costs related to the aforementioned.
Complete Plans, Specifications and Fee Must Accompany Application. Commencement of work without written approval of
the Fire Department's Fire Marshal or required permits or opening up for commercial activity without an approved final
inspection shall be charged double permit fee per day of operation or a minimum of $100.00, whichever is greater. All

SECTION 3 - HAZARDS IDENTIFICATION
EFFECTS OF OVEREXPOSURE FROM:
INGEST =ON: Harmful if swallowed.

EYE CONTACT: Causes eye irritation.
SKIN CONTACT: May cause slight skin irritation.
INHALATION: Vapor and /or spray mist may be harmful if inhaled. Vapor irritates
eyes, nose, and throat. Repeated exposure to high vapor concentrations may cause
irritation of the respiratory system and permanent brain and nervous system
damage.
CHRONIC OVEREXPOSURE: Avoid long -term and repeated contact. This product
contans crystalline silica which has been classified as a human carcinogen by
IARC. Long -term exposures may also lead to a disabling lung condition known as
silicosis. The risk depends on the duration and level of exposure to dust from
sanding surfaces or mist from spray applications. Use of appropriate personal
protective equipment and/or engineering controls should be employed whenever
these types of operations are being performed. This product contains carbon
black which has been rated an IARC 2B carcinogen due to animal data.
Ethylbenzene has been reported by NTP to cause cancer in laboratory animals
following a chronic (2 year) inhalation exposure. Carcinogenicity was found in
the kidneys of rats and the lung and liver of mice at the 750 ppm dose level.
The No Observed Effect Level (NOEL) was 75 ppm. The International Agency for
Research on Cancer (IARC).has evaluated ethylbenzene and classified it as a
possible human carcinogen (Group 2B) based on sufficient evidence for
carcinogenicity in experimental animals, but inadequate evidence for cancer in
exposed humans. High exposures to xylenes in some animal studies have been
reported to cause health effects on the developing embryo and fetus. These
effects were often at levels toxic to the mother. The significance of these
findings to humans has not been determined.
SIGNS AND SYMPTOMS OF OVEREXPOSURE: Eye watering, headaches, nausea, dizziness,
and loss of coordination are indications that solvent levels are too high.
Intentional misuse by deliberately concentrating and inhaling the contents can
be harmful or fatal. Redness, itching, burning sensation and visual disturbances
may indicate excessive eye contact. Dryness, itching, cracking, burning,
redness, and swelling are conditions associated with excessive skin contact.

`r3ARNING: This product contains a chemical known to the State of California to
cause cancer.
SECTION 4 - FIRST AID MEASURES
IMPORTANT FIRST AID INFORMATION: If ingestion, irritation, any type of
overexposure or symptoms of overexposure occur during or persists after use of
this product, contact a POISON CONTROL CENTER, EMERGENCY ROOM OR PHYSICIAN
immediately; have Material Safety Data Sheet information available.
INGESTION: Gently wipe or rinse the inside of the mouth with water. Sips of
water may be given. Never give anything by mouth to an unconscious person.
Contact a poison control center, emergency room or physician right away as
further treatment may be necessary.
EYE CONTACT: Remove contact lens and pour a gentle stream of warm water through
the affected eye for at least 15 minutes. If irritation persists, contact a
poison control center, emergency room, or physician as further treatment may be
necessary.
SKIN CONTACT: Run a gentle stream of water over the affected area for 15
minutes. A mild soap may be used if available. If any symptoms persist, contact
a poison control center, emergency room, or physician as further treatment may
be necessary.
INHALATION: Remove from area to fresh air. If symptomatic, contact a poison
control center, emergency room or physician for treatment information.

