Heyl Trucking—40311 Free Fall Avenue—revised site plan A revised site plan has been submitted for a proposed new additional building located to the north of the existing building a distance of ten feet. Building will consist of 4,993 sq. ft. Mr. Jim Truex was present to represent the project. The City previously recommended with the initial construction of subject property turn lanes on Chancey Road to be coordinated with Pasco County. The turn lanes have not been completed. The following items were discussed: a.) The owner shall be responsible for the design,permitting and construction of turn lanes as shown on plans submitted to the City prepared by Engineering Construction Consultants, Inc. for Chancey Road. The City will pay for 50% of the construction costs out of the City's TIF account. Steve has placed a call to Pasco County and will discuss the pending Chancey Road improvements and see if it is possible that the turn lanes could be incorporated into their project. Staff will also look into the estimated time frame that it will take to construct the turn lanes and include a maximum time frame in which to build the improvements. The owner will provide the City a Letter of credit or performance bond of 125% for the 50% of the improvement Costs for the turn lanes prior to the issuance of a building permit. The document will include language that requires both the City and owner the responsibility to each pay 50% of the total construction costs; b.) The existing and proposed buildings are not authorized to be connected and hence will not be required to provide sprinkling. If the existing/proposed buildings are connected the owner shall be required to sprinkle; c.) Six dead trees on site shall need to be removed and replaced. The owner has the option of payment to the City a fee of$300 per tree or $1,800 that would be placed in the City's landscape fund. Staff is of the opinion that sufficient trees are present on site if this option is chosen. Staff will approve the site plan administratively upon hearing from the owner about item 1 c with approval conditions of 1 a and b (above). 2. Court Square—Lot split A survey was submitted by Bill Brown surveying for purposes of creating an additional lot by a property owner in the platted subdivision of Court Street. The request is to create a new lot by increasing the size of the existing lot#5 and amending the alignment and frontage of lot#6. In doing so, lot#6 would be non-conforming. The lot has sufficient width and depth on the south, but is short in depth on the northern line by about 10 feet and also under the minimum 6,000 sq ft in area. The following comments were made at the SPR meeting: Against: a.) Create a non-conforming lot/alteration of an existing platted subdivision, b.) The existing and proposed lot would both front on Court Street which would provide a second home fronting into the subdivision. For: a.) The required minimum width and depth is very close in meeting the minimum code lot standards; b.)The size of the proposed lot would not be out of character with the existing { and proposed uses in this area, c.)The proposed lot would not result in setting a precedent in the general vicinity of this area because there is only one piece of undeveloped property remaining and it is planned for multi-family. Firewall shall consist of a 2 hr rating per Table 6.1.14.4.1 of NFPA 101. Any opening in wall(doors/windows) shall carry the same compliant rating. A UL rating shall be given to Fire Marshal for approval. 2. Page A-2 500 gal LPG tank between buildings shall be removed and relocated. Install duct detectors with indicating switches to stay consistent with other units in building. 6. Building will be measured—outside dimensions to ensure building is under 5000 sq feet, therefore not requiring a sprinkler system. 7.
