the Board would look for an exposed or exterior muntin but because the owners are trying match with what is already on the other building they are accepting the proposed style. Ms. Sullivan moved to approve the Certificate of Appropriateness submitted by 5313 8t Street including Mr. Back's comments, the window height modifications and minimal changes to the north side elevations (door and window). Motion seconded by Mr. Fernandez. Motion passed unanimously. 2. Application For a Historic District"Certificate of Appropriateness" submitted by Me Two, Inc. for modifying facade renovations at 5246 - 9th Street. Vice Chairman Back reviewed the application and the Board discussed the following items: • Shutters should only be used when their previous existence can be documented and the details reproduced as closely as possible (see page 3-13). It was noted that the drawing submitted showed the windows much further apart than the actual photographs show the windows. It was suggested that there are period appropriate ornamentations that could be put on the windows that are not shutters that may accomplish their goal (might look at the Jeffries house for ideas). By consensus it was agreed that Me Two, Inc. should review their options and resubmit an application for the window shutters. • Porch with metal roof, post(turn post or square wooden), and lattice work around the base are period appropriate. The applicant cannot exceed the original porch stoop because the structure does not meet the new 25 foot frontal set-back (OP Zoning). • Gable Vents— No problem with the gable vent concept but for that period house octagon. shape would not be appropriate. For that period house, it should have a rectangular shaped gable vent installed vertically with horizontal slates. (verified with John Parks, Historical Architect) • Fencing should be below the height requirement and the suggested white painted picket fence would be period appropriate. Tracy Sullivan moved to approve the Certificate of Appropriateness submitted by Me Two, Inc. at 5246-8 9th Street noting the issues to comply with regarding the shutters with reference to page 3- 13 of the guidelines; the comments provided by Mr. Parks regarding the gable vents; and the comments on the fence and porch construction. Motion seconded by Sean Fernandez. Motion passed unanimously. 3. Application For a Historic District"Certificate of Appropriateness" submitted by Kara Hardin, for new gutters and fencing at 38537 - 5th Avenue. Vice Chairman Back reviewed the application and after discussion, Tracy Sullivan moved to approve the Hardin's Certificate of Appropriateness to install half-moon galvanized gutters and commented that another application with supporting documentation (a sample or picture of the proposed door and fence) be submitted when they are ready to do the fencing and doors. Motion seconded by Mr. Fernandez. Motion passed unanimously. By consensus the Board agreed that vinyl picket fencing (as it is an accessory)would be acceptable as long as the style matches that period. Meeting adjourned at 6:30 p.m.