SECTION 5 - FIRE FIGHTING MEASURES

EXTINGUISHING MEDIA: Use National Fire Protection Association (NFPA) Class B
extinguishers (carbon dioxide, dry chemical, or universal aqueous film forming
foam) designed to extinguish NFPA Class IB flammable liquid fires.
UNUSUAL FIRE AND EXPLOSION HAZARDS: When this product is used, the overspray and
other combustible materials such as paint booth filters, paint scrapings, rags,
masking materials, etc., contaminated with the coating material can present a
spontaneous combustion hazard if they are not handled and disposed of properly.
Wetting the contaminated materials thoroughly with water after use and placing
them into a sealed metal refuse or waste container without packing them tightly
will minimize the potential for spontaneous combustion. Keep this product away
from heat, sparks, flame, and other sources of ignition (i.e., pilot lights,
electric motors, static electricity). Invisible vapors can travel to a source of
ignition and flash back. Do not smoke while using this product. Keep containers
tightly closed when not in use. Closed containers may explode when overheated.
Do nct apply to hot surfaces. Toxic gases may form when this product comes in
contact with extreme heat.
SPECIAL F:RE FIGHTING PROCEDURES: Water spray may be ineffective. Water spray
may be used to cool closed containers to prevent pressure build -up and possible
autoignition or explosion when exposed to extreme heat. If water is used, fog
nozzles are preferable. Fire- fighters should wear self- contained breathing
apparatus and full protective clothing.
SECTION 6 - ACCIDENTAL RELEASE MEASURES
STEPS TO BE TAKEN IN CASE MATERIAL IS RELEASED OR SPILLED: Provide maximum
ventilation. Only personnel equipped with proper respiratory, skin, and eye
protection should be permitted in the area. Remove all sources of ignition. Take
up spilled material with sand, vermiculite, or other noncombustible absorbent
material and place in clean, empty containers for disposal. Only the spilled
materia= and the absorbant should be placed in this container.
WASTE DISPOSAL METHOD: Waste material must be disposed of in accordance with
federal, state, provincial, and local environmental control regulations. Empty
containers should be recycled or disposed of through an approved waste
management facility.
SECTION 7 - HANDLING AND STORAGE
HANDLING AND STORAGE PRECAUTIONS: Do not store above 120 degrees F.(48 degrees
C.). Store large quantities in buildings designed and protected for storage of
NFPA Class IB flammable liquids.
OTHER PRECAUTIONS: Vapors may collect in low areas. If this material is part of
a multiple component system, read the Material Safety Data Sheet(s) for the
other component or components before blending as the resulting mixture may have
the hazards of all of its parts. Containers should be grounded when pouring.
Avoid free fall of liquids in excess of a few inches.
SECTION 8 - EXPOSURE CONTROLS AND PERSONAL PROTECTION
PERSONAL PROTECTIVE EQUIPMENT FOR:
EYE PROTECTION: Wear chemical -type splash goggles when possibility exists for
eye contact due to splashing or spraying liquid, airborne particles, or vapors.

SKIN PROTECTION: Wear protective clothing to prevent skin contact. Apron and
gloves should be constructed of: neoprene rubber or nitrile rubber. No specific
permeation /degradation testing have been done on protective clothing for this
product. Recommendations for skin protection are based on infrequent contact
with this product. For frequent contact or total immersion, contact a
manufacturer of protective clothing for appropriate chemical impervious
equipment.
RESPIRATORY PROTECTION: Overexposure to vapors may be prevented by ensuring
proper ventilation controls, vapor exhaust or fresh air entry. A NIOSH- approved
air purifying respirator with the appropriate chemical cartridges or a
positive- pressure, air - supplied respirator may also reduce exposure. Read the
respirator :manufacturer's instructions and literature carefully to determine the
type of airborne contaminants against which the respirator is effective, its
limitations, and how it is to be properly fitted and used.
OTHER EQUIPMENT: Clean contaminated clothing and shoes.
VENTILATION REQUIREMENTS: Provide general dilution or local exhaust ventilation
in volume and pattern to keep the concentration of ingredients listed in Section

PITTSBURG/TO Paints Alkyd Fast Dry 2.8 VOC Univeral Primers
are formulated especially to coat interior or exterior metal surfaces to
prepare for most topcoats. Uses include parts, machinery, and other
fabricated metal surfaces. May be topcoated with a variety of finishes
including epoxies, urethanes, acrylics and other alkyds.

Limitations of Use
Flash Point: 94-258 60°F, (15.6°C)
Apply only when air and surface temperatures are above 50°F (10°C) 94- 269 56 °F, (I 3.3 °C)
and surface is at least 5 (3 °C) above the dew point. Avoid exterior
painting late in the day when dew or condensation can form or rain is
threatening. For metal substrates only. Reooat: 90 minutes when
topcoating with most solvent bome topcoats. Extended recoat times
(24-48 hours) are required when topcoating with acrylic latex topcoats.
Acrylic latex topcoats are recommended for low traffic areas only. All
oil base alkyd products change color with age. The yellow discoloration
rs moat visible in light colors. Drying times listed may vary depending
on temperature, humidity and air movement. Spray equipment must be
handled with due carc and in accordance with manufacturer's
recommendation. DANGER: Rags, steel wool or waste soaked with
this product may spontaneously catch fire if improperly discarded.
Immediately after use, place rags, steel wool or waste in a sealed
water -filled metal container. Refer to www.hpc.com, Spontaneous

General Surface Preparation
In VOC regulated areas, all primers and finishes must comply with regional VOC regulations. Surface to be painted trust be free of dirt, rust, oil.
water. grease, mill scale, wax, loose paint and other contaminants. Previously painted gloss surfaces in good condition must be dulled with fine
sandpaper or steel wool. Recommended minimum surface preparation for rusted or new metal surfaces is SSPC -SP2 Hand Tool Cleaning or
SSPC -SP3 Power Tool Cleaning. The surface to be coated must be dimensionally stable, dry, clean, and free of oil, grease, release agents, curing
compounds, and other foreign materials. The service life of the coating is directly related to the surface preparation. WARNING( If you scrape,
sand, or remove old paint, you may release lead dust or fumes. LEAD IS TOXIC. EXPOSURE TO LEAD DUST OR FUMES CAN CAUSE
SERIOUS ILLNESS, SUCH AS BRAIN DAMAGE, ESPECIALLY IN CHILDREN. PREGNANT WOMEN SHOULD ALSO AVOID
EXPOSURE. Wear a property fitted NIOSH- approved respirator and prevent skin contact to control lead exposure. Clean up carefully with a
HEPA vacuum and a wet mop. Before you start, find out how to protect yourself and your family by contacting the USEPA National Lead
Information Hotline at 1- 800 -424 -LEAD or log on to www.epa.govllead. In Canada contact a regional Health Canada office. Follow these
instructions to control exposure to other hazardous substances that may be released during surface preparation.
FERROUS METAL: The minimum surface preparation is Hand Tool or Power Tool Clean per SSPC -SP2 or SP3.
Recommended Primers Application Information
Recommended Spread Rates:
Wet Mils : 2.5 minimum to 3.3 maximum
Wet Microns: 63.5 minimum to 83.8 maximum
Dry Mils : 1.5 minimum to 2.0 msxi
Dry Microns: 38.1 minimum to 50.8 max
Application Equipment: Changes in application equipment,
pressures and/or tip sizes may be required depending on ambient
temperatures and application conditions.
Conventional Spray: DeVillbiss or equivalent equipment. 1GA
or MBC510 yarn, E or F tip and needle, 777 or 78 air cap. Fluid
Directions for Use pressures are determined by job conditions. Atomizing air pressures
of 50-60 psi are recommended.
Stir thoroughly before using and frequently during use. Read all label Airless Spray: Equipment capable of 1500 psi minimum atomizing p
and Material Safety Data Sheet (MSDS) information prior to use. Brush: Not recommended except for small areas.
